        지리산둘레길에서 채집한 참진드기의 분포와 참진드기에서의 중증열성혈소판감소증후군바이러스 검출

        Severe fever with thrombocytopenia syndrome (SFTS) is an emerging disease characterized by fever and thrombocytopenia. Haemaphysalis longicornis ticks comprise the major population of ticks in the environment and have been considered as the main vector for SFTS virus (SFTSV). Here we investigated the distribution of ticks carrying SFTSV collected from the environment using the dragging or sweeping methods during April∼October 2015 in Jeollanam-do, Korea. Sampling was taken from Songjeong, Omi, Bangkwang, Sandong areas in Jiri walking trails. Among the total 3,869 ticks collected, 3,823 ticks (98.8%) were H. longicornis, 41 (1.1%) were Amblyomma testudinarium, and 5 (0.1%) were Ixodes nipponensis. Classification results by regional groups of H. longicornis indicated that 1,613 ticks were collected in Sandong, 1,190 ticks in Omi, 603 ticks in Bangkwang, and 417 ticks in Songjeong. In monthly distributional studies of H. longicornis based on the developmental stages, nymph (325 ticks) was collected from May to October, 94% of larvae from April to June, and 94% of adult from June to August. These results showed the different dominant stage of ticks according to seasons. However, no SFTSV-specific gene was detected in 3,823 ticks of H. longicornis, 41 of A. testudinarium and 5 of I. nipponensis.

        미래 사회에 대응하는 학교건축 계획방향에 대한 기초연구

        The purpose of this research is to suggest the direction of the school planning for the future that could respond actively to fast-changing circumstances of the times. The specific purpose is as follows. First, this research creates the education spatial model for the future that could prepare the education for globalization, informationization, liberalization and suggests the direction of the school planning that would correspond to the revised curriculum in 2009. Based on the research findings, establish the fundamental architectural planning guidelines and provide a blueprint of the advanced school for the future. Second, this research suggests diverse layout method of the school building blocks for the future. Key factors, which are method of teaching, planning for eco-school, planning for ubiquitous computing environment, planning of mixed-use school facilities that would give direction of the school planning for the future are determined through theoretical consideration about the social structure, direction of education for the future and case study. Based on these keys factors, this research suggests directions of the school planning for the future.

        EU의 Creative Europe 2021-27 정책기조와 실행방안

        The EU is actively promoting the branding and market development of European cultural products in consideration of economic and industrial competitiveness through Creative Europe 2021-27. In addition, the EU is also focusing on the globalization of the cultural industry by expanding the European-level cultural network and sharing cultural policy experiences and know-how among countries. On the other hand, through Creative Europe 2021-27, the EU focused on the digitization of culture and various creative fields by reflecting the flow of the times. This included a large number of measures for the development of the cultural creative industry in the digital era, such as the development of virtual reality and video media platforms tailored to the demands of customers, pan-European film distribution strategies, and the revitalization of the video industry, such as the revision of media regulations. In addition, the structural problems of the cultural and creative industries in the EU have been clearly exposed due to the corona pandemic. Accordingly, the EU is actively implementing policies for strengthening the network between artists and industries through Creative Europe 2021-27, R&D and innovation, and the growth of small businesses at the EU level. As a result, it is expected that the industrial paradigm change will accelerate in the next few years, such as the digitalization of cultural heritage in the EU and the establishment of a cultural platform and network at the EU level.

      • 유럽연합의 위원회 거버넌스: 유럽위원회 전문가그룹의 기능과 의미

        유럽연합은 비공식 거버넌스(informal governance) 혹은 위원회 거버넌스(committee governance)라고 지칭될 정도로 유럽위원회(European Commission)와 이사회(Council)내에 다양한 성격을 갖는 위원회가 활동한다. 위원회는 특유의 비공식적 성격과 유연성을 배경으로 입법제안(proposal), 정책자문, 의사결정 및 정책실행 지원 등 다양한 기능을 갖는다. 이러한 위원회 기능이 극대화된 것은 유럽위원회 내에 구성된 전문가그룹(exportgroups)이다. 전문가그룹은 유럽연합과 회원국 정부 및 사회적 행위자간 정책네트워크(policy network)를 형성하여 유럽위원회의 입법제안(proposal) 기능을 보완한다. 전문가그룹은 또한 유럽연합과 회원국 간 공유권한(shared competence) 영역인 규제정책(regulatory policy). 회원국 간 제도적 조정 그리고 내무사법(JHA)을 위시한 사회정책 등에서 회원국과 유럽연합을 잇는 중요한 행위자이다. 이러한 점에서 전문가그룹을 포함한 위원회 거버넌스는 초국가기구와 회원국 정부 간 수직적으로 위치한 행위자들 간 집단적 합의를 위한 제도화된 시스템이다 Looking close the European Union there are so many Committees under the European Commission and the Council that it is described as “informal governance” or “committee governance. The Committees play significant roles in the European Union providing legislative proposal, policy consultation, decision making reflecting the character of informality and flexibility. The very organisation which maximise the functions of those committees is the “expert group” organised under the European Commission. The expert groups do organise the policy networks between the European Union, member states and social actors, supplementing the Commission’s role of legislative proposal. In addition, the groups are very significant mediator in the fields of regulatory policy reflecting shared competence between member states, of institutional adjustment and of social policy representing the Justice and Home Affairs. Considering the specifications stated above, the Committee governance including the expert group can be defined as the institutionalised decision-making-system to mediate the actors belonging to each supranational institute and government.

        유럽연합 지중해정책의 제약과 한계 -이중적 정책기조에 따른 협력과 배제-

        The independent variable to bring a matter of nature on of European Union and Mediterranean states is the European Union`s duplicity with limited cooperation and exclusion to the Mediterranean regions. In 1970s, the purposes on European Union`s Mediterranean policy were differentiated with European states and others in the Mediterranean region and give preferential treatments to southern European states that will belong to the Union in the near future. This aspect still holds good until today. European Union`s Mediterranean policy is combined enlargement policy to the European state that will be member states and partnership relations to the non European States. The results are differentiated policy for the Turkey and other Mediterranean states. Therefore the higher relations with Euro-Mediterranean Partnership between European Union and Non European Mediterranean states is nothing but a rhetoric statement, which proposes based on exclusive geopolitical interests of the European Union.

        학교시설개선을 위한 평가지표개발에 관한 연구

        The demographic and environmental changes such as the decrease of the population growth rate and the increase of the population of the senior citizens, which become issues of the modern society, are bringing numerous changes of many aspects like national economy, community, and culture. These social phenomena give impacts on the school facilities as well. Thus owing to the decrease of the number of the students, the number of the newly constructed schools has been decreased drastically, and moreover the merger of the schools cause many schools to be default. Meanwhile, the school facilities have been expanded into the functions of the local community centers, and the various educational activities demand the diversity and flexibility of the spaces. These factors add more burdens to the current schools. Therefore the school facilities are needed to adopt a flexible and relevant change necessary for using the spaces in accordance with the changed needs of the times, and are needed to reinvented continuously not to limit the educational and social activities because of the degradation of the school facilities. Yet because there are no proper criteria for doing the task, problems related to the relevance of the task and the unnecessary investment are raised. So through this study I tried to demonstrate the standardized index in terms of the sequential priority of upgrading the facilities among the schools.

        유럽연합의 지중해 정책: 분산된 목적과 비대칭적 관계의 고착화

        The cause of military tensions of Mediterranean regions since 1950s dates back the social structure which constituted with historical legacy and religious feud. The cause of military tensions of Mediterranean regions dates back the disparateness of social structure like historical legacy and religious feud which had been originated to the medieval age. Thereupon the EU could not consistent policy before in the 1999s owing to these complexities. The existing EU`s Mediterranean policy concentrated on socio-political assistance towards Southern European States including Spain, Portugal and Greece to promote affiliation of European order. However Cyprus and Turkey becomes a member of European system through endeavors transformation of democratization and alleviation of military tension in the Mediterranean regions after the post-cold war. For that reasons the EU`s interests switch over the North Africa and Middle East that regions was totally unconcerned the past years. A new step in EU`s Mediterranean policy was taken in the 1990s as a direct consequence of the transformation of viewing to the non European Mediterranean states. However EU has not intended to enlargement of EU system to the non European Mediterranean regions. And European Mediterranean policy involves all prospects of existing policy regimes which have declined the effects of cooperation between of EU and non European Mediterranean states. In this reason the EU policy result of an ambiguous direction.

        유럽연합의 공동체 방식 정책과정의 진화

        For last 20 years, the co-decision process has been changed to Ordinary Legislative Procedure. This development of the community method like this way not only helped enhance efficiency of policy making procedure and democracy in the European Union, but also has had profound impact on European integration. The community method has institutionalised consent procedure and unofficial arrangement including intra-institutional relations between the European Commission, the European Parliament, and the Council of the European Union, and even inter-institutional relations. At the same time, the community method, as a decision making system, has improved democratic legitimacy, considering this system is one of the most keen contested procedures between institutions and causes controversies over their interests. And this system came to the surface as the most significant institutionalised mechanism alleviating democratic deficit problem under European governance. Furthermore, expanding the community method to economic-social policy area including Justice and Home Affairs suggests that economic and social intra rearrangements in the European Union developed well to be institutionalised. The arrangements ultimately has resulted in deepening integration in terms of not just regulation abolition but further social cohesion.
