The effects of Ni flash coating on weldability and corrosion resistance of lightly tin coated steel(LTS) have been studied. When Ni layer was coated the prefered orientation of Sn layer was (200) plane. As Sn alloy was formed through reflow or/and stoving process, the structure of Sn alloy with Ni layer was denser than that without Ni layer. The consumption of Sn to Sn alloy was retained when Ni was coated, because the diffusion of Sn was inhibited by dense Fe-Ni-Sn alloy. After reflow and baking process the pure metalic tin remained was enough to have good weldability of LTS. Accelerated salt immersion test, undercutting corrosion test and retort test were performed and we found that Ni-LTS (chromic acid treated) had better lacquer adhesion and better corrosion resistance than tinplate(#25).

지방의회의원의 집행부 감시역량 분석 연구: 경기도의회를 중심으로

This study was conducted based on the theoretical discussions on the core competencies needed to perform the monitoring functions of local councilor and conducted an empirical survey on the scrutiny competency of the Gyeonggi Provincial councilor and the office staff. Based on the results of the analysis, the suggestion of the policy and suggestions for the improvement of the monitoring ability of the local councilors were suggested. In particular, it was found that there are many differences in functional knowledge and core skill capacity. In order to improve scrutiny competency, it is necessary to make efforts such as professional education and training to strengthen the capacity of local councilors themselves, and strengthening the functions of professional members' chambers and establishing local council centers. 지방의회가 주민 대표기관으로서 지방자치의 발전을 위해 지방자치단체장과 집행부를 효과적으로 견제하기 위해서는 감시권한의 효율적 행사가 요구되며 이를 위해 지방의회 의원의 감시역량의 제고는 필수적이다. 지방의회 의원의 집행부 감시역량은 예・결산 심의나 행정사무감사 실시 등에서 발휘되는데 집행부를 효율적으로 감시하기 위해 지방의원에게 요구되는 지식, 기술, 태도 등을 포괄하는 역량이다. 본 연구는 지방의원의 집행부 감시기능 수행에 필요한 핵심역량에 관한 이론적 논의를 바탕으로 선정하여 경기도의원과 사무처 직원을 대상으로 감시역량에 대한 실증조사를 실시하였다. 그리고 분석결과를 바탕으로 지방의원들의 감시역량 제고를 위한 발전방안제시와 함께 정책적 시사점을 제시하였다. 분석결과 지방의원들은 감시역량에 대한 5개 역량군 모두 중요성을 인정하고 있으나 5개 역량군 모두에서 현재수준과 많은 차이가 있는 것으로 나타났다. 특히, 기능적 지식과 핵심기술 역량에 많은 차이가 있음을 발견할 수 있었다. 감시역량 개선을 위해서는 지방의원들의 자체적인 역량강화를 위한 전문교육훈련과 의원연찬활동 등의 내실화뿐만 아니라 전문의원실의 기능강화, 지방의정센터의 설립 등의 의회차원의 노력도 필요함을 알 수 있었다.

Neuralgic Amyotrophy of the Lower Extremity in a Neuropsychiatric Patient: A Case Report

Neuralgic amyotrophy (NA) is an idiopathic disease characterized by muscular atrophy accompanied by neuralgia, where acute pain in the limb, mostly including the shoulders, leads to muscle weakeness and atrophy in the limb days to weeks after the onset of pain. Although its exact pathogenesis is unknown, genetic and nongenetic factors, such as infection, surgery, and trauma are suspected contributors. We report this case as we diagnosed NA of the right lower limb via enhanced MRI as well as EMG and have followed up the patient’s prognosis and radiologic changes for one and a half years. In addition, the patient had been diagnosed with neuropsychiatric disorders, such as major depressive disorder and somatic symptom disorder.

지방자치단체 재난협력 정책네트워크의 효율적 운영에 관한 연구

Disasters are very broad, diverse and unpredictable, and local governments are responding by building cooperative networks. In the disaster cooperation network, the interaction of actors is important . This is because the level of coping with disasters varies according to the role, intention, and degree of interdependence between actors. The purpose of this study is to diagnose how the disaster cooperation network is established in local governments and how it is actually being operated. To this end, we conducted a analysis of the Betweenness Centrality among the policy networks in the disaster sector of Gyeonggi-do. As a result of the diagnostic analysis, in order to improve the disaster cooperation network, first, cooperation should be strengthened rather than controlling various actors that exchange information within the disaster cooperation network. Second, it is necessary to strengthen active linkage activities of policy actors outside local governments. Third, it was found that it is necessary to improve the role and status of front line fire departments within the policy network. 재난은 그 범위가 매우 넓고 다양하며 예측할 수 없는 특성을 갖고 있어 지방자치단체들은 협력 네트워크 구축을 통해 대응하고 있다. 재난협력네트워크는 행위자들의 상호작용이 중요한데 행위자간 역할과 의도 그리고 상호의존성의 정도에 따라 재난에 대응하는 수준도 달라지기 때문이다. 이 연구는 지방자치단체 내 재난협력 네트워크가 어떻게 구축되어 있고, 실제 운영이 어떻게 이루어지고 있는 지를 진단하여 보다 개선된 네트워크 운영방안을 제시하는데 목적이 있다. 이를 위해 경기도의 재난 분야를 대상으로 정책네트워크 분석 중 사이 중심성(Betweenness Centrality) 분석을 실시하였다. 진단분석결과 재난협력 정책네트워크 개선을 위해서는 첫째, 재난협력 네트워크 내에서 정보를 주고받는 다양한 행위자들을 통제하기 보다는 협력을 강화해야 한다. 둘째, 지방자치단체 외부의 정책행위자들의 적극적인 연계활동 강화가 필요하다. 셋째, 정책네트워크 내 일선 소방서의 적극적인 역할과 활동을 유도할 수 있는 인센티브제공 또는 교육훈련 실적과 연계한 인사관리측면의 조치도 함께 연계시켜야 한다.

The economic recession in 1980s had a devastating impact on the national and regional economies. A downturn in economic production, weakened competitiveness in the world market and increased unemployment in industrial sectors have required the governmental ability to develop a unique response to the economic crisis. Until now central government has initiated local development policy. But centrally initiated local economic development policy lost its effectiveness, which can be improved through the mobilization of local resources, Central policies could not influence the entrepreneurial climate and innovative capability of structurally weak regional communities. And those polities proved too inflexible to cope with local problems. Growing awareness of the need to mobilize local resources to solve local /regional economic problems has supported an acceleration of local economic initiatives. This study delved into the distribution of econoimic power among the different levels of government in Korea. And through the international comparision it proposed new distribution pattern of power, which allowed more responsibility to regional to regional and local government, In the field of economic development economic powers for planning, public fund, co-ordination should be devolved to local/regional government, Sub-national government as an agent of economic development should be able to plan economic development, commit itself to financing economic development programs, co-ordinate economic groups of different interests. To date, local government tended to provide economic services in the light of central government policies. But local regional government should have initiatives for local economic development, and central government should dovolve some powers and responsibilities for local government to tackle the local economic problems.

A Case Report of Iatrogenic Hematoma on Anterior Tibialis Muscle after Electromyography

Needle electromyography (EMG) is valid investigation routinely performed by physiatrists and neurologists, and quite safe when performed by an experienced examiner. Needle EMG is generally well tolerated and rarely thought to be associated with any significant side effects, other than mild pain, so practitioners usually overlook any potential complications. However, needle EMG is an invasive procedure and under certain situations has the potential to be associated with bleeding complications such as hematoma or acute compartment syndrome (ACS). We report a case of ACS after EMG in the left lower extremity that led to a lawsuit. To prevent complications such as hematoma and ACS resulting from needle EMG, we should be familiar with the clinical features of ACS and perform immediate evaluation and treatment to improve patient prognosis.
