한국 학부모운동 30년의 성과와 의의

This paper takes a view of the overall trend of the Korean parents’ movement over the past 30 years, and comprehensively evaluates and reviews the main achievements of the movement and its significance. The active parents’ movement has recently been undergoing a change and has shown signs of stagnation. The achievements of the parents’ movement can be said to be the educational subjectivization of parents, the protection and respect of children(students), the new changes in school management and education culture, the monitoring and checking of the government and interest groups, and the realization of the educational policy that parents wanted. The educational and social significance of the parents’ movement is that it is a self-directed and consciousness-reform movement that has newly changed education culture. It is the movement that aims to save the educational community for everyone’s well-being and the future-oriented New Society movement that continuously works towards ongoing unfinished work. 이 논문은 지난 30년간 면면히 이어온 한국 학부모운동을 큰 틀에서 조망하고, 운동의 주요 성과와 의의를 종합적으로 평가해 본 것이다. 이를 위해 먼저 학부모운동의 흐름과 진행과정을 고찰하였으며, 활발하게 전개되어 왔던 학부모운동이 최근 들어 침체되고 있는 현상에 대해서도 검토하였다. 학부모운동의 주요 성과는 학부모의 교육주체화, 아동(학생)의 보호와 존중, 학교운영과 교육문화의 새로운 변화, 정부와 학교 및 이익집단의 감시와 견제, 학부모가 바라던 교육정책의 실현이라고 할 수 있다. 아울러 학부모운동은 학부모 스스로 펼친 주체적 운동, 교육문화를 바꾼 의식개혁 운동, 모두의 행복을 위한 교육공동체 살리기 운동, 미래지향적인 신사회 운동, 여전히 진행 중인 미완의 운동이라는 교육적⋅사회적 의의를 지닌다고 하겠다.

학부모가 보는 학교자치의 문제점과 활성화 방안

Interest in school autonomy is on the rise. This paper was written from the perspective that activating parents' interest and participation is the key to leading school autonomy to success. First, it sheds light on the significance and process of school autonomy and the rights and roles of parents. It then analyzed and evaluated the implementation of unit school autonomy in Gyeonggi Province, and the school autonomy ordinance in Gwangju Metropolitan City and Jeollabukdo Province, and identified the reality and problems of school autonomy through in-depth interviews of parents. Everyone recognizes that school autonomy is never easy, admits that the success of school autonomy is up to parents, and needs to welcome, support, and respect parents' participation in school. It also suggests building basic infrastructure to promote participation of parents and doing what is possible even under the current circumstances by parents themselves as a developmental alternative. 최근 학교자치에 대한 관심이 높아지고 있다. 이 논문은 학부모의 관심과 참여 활성화가 학교자치를 성공으로 이끄는 핵심이라는 관점에서 작성되었다. 먼저 학교자치의 의의와 진행 과정 및 학부모의 권리와 역할에 대해 조명하였다. 이어서 경기도의 단위학교자치 구현 방안과 광주와 전북의 학교자치조례를 분석․평가하고, 학부모들의 심층면담을 통해 학교자치의 실상과 문제점을 파악하였다. 학교자치가 결코 쉬운 것이 아님을 모두가 인식하고, 학교자치의 성공이 학부모에게 달려있음을 인정하며, 학부모의 학교 참여를 환영․지지․존중할 필요가 있다. 또한 학부모 참여 촉진을 위한 기본적 인프라 구축과 현 상태에서도 가능한 일부터 학부모 스스로 해나갈 것을 발전적 대안으로 제시한다.

이 논문의 목적은 학부모학의 학문적 정체성을 밝힘으로써 연구 활성화를 촉진하고 분과학문으로서 조속히 자리매김하도록 하는 것이다. 학부모 연구가 아직까지는 분과학문으로 이론적 체계화되지 않 았기 때문이다. 이를 위해 먼저, 학부모학의 필요성과 학문화가 부진했던 이유가 무엇인지를 구명하 였다. 이어서 학문의 일반적인 의미와 분과 학문의 성립요건에 대해 살피고, 학문적 요건에 입각하 여 학부모 연구의 학문화 가능성을 검토하였다. 마지막으로, 학부모와 학부모학의 개념을 설정하고 그 특성이 무엇인지를 찾아보았다. 학부모학의 학문적 정체성 확립과 연구영역의 독자성 확보에 관 해 더 많은 연구와 학문적 체계화가 필요하다.

왜 학부모는 교육주체로서 힘을 발휘하지 못하나?: 학부모의 지위와 역할의 재검토

The purpose of this study is to find out what factors inhibit the exercise of parental education subjectivity and why parents have difficulties in fulfill their educational role. To accomplish this purpose, the educational system and its actual situation were analysed and philosophical, social and cultural aspects were reviewed. There are some problems with the limitations of the parents themselves, history and cultural traditions, but the root cause is the monopoly, centralized and closed operation of the education of the Nation and the Office of Education. In addition, there are limitation of the school in the educational structure centered on the entrance examination and the limitation of the school principal and the teacher's leadership. The Nation and the Office of Education should be operate the education openly and respect independent decision-making of the school community. Furthermore, it is necessary to clarify the status, role, rights and duties of parents. The school principals should encourage spontaneous and active engagement of parents, and actively support parental organizations. The teachers should foster communication and cooperation with parents by respecting parents and creating a relaxed atmosphere. In order to establish the status as an educational subject and to fulfill its role, parents also should increase self-awareness and exercise their subjectivity. They should change their roles from the assistants of school to the learning subjects and from the educational demanders to the guardians of education. Parents should be the subject of educational reform that drives change and innovation. 이 연구는 학부모의 교육주체성 발휘 저해 요인과 역할 수행에 어려움을 겪는 이유를 밝히려는 것이다. 이를 위해 제도와 실태 분석, 철학적 사유와 사회․문화적 진단을 하였다. 학부모 자체의 한계나 역사와 문화적 전통에도 일부 문제가 있지만, 근본 원인은 국가와 교육청이 교육을 독점하여 중앙집권적이고 폐쇄적으로 운영하는데 있다. 입시위주교육 구조에서 학교가 갖는 한계 및 학교장과 교사의 마인드와 리더십의 문제도 확인되었다. 국가와 교육청은 개방적으로 교육을 운영하고, 학교공동체에 주체적 결정권을 위임해야 한다. 나아가 입법의 미비점을 보완하여 학부모의 지위와 역할, 권리와 의무, 활동 영역을 명확하게 규정할 필요가 있다. 학교장은 학부모의 자발성과 능동성을 촉진하고 학부모조직 육성을 적극 지원하며, 교사는 학부모를 존중하고 편안한 분위기를 조성함으로써 소통과 협력 관계를 보다 긴밀하게 유지해야 할 것이다. 학부모가 교육주체로서의 위상을 확고히 하고 원활하게 역할을 수행하기 위해서는 자기의식이 높아지고 주체성을 제대로 발휘해야 한다. 교육의 조력자에서 학습하는 부모로, 교육수요자를 넘어 ‘교육수호자’로, 변화와 혁신을 추동하는 교육 개혁의 주체가 되어야 할 것이다.

학부모와 관련된 법령의 실태와 학부모의 법적 지위 분석

This study identifies the actual conditions of statutes related to parents and analyzes the legal status of parents through the contents specified in the acts and ordinances. There were 81 statutes related to parents except for redundancy, of which 62 were under the jurisdiction of the Ministry of Education. An analysis of 208 individual provisions and their frequency(259) confirmed that there were quite a few statutes related to parents. It was also found to be closely related to major laws and to various government departments, institutions and local governments. Parents have both identities and status as individuals and groups. As an individual, parents are in the position of a private person who has the right and responsibility to raise and educate their children as students' parental rights and guardians. As a group, parents are the subjects and parties concerned in education that form the educational community. Therefore, it may be referred to as 'social parent' and 'public figures' to representing parents and represent students' positions. Due to the incomplete legal system and legal insufficiency, parents' rights and responsibilities are not clear, and the means and methods to realize them are not appropriate. Therefore, it is necessary to revise related laws, such as the Framework Act on Education, or to create new law. We should try to enact a proper parents' law. 이 연구는 학부모와 관련된 법령의 실태를 파악하고, 법령에 명시된 내용을 통하여 학부모의 법적 지위를 분석한 것이다. 학부모와 관련이 있는 법령은 중복을 제외하고 81개이며, 이 중에서 교육부 소관은 62개였다. 개별 조항(208개)과 그 빈도(259개)를 분석한 결과, 학부모와 관련된 법령이 상당히 많음이 확인되었다. 또 주요 법률과 밀접한 관계에 있고, 여러 정부 부서와 기관 및 지방자치단체와도 관련이 있음을 알 수 있었다. 학부모는 개인과 집단으로서의 정체성과 지위를 동시에 가지고 있다. 개인으로서 학부모는 학생의 친권자와 보호자로서 자녀를 양육하고 교육하는 권리와 책무를 지닌 사인(私人)의 지위에 있다. 집단으로서 학부모는 교육공동체를 구성하는 주체이자 교육당사자로서 학부모를 대표하고 학생의 입장을 대변하는 ‘사회적 학부모’ 즉, 공인(公人)이라고 할 수 있다. 불완전한 법체계와 법적 미비로 인해 학부모의 권리와 책임이 명확하지 않고, 또 그것을 실현하는 수단과 방법이 마땅치 않다. 따라서 교육기본법 등 관련법을 개정하거나 새로운 법을 만드는 일이 필요하며, 제대로 된 학부모법을 제정하도록 노력해야 한다.

학부모학, 무엇을 어디까지 연구할 것인가?: 학부모학의 연구대상과 범위 검토

This paper is an attempt to establish the identity of parental studies and to establish theories. For this purpose, this study reviewed the literature on parents and analyzed Graduate School Curriculum in K university. Based on the analysis, the research subject and the research boundary of parentology(the parental studies as an academic discipline) were examined. The subject of the parentology was divided into three areas. They are ‘study of parents’, ‘study for parents’, and ‘study by parents’. The first one is the study to explore relations among the presence, behavior, and the environment of parents. The second one is the study to establish parents’ identity and to realize the right of education of parents. The third one is the study by parents themselves, the subject of education. Parentology should be a study that reveals the reality of the parents and the phenomena related to the parents. At the same time, it should have educational meaning and value from the perspective of the parents. Therefore, the boundary of parentology is divided into 5 themes. They are the substance of parents, the role of parents, the behavior of parents, the parents supporting, and parents policy. 이 논문은 학부모학의 학문적 정체성 확립과 이론체계 정립을 위한 시론이다. 이를 위하여 학부모에 관한 문헌 및 K 대학교 대학원의 교육과정을 분석하였다. 분석에 기초하여 본 연구에서는 학부모학의 연구대상 및 연구범위를 고찰하였다. 학부모학의 연구대상은 세 가지 영역으로 구분되었다. 학부모의 존재와 행태 및 환경과의 관계를 연구하는 ‘학부모에 관한 연구’, 학부모의 시각과 입장에서 정체성 확립과 교육권 실현을 위한 ‘학부모를 위한 연구’, 그리고 학부모가 연구 대상이자 중심이며 주체로 참여하는 ‘학부모에 의한 연구’가 그것이다. 학부모학은 학부모의 실체와 관련 현상을 밝히는 동시에 학부모의 관점에서 교육적 의미와 가치를 지녀야 한다. 이에 본 연구에서는 학부모학의 연구 범위를 학부모 실체, 학부모 역할, 학부모 행태 , 학부모 육성과 지원, 그리고 학부모 정책이라는 다섯 가지 주제로 제시하였다. 학부모학의 연구대상 탐색과 연구범위 획정에 관한 담론이 보다 활발해지고 후속 연구가 심화되어, 학부모학이 독립된 분과학문으로 조속히 자리매김하기를 기대한다.
