본 연구는 이용자가 필요로 하는 과학기술정보를 찾기까지 학술지 목록 데이터베이스, 학술지기사 데이터베이스, 원문 데이터베이스를 각기 개별적으로 검색하는 기존의 방식에서 벗어나 통합검색을 지원하는 학술지 원 클릭 서비스 체제를 구현하고자 수행되었다. 데이터베이스 간, 그리고 DB와 전자 저널을 통합하여 학술지 원 클릭 서비스 체제를 구현함으로써 이용자는 학술지 브라우징, 학술지 검색, 학술지 기사검색, 전자 저널 보기, Alert 서비스, My Favorite Journal및 Keyword 등록관리, 원문복사신청을 단일 인터페이스 상에서 이용할 수 있다. 이용자는 학술지 OPAC을 통하여 모든 정보원을 검색하고 학술지 원문까지 입수할 수 있다. In traditional environment, user must search each journal OPAC, bibliographic DB, and full-text DB and E-Journal separately until user finds scientific and technology informations that he needs. The purpose of this study is to build one-click service system of Journals that supports integrating search. This system provides various functions, such as, journal browsing, journal search, article search, alert function, my library, document delivery service by integrating databases and electronic journals. Users search all information sources through journal OPAC and acquire journal full-text by single interface.

기술개발 성과 확산을 위한 E-marketpalce 구축

소비자나 고객들의 니즈 변화 및 필요한 요소 기술들은 갈수록 다양하고 복잡해지고 있다. 따라서 기업의 폐쇄적 혁신 시스템이 Open Innovation으로 급격하게 변화하고 있으며, 국내 몇 몇 대기업을 중심으로 이러한 변화에 적극적인 동참을 시도하고 있다. 이러한 변화가 국내 중소․벤처 기업에게 있어 세계적으로 도약할 새로운 기회임에도 NIH, NSH 신드롬 등 내부의 관성 및 Open Innovation 기반 환경이 아직 갖추어지지 않아 새로운 변화에 동참하지 못하고 있는 실정이다. 또한, 최신 기술의 짧은 수명주기는 엄청난 개발비를 필요로 하며, 막대한 예산을 낭비할 결과를 초래할 수도 있으므로, 연구개발 및 사업화에 체계적이고 통합적으로 접근이 요구된다. 최신 기술의 기술성, 사업성 및 시장성에 대한 정확한 분석을 수행하여 가치를 평가하고, 이를 근거로 해당기술의 성공가능성 및 사업성 우위를 파악할 수 있는 시스템적인 R&D 지원 서비스를 위한 시스템이 필요하다. 그러므로, 거래의 대상이 되는 기술, 특허 등 R&D 와 산업간 매핑이 적용된 가치평가와 기술, 산업간 지식흐름을 고려하여 제시된 판매, 도입 기술간 거래의 적정성을 제시하고자 한다. 결과적으로 이를 통한 e-Market Place로서의 시스템으로 소개하고, 개방형 이노베이션을 널리 확산하고자 한다.

The aim of online technology transfer market is not just to offer meeting place for technology seller and technology buyer, but to save cost and time in technology transfer by providing information on technology transfer. Providing timely information in technology transfer is important. As such integrated management system of the technology transfer information is required for efficient management of information on technology transfer. The existing online technology transfer sites provide simple technology information and can not check and update information from technology seller or buyer. This paper present an example of integrated management system of the technology transfer information which provides technology seller and buyer timely information. 온라인 기술이전시장은 단순한 기술 수요자와 공급자가 만나는 자리일 뿐만 아니라 기술이전 관련 정보를 제공함으로써 기술이전에 있어서 그 시간적, 물리적 비용을 줄이는 데 그 존재의 이유가 있다. 기술이전시 정보제공에는 시의성이 중요한 요인으로 작용하므로 이를 효율적으로 관리하기 위한 콘텐츠 통합관리 시스템이 요구된다. 종래의 온라인 기술이전정보 제공 사이트는 단순한 기술정보의 제공과 수시로 발생하는 기술판 매자나 수요자의 갱신상황을 반영하지 못하고 있다. 이에 본 연구에서는 기술수요자나 기술공급자에게 보다 시의적절한 정보를 제공할 수 있는 방안을 제시하기 위하여 온라인 기술이전정보 통합 시스템에 대한 구현의 예를 제시하고자 한다.

2020년 제정 한국어 인명·지명에 대한 라트비아어 표기법 연구

The regulation of the transcription of Korean proper nouns into Latvian was developed in 1997 by Dina Gailite, a Latvian linguist, and Natalija Jansone, a Koreanist from Russia who afterwards became a naturalized Latvian. Their regulation was used as a standard for transcribing Korean proper nouns into Latvian until recently, when the new version was announced in 2020 by the author. The older version of regulation by Gailite and Jansone contained many shortcomings in that the transcription system was based on the pronunciation of proper nouns written in English, not in the general Romanization regulation, which ultimately distorted the pronunciation of original words so much that no one comprehended the original orthography of words in the Korean writing system. Moreover, it seems that the regulation of Holodovich and Kontsevich, which was generally used in Russia to transcribe Korean into Cyrillic, was applied to some extent for the old regulation where the ending consonant ㅇ/ng/ was replaced with the consonant n and the /h/ sound was added for transcribing aspirated consonants, which is very typical in Kontsevich’s works. With this background the regulation by Gailite and Jansone was not applied generally in Latvia due to the low public confidence and illogical system. Therefore, until recently, in Latvian mass media Korean proper nouns, like names of persons and places, were transcribed as pronounced Latvian style from how they were written in Romanization or as pronunciations provided in Wikipedia or mass media coverage from overseas. Therefore, we find countless cases where the name of one person is transcribed in non-unified and differentiated versions, or known by the name pronounced incorrectly in Latvian mass media. To solve this problem the Center for Korean Studies at the University of Latvia launched a project in 2019 to develop the new regulation of transcription of Korean proper nouns into Latvian jointly with the National Agency of Latvian Language. This was publicly announced in March 2020. In this paper I would like to present the merits of the new regulation of transcription of Korean proper nouns into Latvian developed in order to transcribe the pronunciation of Korean proper nouns as closely as possible into Korean and, at the same time, reflect the original characters of the Latvian and Korean languages. I would also like to discuss the problems yet to be solved in the new regulation related to the linguistic and phonemic dilemma. 본 논문에서 논하고자 하는 2020년 한국어 라트비아어 표기법이 고안되기 이전에도 한국어 고유명사에 대한 라트비아어 표기법은 제정되어 있었다. 라트비아 언어학자 디나 가일리테(Dina Gailite)와 러시아 출신 라트비아 귀화 한국학자 나탈리야 얀소네(Natalija Jansone)가 공동으로 집필하여 1997년 고시된 표기법은 한동안 라트비아에서 한국어를 적기 위한 표준으로 사용되어왔다. 그러나 이 방식은 여러 가지 문제점을 내재하고 있다. 먼저 한글이나 일반적인 로마자 표기법이 아닌 영어로 표기된 한국어 발음을 기준으로 하고 있어 원래 한국어 발음을 심각하게 왜곡하고 자모대조표에서 제기된 알파벳과 한글 자모간 연관성을 파악할 수 있는 방법이 전무하다. 게다가 공통 집필자 중의 한명이 러시아 출신이라는 점에서 당시 러시아에서 널리 쓰이던 홀로도비치-콘체비치 표기법을 다소 인용한 것으로 보인다. 받침 ㅇ 표기를 모두 n으로 단순화하고 거센소리에 h 발음을 덧입힌 것들이 그 실례이다. 이렇듯 가일리테-얀소네의 표기법은 공신력과 논리적 차원에서 공식적으로 널리 쓰이지는 못하였다. 언론에서는 대부분 한국에서 로마자로 표기된 명칭을 별 고민 없이 라트비아 현지 방식으로 발음하거나 위키피디어나 해외 언론에서 제공되는 발음을 그대로 적용하여 표기하는 방식을 사용하고 있다. 그리하여 같은 사람의 이름이라 하더라도 통일되지 못한 방식으로 사용되거나 올바르지 못한 발음으로 잘못 알려지는 경우도 부지기수다. 이런 어려움을 해소하기 위하여 본인이 소장직책을 역임했던 라트비아 대학교의 한국학 연구소와 라트비아 언어원(Latviešvu valodas Aģentūra)은 2018년부터 공동으로 한국 고유명사 라트비아 표기법을 제정하기 위한 연구 사업을 시작하였고 2020년 3월 고시하였다. 이 논문에서는 인도유럽어족의 분파인 라트비아의 굴절어적 특성과 한국어의 아름다움과 음성학적 특성을 최대한 반영하면서 원음에 가장 가깝게 표기하고자 했던 새로운 표기법 방식에 대한 고찰, 그리고 기존 방식과 현재의 방식을 비교하여 개선점 및 언어학적, 음성학적 난점으로 인하여 여전히 개선책을 찾지 못한 사안들을 제시하며 한국 고유명사 라트비아어 표기법의 효용성을 논해보고자 한다.
