We propose a method for the implementation of an EtherCAT communication bus in a Linux-based open source Computerized Numerical Control (CNC) system. Recently, increasingly more CNC systems support real-time Ethernet protocols such as EtherCAT, which is a high-performance industrial communication protocol. For real-time CNC control over an Ethernet-based protocol, an additional layer driver needs to be implemented between the CNC system and the master of industrial communication protocol. Among the various solutions for the connection layer driver, we employ a Hardware Abstraction Layer (HAL) driver based on Linux. The operation of the implemented CNC system is demonstrated and confirmed by Hal Meter, which is used to observe the pins, signals, or parameters of HAL.

We propose a method to improve the cycle time of EtherCAT networks by implementing the EtherCAT application as a kernel space application module. Commonly, the EtherCAT application has been implemented as an application program in the user space of Linux, which causes time-consuming memory copies of EtherCAT frames between the kernel and user space and deteriorates the performance of cycle time. In order to deal with this problem, we move the EtherCAT application from the user space to the kernel space by implementing the EtherCAT application as a kernel space application module. Consequently, the time-consuming memory copies are prevented between the kernel and user space, and the performance of cycle time is significantly improved. We demonstrate the performance of the proposed method by performing experiments using an EtherCAT network composed of the off-the-shelf slaves and IgH EtherCAT master for Linux. The experimental results confirm that the cycle time is significantly improved, which verifies the effect of the master application implementation in the kernel space.

공작기계 이송시스템의 기계 공진 억제를 위한 공진 주파수 측정

In this paper, we implement a method for measuring resonance frequency to suppress mechanical resonance based on a notch filter in a machine tool feed drive system. The machine tool feed drive system model is developed using Matlab-Simulink to conduct simulation in an environment similar to the actual feed drive system. In order to measure the resonance frequency for designing a notch filter which is usually used as a resonance suppression method, a swept sinusoidal signal input is applied to a speed controller, and a frequency response is analyzed. Based on the implemented feed drive system model and resonance frequency measurement method, a simulation is conducted to measure the resonance frequency and suppress mechanical resonance by designing the notch filter. The simulation results verify that the measured resonance frequency is highly close to the actual one measured by an acceleration sensor and the mechanical resonance is significantly suppressed by applying the designed notch filter.
지방재정 위기관리 체계의 쟁점과 개선방향: 긴급재정관리제도와 서울시 재정여건을 중심으로

지방자치제도 부활 이후 지방재정 규모의 양적 성장에도 불구하고 전체 지방자치단체의 평균 재정자립도는 지속적으로 하락하는 등 질적 측면에서 많은 문제점을 드러내고 있다. 경기침체 및 부동산 경기 악화, 국세 중심의 재정운영으로 지방자치단체의 자체세입 비중은 날로 줄어들고 있으며 이로 인한 채무 증가로 재무구조가 약화되고 있다. 정부 역시 지방자치단체의 자주재원인 지방세 규모를 늘리는 데 소극적이고 지방의 재원을 국고보조금, 각종 교부세 등 의존재원으로 해결하려고 하는 등 오히려 지방재정의 건전성에 부정적 영향을 미치고 있다. 정부는 지방재정의 건전성 확보와 예방적 차원의 재정위기 관리체계 구축을 위하여 다양한 제도를 도입하고 위기에 대한 사전방지 시스템 등을 마련하였지만, 제도의 실효성과 활용성에 대해서는 여전히 의문이 제기되고 있다. 제도의 실효성 확보를 위해서는 지방정부가 주도적 역할을 하면서 지방재정의 현실에 맞는 재정위기 관리체계를 구축할 필요가 있다. 긴급재정관리제도는 지방자치단체의 자치권을 침해하지 않도록 지방자치단체의 자율성 및 독립성을 최대한 보장하고 지방자치의 근간을 훼손하지 않는 범위 내에서 제도개선이 이루어져야 한다. The purpose of this study is to propose an integrated plan to prevent the local fiscal crisis of local finance by examining cases of overseas major countries and to point out the issues of the emergency financial management system and the improvement direction of the local financial crisis management system. In this study, we propose a more comprehensive improvement direction to establish self-financing and implement better financing conditions. First, by looking at the overall situation of local finance in the structural aspect, we would like to make a system to prevent the financial crisis of the local government by improving the overall structure of local finance. It is necessary to adjust the ratio of national tax to local tax, and to establish the principle of welfare sharing between central and local governments in relation to continuously increasing welfare costs. We also need to worry about how to secure the available resources in the future. Second, we need to look at the problems of the current emergency financial management system, and to create a local fiscal crisis management system that fits our needs through the examples in overseas major countries. Finally, it is necessary to supplement the problematic parts of the law that regulates the current emergency financial management system as a complement to the legal system related to the local fiscal crisis.
