        미술관 자원봉사 활성화를 위한 교육프로그램 개선방안

        This research aims to consider that in order to promote volunteering, it is necessary to develop training programs for volunteer services which are adapted for the distinctive features of each museum. Also, it is discussed in this research how those training programs could be applied properly in practice. In recent days, the demands for volunteers have been increased as more museum managers have realized the necessity of applying voluntary services in museum work. As a result, it is now in situation that institutions are required to devise practical countermeasures for volunteer promotion. But yet, museum managers don’t think that volunteers are able to deal with the specialized work of the museum. So, they treat volunteers just as unpaid labors and put volunteers into use in simple labor work, mostly. It is possible to say that “Docent” is the most notable job among volunteer services at the museum. Docents are the tour guides in museums who are trained to explain the exhibition and artworks to the audience, so they seem to take part in specialized work of the museum. But as it is, most of the docents in most museums are simply instructed to memorize the descriptions without any in-depth training on the exhibition, and give uniform speeches to the audiences. To correct the lack of understanding on volunteer’s role and improve such limited voluntary services system to be active, institutions should first understand why they are motivated to volunteer for museum works and what kind of individuals they are. Different from other volunteers, most people who volunteer to museums are highly self-conscious and have a determined purpose. In some cases, people volunteer because they think voluntary career in museums could be helpful to get a job, or because they want to get acquainted with the professionals in museums. Besides, volunteers for museums mainly consist of housewives and office workers who decide to participate in cultural filed to make their off time worthwhile, with desire to get social recognition and good reputation. What distinguishes the voluntary services at the museums from the other ones is that the volunteers other museums need to be educated in specialized knowledge. That is why most of voluntary jobs in museums are occupied by people who have majored in art or who have had experience in art. Therefore, it is necessary to carry out education programs side by side with voluntary services in the museums in order to give more opportunities to the general public. However, examining all the voluntary services systems that are now carried on by domestic museums, it is found out that education programs are too simple to train volunteers properly and they are usually employed in simple services of the museums. We could name several reasons for the current situation such as lack of funds, absence of the manager or educator, and indifference of the museum, but most of all, the main cause is because museums regard management of the volunteers as a bother at bottom. Currently, social educational program-related management is the best practical way to firmly establish the voluntary services system and supervise volunteers efficiently in museum. This method has the merit that museums can promote volunteers as well as create various voluntary services fields at the same time. Of course, it requires support from the institutions, raising funds, and employing specialized personnel to educate and manage volunteers in advance. In future, voluntary services system will be the essential part of the museum. Still the funds of the museums are not enough, while their work has been growing. So, museums will need more volunteers who are able to deal with the semi-specialized work without pay, moreover, they will be regarded as important resources of the museums.         국가관할권 이원지역의 해양보호구역과 어업 간 조화

        In the midst of technological advancement and states’ intensifying willingness to utilize more marine resources, the United Nations Convention on the Law of the Sea (hereinafter ‘UNCLOS’) is confronting significant challenges due to its legal lacunae, especially with a fishery issue in the high seas and the area. In this context, ‘marine protected area’ (hereinafter ‘MPA’) is regarded as the most effective tool in addressing the perennial problem of conservation and management of marine environment. In this regard, MPA is one of the main agendas in the United Nations Biodiversity beyond the National Jurisdiction (hereinafter ‘UN BBNJ’) meetings. Therefore, there is a dire need to comprehend the development of legal arguments accrued to the MPAs in the areas beyond national jurisdiction (hereinafter ‘ABNJ’) for drafting an internationally binding instrument.. Since there is a possibility of a third implementing agreement, it would be crucial to seek a balance between freedom of the high seas coined in the law of the sea and international community’s interest in conserving marine environment in the international environmental law. In order to tackle these conundrums, this paper applies policy-oriented jurisprudence as a legal methodology. The methodology aims to establish world public order by a thorough analysis on interest and values in the process of making international law and thus, will serve as a tool in interpreting concepts and trends in the development of the law of the sea. Henceforth, it would be necessary to determine the legal status of the ABNJ and the fishery resources. As of now, the relevant clauses in the UNCLOS does not lead to a detailed array of obligation on conserving fishery resources in the ABNJ. This piece of work aims to offer some suggestions as to the regulatory framework and the prescriptive goals of the upcoming legally binding international document, by incorporating ocean governance in the field of international law with the support of Policy-Oriented Jurisprudence approach. Hence, there are two-level suggestions for the UNCLOS implementing agreement and an international ocean governance in the ABNJ. To this end, an exemplary hybrid approach model would encompass both the international and regional regime. In this context, effective conflict or saving clause, and sunset clause should be considered in order to determine the competence among the existing regimes and specify states’ rights and obligations on marine environment protection; notably including ABNJ MPA and fishery. Ultimately, the theoretical debate between biodiversity and fishery will only be able to attain a multilateral MPA regime based on international ocean regime but and reinforcing international ocean governance for a sustainable fishery in the ABNJ.

        도서관의 자유학기제 프로그램에 대한 학생수요조사 연구

        본 연구는 도서관의 자유학기제 프로그램에 대한 학생의 수요조사를 알아보기 위하여 설문을 개발하여, 이를 기반으로 중학교 1, 2학년 학생들을 대상으로 인식을 조사하였다. 중학생들이 자유학기제를 통해서 향상시키고자 하는 능력요소는 진로탐색능력이며, 중점적으로 운영된 자유학기제 유형은 진로탐색활동이다. 수업방식은 주로 체험중심 수업으로 이루어졌으며, 자유학기제 동안 참여하고 싶은 활동으로는 진로탐색 영역에서는 현장 체험 활동을, 학생선택 프로그램에서는 요리실습을, 동아리활동에서는 스마트폰 앱 개발, 예술영역에서는 디자인 활동을, 체육영역에서는 배드민턴을, 정보활용능력에서는 아이패드 사용하기를 가장 선호하는 것으로 나타났다. 또한 자유학기제와 연계한 도서관 프로그램 중 직업체험 프로그램을 가장 선호하는 것으로 나타났다. 향후 학생들의 의견을 참고하여 자유학기제 프로그램 개발과 실행을 해야 할 것이며, 도서관이 제공한 자유학기제 프로그램에 대한 만족도를 조사할 필요성이 나타났다. The present study investigates the seventh and the eighth graders' perception of Free Learning Semester Programs offered by libraries by developing a survey questionnaire on students' needs for Free Learning Semester Programs of Libraries. The skills that middle school students want to improve in Free Learning Semesters are career exploration skills, and the type of Free Learning Semester that is most intensively implemented is career exploration activities. Programs are often offered in the form of experiential classes. Regarding the activities that the students want to participate during Free Learning Semester, the most preferred activities included field experience activity in the career exploration domain, cooking class in the student choice program, smartphone app development in club activities, design activity in the art domain, the badminton in the physical education domain, and using iPad in the information use skills. In addition, among the library programs in coordination with Free Learning Semester, the students liked the occupational experience program most. Future studies need to include the development and implementation of Free Learning Semester Programs based on students' opinions, and investigate their satisfaction with the Free Learning Semester Programs offered by libraries.

        신약개발의 법적쟁점 - 코로나바이러스 감염증 백신을 중심으로 -

        지금까지 신약개발 자체를 다루는 연구는 매우 많이 이루어져 왔으며 약리학이라는 독자적인 분야를 이루고 있다. 반면 이를 둘러싸고 발생될 수 있는 규범적인 문제에 대해 본격적으로 다룬 논문이 다른 나라에 비해 상대적으로 국내에서 찾아보기 어렵다. 의료 윤리 맥락에서 신약개발의 규범적인 문제를 다루는 논문이 발견될 뿐이다. 본 논문은 신약개발의 법적쟁점을 다룬다. 기존에 생명윤리 영역에서 다루어 왔던 지점에 그치지 않고 신약개발의 전 영역을 아우르며 발생할 수 있는 법적인 문제를 하나하나 분석해 본다. 다만 이러한 방법은 자칫하면 일반적인 법제 소개에 그쳐 현실적인 효용이 적을 수도 있다. 따라서 요즘 가장 크게 문제가 되고 있는 신종 코로나바이러스 감염증 백신과 관련된 내용을 통해 법적으로 문제되었고 앞으로 문제가 될 수 있는 지점을 중심으로 살펴보겠다. ① 우선 신약개발의 단계를 소개하며, 최근 문제되고 있는 신종 코로나바이러스 감염증에 대비하기 위한 백신 개발 단계를 살펴본다. ② 다음으로 신약 개발의 단계에서 특히 문제되는 법적 쟁점을 소개하며, 신종 코로나바이러스 감염증에 대처하기 위한 백신 개발 단계에서 문제되어 왔고 앞으로 쟁점이 될 수 있는 부분을 검토한다. 이를 통해 신약개발 과정에서 제기되는 법적쟁점이 지니는 규범적인 함의를 모색한다. There have been affluent studies on the development of new drugs and these efforts have been crystallized into a separate field of pharmacology. Yet, a normative analysis pertinent to the development of new medicine is still in a dire need, except for studies regarding medical ethics. This piece of work aims to contemplate on the legal issues concerning the development of new drug, encompassing each and every stage of the development. In order to maximize the practicability of the research method adopted as aforementioned, this work strives to analyze the developing process of COVID-19 vaccine. The first step would be to introduce the developmental stages of inventing a new drug, especially that of a COVID-19 vaccine. After then, legal issues related to each developmental stage would be discussed. Henceforth, the legal analysis would contribute to predicting upcoming legal complexities and will be able to offer normative implications for the invention of new medicines.
