하비브(Habeeb)의 틀에 의한 제주지역 쇼핑아웃렛 갈등사례 협상력 분석

본 연구의 목적은 제주특별자치도에서 갈등을 일으켰던 쇼핑아웃렛건설 사업을 사례로 분석하여 협상력의 부족을 제시하고 이에 대한 대응방안을 찾고자 하는 것에 있다. William M. Habeeb의 협상력의 틀을 가지고 쇼핑아웃렛 갈등에서의 협상력을 분석한 결과 첫째, 집합적 구조적 힘은 주체측인 제주도와 제주국제자유도시개발센터가 주도하였으나 시민단체들이 범대위측을 지원하면서 상황이 달라지는 결과를 만들게 되었다. 둘째, 의제별 구조적 힘이라는 측면에서는 대안에 대한 연구와 대응노력이 부족했던 것으로 파악이 되었다. 용역결과를 가지고 의지를 보이는 것만으로는 지역주민을 설득하기에는 부족하였다는 것을 알 수 있었다. 그리고 준비과정 중 시작점에서 주체측이 집중력있게 주민들에게 다가가는 노력을 하지 못했다는 점이 있다. 셋째, 행위의 측면에서 보면 제주도는 스터디그룹을 만들면서까지 노력하는 모습을 보여주었지만 주체측간의 의견조율이 부족한 점 때문에 지역주민들로부터 신뢰를 구하지 못하는 한계를 가지게 되었다. 이러한 분석의 결과 제주지역에서 정책관련 갈등을 해결하기 위해서는 첫째, 구조적 측면에서 정책형성과정에 이해관계자들간의 협상테이블을 마련하여 논의를 하도록 하는 것이다. 사전협상제도와 유사한 제도라 할 수 있다. 둘째, 의제별 구조적인 측면에서는 협상전문가를 통해 협상을 유도해 나가도록 하는 제도를 만드는 것이다. 셋째, 행위의 측면에서는 무조건 밀어붙이기와 일괄타결식이 아니라 이슈별 타결 등의 제도를 활용하는 것과 지역협상학교를 운영하여 협상 당사자들의 협상을 통해서 소기의 목적을 달성할 수 있도록 유도하는 제도를 만들 필요가 있다는 것이다. The purpose of this research is that it analyzes the Shopping Outlet Project, which caused conflicts in Jeju Special Self-Governing Province, points out the lack of negotiating power and figures out alternatives. The results of the analysis on negotiating power for conflicts regarding the Shopping Outlet based on Habeeb s theory of negotiating power are as follows. First, the Jeju Provincial Government and Jeju Free International City Development Center led the collective and institutional power as the initiators of the project. However, as citizen groups supported the Pan-National Countermeasures Committee, the situation changed. Second, as for the institutional power of the agenda, the research on alternatives and responsive efforts were not enough. The initiators failed to persuade citizens from the beginning. Third, as for the implenmtation, the Jeju Provincial Government failed to get trust from local people due to a lack of reconciliation between the two initiators. Upon the results of this analysis, alternatives to resolve policy conflicts in Jeju are suggested as follows. First, as for the structure, parties of interests should discuss the policy in the policy-making procedure. Second, as for the institutional power of the agenda, an expert negotiator should lead discussion. Third, as for the implemantation, some systems such as utilizing resolution by issue and local schools for negotiation where concerned parities may achieve their purpose through discussion are necessary.

This study was focus on investigating satisfaction elements affect on overall saisfaction, recommendation intention and revisit intention of festival visitor’s satisfaction. From 2009 June 5th until June 7th was posed a question from Taebaeksan ‘Dang-gol’ open space. Total questionnaire distributed 160 parts and adopted 158 parts as analysis materials finally. In this research, 4 satisfaction factors were discussed, these were ‘quality of festival contents’, ‘facilities’, ‘regional characteristics’, ‘information service’. These factors each gave an effect to the overall satisfaction, recommendation intention and revisit intention to plan a study model and in the study model hypothesis was supported. Specially, ‘quality of festival contents’ most appeared with the fact that it gives a effect.

The purpose of this paper is to investigate the festivals such as Mt.Taebaek Snow Festival, Mt.Taebaek Azalea Festival, and Mt.Taebaek Cool Cinema in terms of festival evaluation methodology. The festivals mentioned above are held annually and evaluated regularly. However, the festivals have been analyzed, respectively, not synthetically. Therefore, in this paper we tried a comprehensive and synthetic analysis of those festivals, expecting a significant result from this research. Especially, we regard the Taebaek region as an upper group, applying the same test to data analyses in comparison of the satisfaction degrees toward the evaluation factors of the three festivals. In this paper we also tried to find the problems from the festival managements and to make some suggestions for improvement, thus coming up with a comprehensive solutions to the Taebaek festivals. The findings are as follows: First, the seven evaluation factors such as entertainment, event variety, experience, cultural understanding, product variety, product quality, and product price are examined through correlation analysis and regression analysis. Second, the seven factors are found statistically significant because the significance probability turned out to be 0.000<α=0.05 except the significance probability of Mt.Taebaek Cool Cinema which is 0.001<α=0.05 for the product price factor. Finally, in this paper we found that Mt.Taebaek Snow Festival using the highest budget among the three festivals faces the lowest regression coefficient for the entertainment factor, compared to the other two festivals such as Mt.Taebaek Azalea Festival and Mt.Taebaek Cool Cinema. This means the urgent needs to improve the festival management and to strengthen the festival program development and research.

The purpose of this study is to examine that the leisure satisfaction has an effect on voluntary job satisfaction and involuntary job satisfaction through path analysis. The data for this study are 118 copies out of 150 ones which were distributed among and retrieved from KangwonLand employees through questionnaire field survey. When it comes to the overall fitness, the suggested model revealed adequate indices: GFI(goodness of fit index)=0.813; AGFI(adjusted goodness of fit index)=0.772; RMR(root-mean-square residual)=0.044; NFI(normed fit index)=0.777; CFI(comparative fit index)=0.943. According to the results of the statistical analysis, the self-satisfaction factor maintains an effect upon voluntary job satisfaction.
