우리나라에서 법적으로 제도화된지 벌써 7년째를 맞이하고 있는 소화물 일관수송업은 화물자동차운수사업법의 제정 등 정책적인 지원과 규제완화로 인하여 제2의 도약기를 맞이하고 있다. 그러나 이와 같은 소화물 일관수송업이 지속적인 발전을 거듭하려면 무엇 보다도 경쟁력을 더욱 확보하여야 한다. 소화물 일관수송업체들이 경쟁력을 강화하기 위하여는 정책적인 지원과 업체 스스로의 경쟁력 강화 노력이 모두 중요하다. 우선 정책적인 지원으로서는 ① 사회간접자본 시설의 확충 등을 통하여 그 기반조성을 하여야 하며, ② 신규시장진입의 완화, ③ 운임적용의 자율화를 통한 탄력성 확보, ④ 중량제한규정 및 예외규정 폐지를 통한 상품개발의 자율화, ⑤ 서비스 혁신을 위한 도심통행제한 완화, 주정차 공간 확보 또는 제한규정 완화, 및 도심내 영업소와 터미널 확보를 위한 지원 등이 필요하다. 또한 소화물 일관수송업체 스스로 경쟁력을 강화하기 위한 방안으로서는 ① 고품질 서비스의 제공, ② 다양한 서비스 상품 개발, ③ 경제적인 운임서비스의 제공 ④ 전국적인 서비스망 구축 및 규모의 경제 실현을 위한 시설·장비의 투자 ⑤ 화물추적정보시스템 등 물류정보시스템의 구축과 적극적인 활용. ⑥ 그리고 통신판매 및 전자상거래 등과의 제휴를 포함한 업체간 제휴. 고객화주와의 파트너쉽 형성 및 소화물 일관수송업체간 제휴를 통해 상호간 긴밀한 협조관계를 유지하는 것 등이 우선적으로 고려되어야 할 것이다. The small package express service is recently faced on the secondry jumping growth as a result of transportation deregulation. But its continuous growth depends on competitiveness. Competitiveness is based on high levels of customer service and low cost. Therefore, the small package express service industry has to acquire high levels of customer service and low cost throughout building the whole service network, providing diverse service, implementing logistics information system, providing a speedy distribution and adequate service, and strategic alliance. Also this service involves ensuring that the product will arrive when wanted, and in an undamaged condition.

Where a paper document, a manual signature, or negotiability is required in statute, then solutions must be found through a change in the law. However, where the problem originates in commercial usage, then the solution can be easier, and speedy, Certainly, nearly all of the functions that paper document provides can be equally, or better, satisfied by electronic means. That is, Electronic Commerce(EC), which has been increasing rapidly and is a new type of transaction, may be hindered by legal obstacles to use of Electronic Message, or by uncertainty to its legal effect and validity. Therefore, it is important to sustain legal effect to Electronic Message for the prosperity of EC. The one of solutions is to use reliable Electronic signature system by Certification Authority to verify the authenticity of Electronic Message.

>최근 화주기업의 물류활동을 충실하게 만족시키면서 각광을 받고 있는 물류아웃소싱 형태가 제3자물류이다. 이러한 제3자물류는 과연 어떤 성공요인을 가지고 있는지, 그리고 그 성공요인들의 원천은 어디에 있는지를 분석하는 것이 본 연구의 목적이다.5점 만점 설문조사 분석결과에 의하면, 우리나라 제3자물류 기업의 발전 성공요인으로는 “주관적인 성공요인”이 4.04점, “산업환경적인 성공요인”이 3.75점, 그리고 “정부정책적인 성공요인”이 3.43점이었다. 즉 우리나라 제3자물류 기업의 발전에 가장 근본적인 성공요인은 제3자물류 기업의 자체 역량인 고객서비스 제고 능력, 고객만족경영 능력, 화주고객과의 상호 신뢰성 확보 능력 및 관련 기업간 SCM 전략화 능력 등 주관적인 성공요인으로 산업환경적인 성공요인이나 정부정책적인 성공요인 보다 월등히 앞서는 평균평점을 기록하였다. 그러므로 이 분석결과는 제3자물류 기업의 성공적인 발전을 위해서는 고객서비스 제고 및 고객과의 상호 신뢰성 확보가 얼마나 중요한 것인가를 보여주는 것으로 시사하는 바가 크다.

Recently, International institution such as IMO and major maritime countries have introduced various regulations and steps to reduce port pollution. However, recognition of environmental pollution from ports is not sufficient for Korean policy makers and port communities. The purpose of this paper is to examine solutions to port pollution problems and suggests some implications to Korean ports to become a green port. To this aim, necessity of regulation on environmental pollution from port operation; literature survey on port's environmental pollution; current conditions of international port pollution; various regulations and policies governing major ports are conducted in this paper.Our main findings are as follows; First, air pollution from ship can be reduced by providing electric power at docks while at berth, Second, in case of cargo-handling equipment, retire old equipment and switch to cleaner fuel such as low-sulfur fuel and diesel emulsions. Third, offering incentives for the installation of pollution controls and minimizing idling by enforcing idling limits or by installing idle shutoff controls can be recommended for reduction of air pollution of truck and rail at ports. 최근 들어 항만은 국가 및 지역경제의 중심지로 역할하고 있는 동시에 연안 도시권의 주요 환경오염원이라는 인식이 점차 확대됨에 따라 국제해사기구를 비롯한 국제기구 및 주요 선진국에서는 항만에서 발생하는 환경오염을 줄이기 위해 다양한 규제조치들을 도입하고 있다. 그럼에도 불구하고 지금까지 정부의 환경오염 방지 노력은 주로 육상에서 발생하는 오염원에 대한 규제 일변도로 진행되어 옴에 따라 항만에서 발생하는 환경오염에 대한 연구는 상대적으로 크게 부족한 상황이다. 이에 본 연구는 항만 환경오염 규제의 필요성, 항만 환경오염에 관한 국내외 문헌조사, 세계 주요 항만의 환경오염 실태, 그리고 각국의 항만 환경오염 저감방안 등을 고찰함으로써 국내 항만에 대한 시사점을 도출하는데 그 목적이 있다. 연구결과, 선박에서 발생하는 환경오염을 줄이기 위해서는 정박 중인 선박에 대해 육상에서 전력을 공급하는 방안이 효과적이며, 하역장비의 경우 노후 장비는 신형으로 대체하는 한편 청정연료 사용 및 배출가스 저감장치 등을 설치하는 방안이 필요한 것으로 나타났다. 또한 트레일러 및 기차의 경우 공회전 제한 및 차량 현대화를 위한 다양한 인센티브 제도의 도입이 필요하다고 사료된다.

They are sufficient logistics business resources, central location, formation of logistics regional cluster, Busan Hub port, etc. Therefore, strategies to improve competitiveness of logistics industry in Busan Area are very important for developing Busan Area to superior Logipolis. In order to that, logistics industry in Busan Area has to acquire sufficient logistics business resources, superior port, sufficient logistics center, sufficient road and railroad network, and to implement logistics information system, to introduce Port of Busan Authority, to enhance logistics services. Also, it is important to have concepts of developing Busan Area to superior logipolis of containing seaport, airport, teleport, businessport, leisureport, ecoport.
