In Korea, around 25 oil and chemical water pollution accidents take place every year. In case of middle or large chemical spill in river, not only field response but also forecasting for the arrival time and diffusion concentration is important. However, the nation's forecasting ability using the hydrodynamic and water quality model is still in its infancy. For example, when fire occurred at the petrochemical plant in Kimcheon in 2008, forecasting error of arrival time for phenol prevented intake plants from taking proper measures in advance. In particular, as river flow characteristics have greatly changed following the construction of the weirs in four major rivers, we need to take into account weir management for prompt water pollution accident response. To this end, National Institute of Environmental Research developed the Water pollution Accident Response Management System (WARMS) for four major rivers. This system is designed not only to forecast arrival time and diffusion concentration in a timely manner using its automatic update of EFDC hydro module, but also to conduct scenario modeling using weir-connected operation. This study introduces the WARMS characteristics and evaluates the performance of the system using a phenol-spill simulation. 국내 하천의 유해물질로 인한 수질오염사고가 매년 약 25여건 발생하고 있다. 중·대규모 수질오염사고의 경우 신속한 방제작업뿐 만 아니라 취·정수장 등의 사전대응을 위해서 수리 및 독성모델을 이용한 도달시간 및 확산농도의 예측이 매우 중요하다. 현재 우리나라의 사고대응예측능력은 여전히 초보적 단계로 2008년 김천 유화공단 화재에서 페놀에 대한 도달시간 예측오류는 취·정수장의 사전대응에 혼란을 주었다. 최근, 4대강의 보 건설로 하천흐름 특성이 크게 변화되었기 때문에 화학물질 유출사고대응에 있어서도 보의 연계 운영을 통한 적절한 방제가 필요하다. 국립환경과학원에서는 4대강의 수리변화를 반영하여보·댐의 연계운영의 시나리오분석을 통해 최적의 방제방안을 선정하는 수질오염사고대응예측시스템을 개발하였다. 이 시스템은 4대강 본류 구간의 수리모델이 매일 자동갱신되어 신속하게 도달시간과 확산농도의 예측이 가능하며, 상·하류 보의 연계운영을 고려한 시나리오 분석이 가능하다. 본 연구에서는 사고대응예측시스템의 특징을 소개하고 가상의 페놀유출사고 시나리오를통해 시스템의 활용성을 평가하였다.
웹 기반의 모형과 지리정보시스템을 이용한 통합적 수환경관리기법

Since the middle of 1990s, in Korea a few researches on the optimal management technologies combining numerical model and GIS for the management of water environment in drinking watershed area and reservoir such as Paldang Lake have been carried out. In this study, the integrated water environment management system was been suggested to efficiently reflect the public awareness of the environment by integrating the web based distributed data collection system, GIS, public hearing system and water quality model. As all the components of the system have been developed using the World Wide Web and all data have been collected from the relevant agencies through the Internet, the water quality model could be implemented on the web directly. In consequence, the environmental geographic information in Paldang Lake could be acquired and analyzed through the Internet. The system can rapidly respond to the public right to know on environment, so the public will willingly participate in the governmental projects on environment. To verify the usability of the developed system, it has been applied to Paldang Lake. Especially when the web based model has been used, users can easily and confidentially get the prediction results by applying the minimum number of parameters for the water quality model. This model will provide clearness and scientific bases in the process of water quality prediction for the sensitive sites where there are critical conflicts between the residents and the developers. In this study, rapid water environment management technique without spatial and time limit has been suggested, which can contribute to the efforts on the government and the public participation.

This study analyzed the current status and trend of water quality using long-term water quality monitoring data measured over the past 5 years in the Seohwacheon Basin, located upstream of Daecheong Lake. In the Seohwacheon Basin, a project is underway to reduce the occurrence of algal blooms in the Daecheong Lake and to improve water quality, and continuous management is required for water quality management. The current water quality evaluation aims to identify the water quality management point, and the good water grade and the integrated water quality index (WQI) were used. For trend evaluation, the effect of the water quality improvement project was evaluated using the Mann-Kendall test and Sen's Slope. As a result of the evaluation, the current water quality index was used to identify the watersheds and when to manage water quality, and the effect of the improvement project was confirmed through trend analysis. Through this study, it is possible to review the water quality status and improvement effect using long-term water quality monitoring data, so it is expected to be applicable to similar types of watersheds in the future.

EIA has been developed as a tool for environmental protection into promulgation of the Environment Preservation Act in 1977, with the introduction of EIA concept in the Pollution Control Act amended in 1971. EIA system has been improved with the enlargement of project type, public participation, guiderline improvement, and amendment of Act and presidential decree. Also, this system has been developed to reduce adverse effects affecting environment and human beings for environmentally sound and sustainable development. This study is to analyze contents of Acts and regulations relative to Environmental Impact Assessment from 1971 to recently.
