선진국들의 탈산업화 경향 속에서 세계 금융시장은 급격하게 변화하기 시작하면서 그 금융거래량도 급격히 증가하였다. 월경하는 금융거래의 방식이 점차 용이해지고 다양해짐에 따라 국제적인 조세회피 활동들도 동시에 늘어나고 있다. 그러나 계속되는 경제위기속에서 정치지도자들은 조세회피처에 대해 압력을 가하기 시작했다. 그래서 과거처럼 단순히 세율이 없거나 낮다는 강점에 멈춰진 조세회피처들은 더 이상 성장하지 않을 것이다. 이제는 축적된 금융노하우와 숙련된 노동력을 가지고 다수의 세계적 기업들을 창설하고 유치할 수 있는 기업지원서비스, 특화된 전문서비스, 자산을 숨겨주는 것이 아니라 늘려주는 서비스를 구축한 역외금융센터가 필요하다. 스위스를 비롯한 유럽의 조세회피국들은 금융 복합서비스를 제공하는 세계적 역외금융센터으로 진화하면서 더욱 성장할 것으로 예상된다. World financial markets have been growing rapidly in a deindustrialization. At the same time, it was rapidly increasing financial transactions, the method of its financial cross-border transactions become increasingly diverse and easily. The international tax avoidance activities also increased. However, because of the lasting economic crisis lately, the world``s politicians have been forced to take notice of tax havens. So tax paradise(no-tax rate region) will no longer be growing. On the other hand, Offshore Financial Centers that have accumulated financial know-how and abundant skilled labor will continue to grow. We need ‘Offshore Financial Centers’ that have special ability to attract and support global companies, specialized professional financial services, the means to increase asset rather than tax avoid. European tax haven countries including Switzerland are expected to continue to evolve by means of global Offshore Financial Centers.

토론토는 다문화 역사적 배경을 기반으로 다양한 민족경관들이 공존하고 있다. 본 연구는 다문화주의를 정책에 도입한 최초 도시인 토론토를 사례로 하여, 지역상인과 시 정부 간의 협업기구인 에스닉 BIA(BusinessImprove Area) 개념을 통해 ``민족성``을 전면에 내세워 상업지구 활성화를 꾀하고자 하는 8개 BIA의 특징적 민족경관을 살펴보고자 한다. 따라서 에스닉 BIAs의 독특한 특징들이 무엇이며, 이를 어떻게 도시 문화자산으로 사용하는지를 다루고 있다. 결론적으로 에스닉 BIAs의 세 가지 역할을 수행하고 있는데 첫째, 에스닉 자체의 육성을 위한 기능. 둘째 보다 광범위한 지역비즈니스 활성화를 위한 기능. 마지막으로 다양한 에스닉 타운 공존으로 인해 창조산업과 도시관광을 위한 환경조성을 이루고자 한다. 이처럼 토론토는 정책을 기반으로 한 다양한 민족경관의 조화로운 공존을 통해 가장 잠재력 있는 도시라고 생각한다 Multiple Ethnic Landscapes coexist with the historical background of Multiculturalism in Toronto. This article is a case study of Toronto to announce a multicultural policy for the first time. This article is purposed to introduce the concept ``Ethnic BIAs`` cooperating local businesses with city government, to investigate distinctive Ethnic Landscapes of 8 Toronto Ethnic BIAs. Therefore, this article mainly covers what are the cultural features of Ethnic BIAs and how to be sought as a cultural resource in a city. And as a result, I propose three kinds of Ethnic BIAs`` roles to improve business area through the ethnicity. First, Ethnic BIAs promote Ethnic town by priority. Second, Ethnic BIAs promote activation of businesses community including non-ethnic group. Finally, the creative industries and urban tourism are formed by foundation built on harmonious coexistence of multiple ethnic town landscapes. So I think Toronto is the most potential through the harmonious coexistence of multiple ethnic town landscapes.

This study aims to describe the changes of retail environment and retail structure since the Distribution Market Open and the entry of Large-scale Discount Store. The amount of retail is on the increase, but the number of retail stores, especially in small business, falls off since then. At the interval of five years 0996-20(1) the rapid increase of large-scale discount stores have had a profound impacts on the spatial retail structure in the result. The results of this study are summarized as follows. First, large-scale discount stores affect kinds of retail type different1y, especially at small-sized food retailer. Second, large-scale discount store plays an important role in the change of spatial retail structure. In other words large-scale discount store affects the growth of new downtown market therefore the depressed old downtown market tries to specialize in latest fashion.

이 연구는 세종 인구 이동의 특징을 이해하기 위해 전출·입 지역, 규모, 이동 이유를 다양한 공간스케일로 분석하고자 한다. 첫째, 전국 시·도의 인구이동 특성과 지역 특성을 나타내는 변수를 이용한 군집분석을 통해 세종시의 위상을 파악한다. 둘째, 세종시의 시도별 전출·입지역, 규모, 이유를 파악한다. 셋째, 시군구 단위의 인접 충청권의 전출·입 이유를 살펴보고, 이를 전국 단위의 전출·입 이유와 비교해본다. 수도권의 이동패턴 특징처럼 분명하게 나타나지는 않지만, 세종시도 지역 혹은 공간 단위(scale)에 따라서 인구이동패턴과 이동 이유가 서로 다른 결과를 보여주고 있다. 세종으로 전입하는 사유는 살펴보면, 전국 평균이 직업이 가장 중요하게 나타났지만, 인접 충청권 대부분은 주택 사유가 가장 중요하게 나타났다. 또한 세종에서 전출하는 사유는 전국 평균이 주택 사유이 가장 많았지만, 인접 충청권 대부분은 가족이 가장 중요하게 나타났다. 이는 앞으로 세종시 및 인접 충청권을 함께 고려한 도시시설계획과 도시관리가 필요하다는 정책적 시사점을 주는 것이다. This research is intended to find out population migration pattern and its reason using various spatial scales on residential mobility area, its scale and its reason in order to understand the characteristics of population migration in Sejong. First, variables representing the characteristics of population migration and that of each district in all cities and provinces in our country will be used for cluster analysis to figure out the status of Sejong. Second is to find out residential mobility districts, its scale and its reason in the city. Third, focus is mainly put on the reason of residential mobility to compare it with that of the entire nation. Looking into the reasons of moving into Sejong, nationally common reason turned out to be occupation which is the most important, however, most Chungcheong adjacent area shows that residence is the most important reason. In addition, the most common reason of moving-out from Sejong turned out to be residence, however, as for most Chungcheong adjacent area, family turned out to be the most important reason. This provides us with suggestions for policies in that we need city facility plans and city management with consideration on both Sejong and Chungcheong adjacent area in the future.

본 연구의 목적은 발달장애인 자조모임 조력자 경험을 알아보는 것이다. 본 연구의 목적을 달성하기 위해 A법인이 시행한 2019년 발달장애인 자조모임지원사업에 선정된 자조모임의 조력자 7명을 대상으로 심층면접을 실시하여 자료를 수집하였다. 연구방법은 연구자가 탐구하고자 하는 현상을 참여자의 관점에서 파악할 수 있도록 하는 Glaser(1998)의 반복적 비교분석법을 활용하였다. 분석결과, 발달장애인 자조모임 조력자의 경험은 ‘지원기관과의 관계’, ‘발달장애인 자조모임과의 관계’, ‘발달장애인당사자 부모와의 관계’ 3개 범주로 나타났고 6개 상위주제와 9개 하위주제가 도출되었다. 논의에서는 연구결과의 함의와 함께 발달장애인 자조모임과 조력자를 지원하기 위한 실천적 제언을 제시하였다. This study was conducted to examine the experience of facilitators in self-help groups for the developmental disabilities by focusing on the relationship between the facilitator and support organizations, self-help groups, the developmental disabilities themselves, and the parents of the developmental disabilities. To achieve the purpose of this study, the data were collected through in-depth interviews with seven facilitators of self-help groups who were selected for the self-help group support project for the developmental disabilities conducted by A corporation in 2019. The Glaser’s(1998) constant comparison method, which allows the researcher to understand the phenomenon that they would like to study from the perspective of the participant, was utilized as the research methodology for this study. The results of the analysis derived 6 themes and 9 sub-themes in the 3 categories of ‘relationship with support organizations’, ‘relationship with self-help groups of developmental disabilities’ and ‘relationship with the parents of the developmental disabilities’. In addition to implications from the research results, this study provided practical suggestions to support developmental disabilities self-help group and facilitators.
