        조직공정성과 경력정체가 조직효과성에 미치는 영향

        This study aims to investigate the effects of organizational justice including perceptions of compensation and promotion on career plateau, job commitment. and intention to turnover, based on a case study of a public corporation. In a survey questionnaire, 485 out of 1,278 employees responded and 417 cases without missing data were analyzed using structural equation models (SEMs). There were several key findings. First, satisfaction with procedural justice appears to have positive effects on compensation and promotion satisfaction, but negative effects on career plateau. However, satisfaction with promotion was found to have no statistically significant effects on career plateau when rank and length-of-service is controlled. Second, the length-of-service shows no statistically significant effect on public service motivation (PSM) and career plateau. In contrast. rank has a positive effect on procedural justice and PSM, but a negative effect on career plateau. Third, SEM results show that career plateau is the core factor for having a negative effect on job involvement: the stronger the dissatisfaction with career plateau, the higher the intention to turnover. In addition, PSM was found to have positive effects on job commitment and negative effects on the intention to turnover. Overall the results of the present study implies that it is important to utilize economic incentives, such as compensation. in order to enhance the efficiency of public organizations, but its success or failure depends on capabilities in cultivating employee PSM and resolving dissatisfaction with procedural justice and career plateau.

        정부정책에 대한 국민들의 지지 요인에 관한 연구

        The purpose of this study is to analyze what factors affect people’s support for the government and parties. Specifically, this study aims to analyze whether values on progressive or conservative ideology or the government’s role were an effective variable, whether administrative service satisfaction had an effect on people’s support for the government, and whether individual environment and situation decided a preference for each party. In order to test those hypotheses, this study carried out the structural equation modeling analysis with 2007 Citizen Survey data. Values on the government’s role, satisfaction for administrative service, income level and satisfaction for individual life gad a significant effect on their recognition about the government. However, variables as ideology and age did not have a direct effect on people’s support for the government. Especially, belief for the government played an important role as a mediating variable connecting various exogenous latent variables with valuation on the government activities and support for parties. The people had low support for the Participatory Government as much as they had high-level income. However, satisfaction for subjective life level had an affirmative effect on their support for the government.

        조(粟米ㆍ秫米)를 이용한 식치방(食治方)의 문헌(文獻) 조사

        Foxtail millet (Setaria italica L. Beaur) is a native Korean herbal medical food and a native millet, and Koreans have eaten it as a substitute for rice since ancient times. Foods using foxtail millet (Setaria italica L. Beaur) have been recorded not only in cookbooks but also in Korean traditional medical books several times. Therefore, the purposes of this study was to investigate Food-Therapy (食治) using foxtail millet (Setaria italica L. Beaur) recorded in the literature from 1300 to 1600 from early to mid-Joseon (朝鮮) and provide data required to develop menus for Yaksun (藥膳, herbal food). This study examined Food-Therapy using foxtail millet (Setaria italica L. Beaur) in 10 types of literatures from the 1300s to the 1600s. and is described in the literature a total of 63 times. According to classification by cooking method, porridge (粥) was most frequently mentioned in the literature at 27 times. The cooking method of Soup (湯) is described 11 times. Cooking methods such as porridge juice and soup are frequently used since those methods are digestive and absorptive. Other food ingredients described using foxtail millet (Setaria italica L. Beaur) are white leek (Allii Fistulosi Bulbus, ?白) ginger (Zingiber officinale), chicken egg, Allium chinense (?白), sparrow (Passer montanus), rooster liver, Du-si (豆?), crucian carp (Carassius auratus L), and white broiler. Other medicinal herbs described with Setaria italica are Panax ginseng (人蔘), Poria cocos (茯笭), Angelica acutiloba (當歸), Ziziphus jujuba (大棗), Liriopeplatyphylla (麥門冬), and cinnamon (肉桂). Food-Therapy using Setaria italica L. Beauv was described as a prescription for stomach and spleen (脾胃), stomach reflux (反胃), defecation and urinary disorder (大小便難), cholera (?亂), deficiency syndrome (虛症), and tonification (補益). This focus on promoting health and preventing diseases by strengthening the stomach and spleen and improving defecation and urination using Food-Therapy when herbal medicine was rare.

        전후 일본의 내각정보기구와 외곽단체

        일본이 중앙정보국 형태의 정보기구를 내각에 설치하는 문제는 전후 60년간 검토되어 왔다. 최근에 공개된 미국국립공문서관(NARA)의 자료에 의하면 1950년대 일본이 내각정보기구를 설치하는 단계에서 오가타 타케토라는 미국의 CIA와 밀접한 관계 속에서 정보교환을 하고 미CIA의 힘을 빌려 일본판CIA를 설치할 구상을 하고 있었던 것을 알 수 있다. 중앙정보기구 성격의 설치구상은 성공을 거두지 못했지만 외곽단체가 그 공백을 메우는 역할을 담당해 왔다. 특히 1980년대 중반부터 내각정보 기구설치 필요성의 논의가 빈번해지기 시작한다. 근래에 일본이 중앙정보기구 설치에 적극적인 이유는 대외적인 요인으로는 테러 등의 국제환경의 변화에 대응하고 북한의 핵개발과 납치문제 등으로 일본 스스로 ‘불안정한 한반도문제’에 대처하기 위한 것이라고 한다. 국내적인 요인으로는 80년대 후반부터 마이너스 성장으로 인하여 치안이 불안해지는 측면과 미래에 대한 불안이 급속하게 커지고 있는 것에 대한 대비책으로 정보의 필요성과 기구의 확장 등으로 타개책을 강구하고 있는 것으로 이해될 수 있다. 그럼에도 불구하고 일본 관료제의 특성과 성청의 섹셔널리즘으로 인하여 일원화된 정보기구의 설치는 견제되고 방해받아온 것이다. 성청의 패권다툼으로 인하여 아직까지 같은 방안이 되풀이 되고 있는 것은 합의정치의 폐단의 한 단면을 보여주는 사례라고 할 수 있다. Japan has been scheming to establish a Cabinet Intelligence Organization, the same kind of organization as the CIA, for six decades, ever since the Second World War.Some NARA (National Archives and Records Administration) materials (Ogata Taketora files) clarify the matter; in the 1950s, Japan had been exchanging much information with the American CIA and had been planning to establish Japan`s CIA. The plan did not succeed, but Japan has been utilized substitute Japan`s CIA by a lot of the affiliation association. In particular, the Japanese administrators discussed re-establishing the Cabinet Intelligence Organization in the early 1990s. Japanese statesmen argued in favor of re-establishing the organization, reasoning Japan had to, in order to deal with terror and North Korea`s nuclear testing and to deal internally with economic depression and disturbances in public order. Nevertheless, Japan has been determined to established the Cabinet Intelligence Organization for a long time. Japan cannot be allowed to establish a centralized intelligence system due to the country`s characteristic bureaucracy and interdepartmental sectionalism.

        외식업체의 물리적 환경이 고객의 행동에 미치는 영향 -위생관리변수의 조절효과를 중심으로-

        본연구는 코로나19 확산의 여파로 외식 산업의 심각한 매출 감소를 회복하기 위한 처방안의 하나로서 소비자들이 외식산업의 물리적 환경의 중요성을 어떻게 인식하고 특히 위생변수의 조절 효과가 소비자들의 행동에 어떠한 영향을 끼치는지를 조사하였다. 이 목표를 달성하기 위해 본 연구는 자기 기입식 설문조사 방법을 통해 진행하였으며 배포된 설문지 중 627부가 최종 유효한 응답지로 선택되었다. 그리고 다중회귀분석을 통해 외식산업의 물리적 환경변수가 고객의 구전 (Word of Mouth) 행동과 재방문의사에 어떠한 영향을 주었는지 검증하고 위생관리변수가 물리적환경변수와 소비자의 행동사이의 관계에서 조절역할을 하였는지를 검증하였다. 검증결과 외식산업의 물리적환경은 소비자의 긍적적인 구전에 영향을 주었고 재방문 의도에도 긍적적인 영향을 주었다. 외식업체의 물리적 환경과 구전의 관계에 코로나19 대응 위생관리 변수가 조절역활을 하지 않았지만 외식업체의 물리적환경과 재방문의도 관계에서는 조절역활을 하는 것으로 나타났다. 이상의 결과를 통해 코로나19 이후 외식업체의 운영성과를 높이기 위해서는 무엇보다도 매장 내의 청결성을 유지하는 것과 코로나19로 인한 고객 감소에 대응하기 위해 매장 내에서 질병 예방 노력이 중요함이 확인되었다. This study investigates the effects of restaurants’ physical environments on customers’ words of moth and return intention. Data was collected using a self-administered questionnaire from restaurants during summer of 2020 and received 627 useful responses. The data was analyzed using the hierarchical multiple regression. The results showed that restaurants’ physical environments was statistically significant influencing factors on customers’ positive word-of-mouth and return intention. Hygiene environmental variables did not moderated the relationship between restaurants’ physical environments and customers’ word-of-mouth whereas hygiene environmental variables did moderated the relationship between restaurants’ physical environments and customers’ return intention. The results of this study suggested that restaurant business owners need to maintain clean environment and to continuously educate employees to protect customers from COVID-19 spread.

        서울시 청소년수련관 운영현황 분석 및 관리개선 방안

        본 연구는 현재 민간위탁방식으로 운영중인 서울의 시립 및 구립 청소년수련관의 현황 및 문제점을 비교·분석하고, 수련관의 관리운영에 대한 개선방안을 모색해 보고자 한다. 연구대상은 서울시에 거주하는 청소년이 일상생활에서 쉽게 접근할 수 있는 시립 및 구립(區立)의 14개 민간위탁 청소년수련관을 중심으로 살펴보고자 한다. 연구방법으로는 문헌조사, 수련관 종사자 및 담당공무원을 대상으로 한 심층면접조사, 설푼조사, 그리고 현장조사를 병행하였다. 연구결과에 따르면 청소년수련관을 민간에 위탁관리함으로써 보다 전문적이고 양질의 서비스와 프로그램을 제공하는 긍정적인 효과도 있었지만, 직영체제에 비해 수익성 추구에 더 집착하는 등 문제점도 발견되었다. 주요 분석결과 및 정책제언은 다음과 같다. 첫째, 청소년수련관의 설립목적에 비추어볼 때 청소년대상 프로그램의 확충함으로써 청소년이용률을 높여야 할 것으로 보인다. 둘째, 지역의 청소년들의 접근을 용이하게 하기 위해 새로운 수련관 신설은 시설의 근접성을 고려하여 설립되어야 할 것으로 보인다. 셋째, 민간위탁 운영의 효과성 향상을 위해 이용료와 강습료를 현실화해야 할 필요가 있다. 넷째, 관련 기관간의 긴밀한 협조체제를 구축하여 시설운영의 효율성을 높여야 한다. 청소년수련시설은 미래의 주역이 될 청소년의 건전육성과 복지증진이라는 목적하에 설치·운영하고 있으므로, 비록 시설을 민간부문에 위탁하여 운영·관리한다 할지라도 이러한 본래의 설립목적을 소홀히 해서는 안될 것이다. 이는 민간위탁을 통한 시설관리와 운영체제를 유지한다 할지라도 공공성은 최대한 확보되어야 한다는 의미이며, 전문적이고 능력 있는 수탁기관에 의해 청소년수련관의 설립취지에 부합하는 고유의 목적사업에 충실해야 하는 것은 위탁관리의 본래 의도와도 부합되는 것이라 할 수 있다. 따라서 이러한 취지에 충실하기 위해서는 위탁운영의 효과성이 극대화되는 방향으로 나아가는 것이 바람직할 것이다. Administrative PR is interactive communication between the government and the public. And there are direct and indirect way communication in PR. The mass media, even though it is an indirect one, is the best and biggest communication means. Therefore, the importance of the mass media is tremendous in PR. The mass media should satisfy the public's right to know by informing government's policies in more aggressive ways than before. Furthermore, it should make the public take part in policy making by analyzing the policies, finding problems and suggesting solutions. It should make efforts to reflect the public's opinions in the government's policies. The role of the mass media will become bigger and bigger. Because its influence on both the government and the public, especially in the field of administrative PR, will grow significantly, its publicness will become a very important issue. Therefore, the mass media should take the lead as a public medium of communication for the interest of the common good. The purpose of this study is to understand the current situation of youth centers and the administrative difficulties they face, in order to seek ways to advance their service quality and efficiency. Most youth centers are currently managed by the third sectors such as non-for-profit organizations and youth institutions, while their owners are the City and Ku government. This method of operation is also known as contracting out and is a form of privatized management. The methods of analysis for this study include literature reviews, interviews with employees and public officials, and survey and field research. Important findings and policy implications are as follows: First, youth centers that are managed by the third sector provide better services by optimizing their expertise but generally are driven by profit-oriented motives rather a desire to enhance service quality. Thus, through the expansion of youth programs, youth participation should be increased. Second, to enhance the accessibility of youth centers to local youths, the location of new facilities should take into consideration the distribution of the youth population. Third, to increase the effectiveness of the management, the actual adniinistrativc costs should be reflected in fees. Finally, through a mutual-cooperation among youth centers, the efficiency of facility utilization should be maximized. This study searched for what could be a right policy approach for risk management. A model for decision-making about evacuation during the explosion of the LPG gas recharge factory in the urban residential area was tested by a logistic modeling. The important assumption was that the social experience of risk cannot be confined to the technical definition of risk, i.e., the product of probability and magnitude. What human beings perceive as threats to their well-being may be influenced by various factors such as their values, attitudes, social influences, and cultural identity. However, in such a imminent hazardous situation people's behavior are functioned more by psychological factors rather than by economic calculations in the rational choice framework. Emergency risk communication system, for instance, was found to be a very important variable helping peoples' decision-making in that case. Likewise, the results shows that evacuation behaviour seems to be shaped by various socio-economic factors, i.e., income, education, dwelling pattern, ect..
