한국 지역경찰 체제의 발전과정에 관한 연구

본 연구는 한국 지역경찰 체제의 발전과정을 국립경찰 발족 이후를 중심으로 분석하였다. 이를 위해 첫째, 지역사회 경찰활동과 지역경찰 체제에 대한 이론적 논의를 하였다. 둘째, 한국 지역경찰 체제의 발전과정의 분석을 위해 두 가지 기준 즉 경찰행정의 이념(민주성, 효율성, 정치적 중립성)과 경찰의 기능(법집행, 질서유지, 서비스 제공)을 기반으로 하여 분석틀을 구성하였다. 그리고 지역경찰 체제를 3가지, 즉 파출소 체제, 순찰지구대 체제, 자치경찰 체제로 구분하였다. 셋째, 분석틀에 의거하여 한국 지역경찰 체제의 발전과정을 분석하였다. 분석결과, 국가경찰제로서의 파출소 체제와 순찰지구대 체제는 경찰행정의 중앙집권화를 추진하여 주로 효율성을 추구하며, 자치경찰 체제는 경찰행정의 지방분권화를 추진하여 주로 지역주민의 자치에 의한 민주성을 추구하고 있다. 그리고 파출소 체제는 법집행과 질서유지 기능에 치중되었고, 순찰지구대 체제는 여기에 서비스 기능을 보완하려고 하였으나, 실제적으로 큰 성과를 거두지는 못하고 있다. 자치경찰 체제는 서비스 기능을 보완할 수 있는 대안이 되고 있다. 마지막으로 바람직한 한국적 자치경찰 체제를 조만간 도입하여 전면적인 시행을 한다면 순찰지구대의 문제점이 상당부분 보완될 수 있고 한국 지역경찰 체제의 발전을 가져올 것으로 전망된다. The purpose of this study is to analyze the developmental process of local police system in Korea. The analysis focuses on local police system after starting of the national police. For this purpose. Firstly, the study discusses the theoretical aspects of community policing and local police system. Secondly, the analytical framework is formulated based on two levels developed for developmental process on local police system in Korea: guiding principles of police administration(democracy, efficiency, political neutrality) and police roles(law enforcement, maintaining social order, public service). and we divide local police system into three systems of police box system, patrol division system, and Municipal police system. Thirdly, the developmental process of local police system is analyzed according to the analytical framework. Finally, the developmental direction of local police system in Korea is explored.

지방자치단체 복지인권옴부즈맨 도입방안 연구

본 연구는 사회복지 분야에서 발생하는 인권침해 행위에 대처하기 위해 지방자치단체(광역자치단체) 복지인권옴부즈맨제도의 도입을 위한 방안을 모색하고자 수행되었다. 이를 위해 우선 인권과 복지인권옴부즈맨제도에 대한 이론적 논의를 간략하게 행하고, 이어서 복지인권옴부즈맨 관련 제도 운영 실태를 중앙정부 차원과 지방자치단체 차원으로 구분하여 주로 설치 및 운영, 직무, 그리고 사안처리절차로 범주화하여 분석하고, 이에 따른 시사점을 도출하였다. 그리고 이를 바탕으로 지방자치단체 복지인권옴부즈맨 도입방안을 조례 제ㆍ개정, 인권위원회 구성 및 인권센터 지정, 상임옴부즈맨과 분야별 비상임위원 및 전문조사관 임용, 합의제 운영, 협력조직 구성, 사회복지부문의 인권침해에 대한 조사 및 구제 기능 수행, 신청조사ㆍ직권조사ㆍ불시현장방문의 3가지 접근방법, 전문조사관이 조사 진행, 외부전문가 및 담당공무원 참여 등을 중심으로 제시하였다. The purpose of this study is to formulate a plan to cope with human rights violation which can occur in social welfare and to seek for a plan of introducing ombudsman system about social welfare-human rights. To perform the purpose, this article will discuss about theoretical background of a concept of human rights and the ombudsman system of social welfare-human rights. And we will divide catagories into central government and local government to analyse and look for the suggestion about installation, management, function, the procedure of disposal in social welfare-human rights of ombudsman system. From the results, this study will discuss about establishing ordinance, organizing human rights commission, designate human rights center, standing ombudsman system and non-executive member in the fields, appointment special examiner, managing by representative system, compose cooperation organization. In additional We suggested three ways-the investigation of violation of human rights and relief function, application investigation, one"s official authority investigation, untimely on visit to the spots. At last, also we suggested the professional go on investigations, attending of the exterior professional and the officials.

학교폭력 대처를 위한 지방자치단체의 정책방안 모색에 관한 연구 : 전달체계 및 연계망 구축을 중심으로

본 연구는 학교폭력에 대처하는 데서의 지방자치단체의 역할제고 방안을, 지역단위에서의 효율적인 전달체계 및 그 일환으로서의 연계망 구축방안을 중심으로 논의하고자 한 것이다. 이를 위해 우선은 학교폭력의 개념과 학교폭력 대처와 관련한 지방자치단체의 역할에 관해 고찰하였다. 이어서 지방자치단체 단위의 학교폭력 대처 전달체계 및 그 일환으로서의 연계망의 현황과 문제점을 중심으로 분석하였다. 마지막으로는 이러한 실증분석을 토대로, 학교폭력에 효율적으로 대처하기 위한 전달체계 및 연계망 구축방안을 지방자치단체의 역할에 초점을 두고 제언하였다. 분석결과, 현재 지역단위에서의 학교폭력 대처를 위한 전달체계는 전반적으로 학교폭력의 주무부서인 교육행정당국이 지역단위에서 리더십을 제대로 발휘하지 못하고 있으며, 지방자치단체의 역할과 기능이 모호하고 소극적이다. 그리고 전달체계가 지나치게 분산되어 있으며, 컨트롤 타워의 역할이 제대로 정립되어 있지 못하다. 뿐만 아니라, 관련 기관들 간에 역할분담이 제대로 되어 있지 못한 경우가 많으며, 학교폭력을 관리할 수 있는 통합적인 정보관리체계도 부실하다. 전달체계 내의 연계망과 관련해서는 지방자치단체와 교육행정당국의 통합연계성이 결여 되고 책임감이 분산되어 있으며, 지역단위에서의 학교폭력관련 기관 실무자들의 의사소통 및 업무협조 통로가 부실하며, 학교폭력관련 지역단위 협의기구의 기능과 역할이 구체적이지 못하며, 형식적으로 운영되는 경향이 강하다. 따라서 이러한 문제점들을 해결하기 위해서는 학교폭력에 대처하는 데서의 지방자치단체의 역할을 실질적으로 제고할 필요가 있는데, 이를 위해서는 지역단위에서의 연계체계 강화, 통합정보관리 및 신고체계 구축, 지역협의회 산하 사례관리 기구의 설치, 사이버 폭력 및 대처 프로그램 구축 등의 방안들을 제언하였다. The purpose of this article is to formulate the delivery and networking systems in the level of local government to effectively stand against school violence. To the end, the article first explored the theoretical backgrounds on the concept of school violence and the role of local government in coping with school violence. The next chapter analyzed the contemporary situation and underlying problems of deliverly and networking systems in local government in dealing with school violence. Subsequently, this article suggested the policy measures in the level of local government to construct the delivery system to tackle school violence. Research methods of this article largely depended on document research and supplementally conducted interviewing with relevant persons. As a result of analysis, this article found the following: the fragile leadership of local educational authorities; the ambiguous and passive role of local government; the fragmentation of delivery system and the deficiency of policy control tower in local level; the absence of integrative information system; the fragmentation of responsibility due to the lack of coordination between local government and local educational authorities; and the ceremonial role of local educational committees. Based on the analysis, this article suggested the following alternatives to enhance the role of local government in tackling school violence: the reinforcement of integration and linkage in local level; the establishment of case management institution under the supervision of local educational committee; the construction of integrative information system and report system; and the introduction of anti-cyber bullying programs.

This study aims to empirically analyze the police officer’ job satisfaction and its determinants of the patrol division system. At first, the study examined the police officer’ job satisfaction in the four factors. In relation to determinants, survey questionnaires were made on the basis of five principles of job satisfaction determinants, including private factors, job environment, job content, ability, and police environment. The major findings of this study could be summarized as follows; Firstly, the level of the police officer’ job satisfaction of the patrol division system is normal. Secondly, In relation to determinants, job environment, human relation, and the term of one’s service are the influential factors on the general level of the job satisfaction, and job environment is the most influential factor on the general level of the job satisfaction.

This article aims to analyse the function and activity of the social welfare-related standing committee in local assembly. A special emphasis is brought on to the case of the local assembly of Daegu Metropolitan City. Theoretical discussion was made over local assembly s activity on legislation, budget deliberation, and administrative inspection. While local assembly s function to make laws and decisions was analysed through the number of legislation and assemblymen s speaking, its activity on budget deliberation was delved by anatomising the amount of budget reduction in the process of deliberating the local government s budget. Local assembly s function on the supervision over administrative affairs was evaluated by reviewing the content of administrative inspection and investigation.
