This article begins with an awareness of two. One is to consider the meaning of "letter" sensibility, as expressed in Yi Sang`s text in relation to newspapers and printed media, which constituted modern media in the city of Gyeong-seong [京城] in the 1930`s. The other is to analyze Yi Sang`s dream of writing and of realizing his goals through the letter expression. Therefore, the objective of this article is to investigate the unique ideas about letters and the meaning of the expressions in the literary texts of Yi Sang, who omnidirectionally participated in the so-called "modernity of media," as he drew figures, blueprints, and illustrations and worked as a magazine editor and literary coterie within modern Korean literature in the 1930`s. On the basis of this investigation, we tried to clarify the patterns in Yi Sang`s dreams of writing. Yi Sang`s unique ideas about letters were incorporated into his works in various forms and expressed through his original literary language. Moreover, his ideas had a sociocultural impact at that time beyond the function of delivering literary meanings. In his essay, "Lingering Impressions of a Mountain Village," he expressed the natural mood that sprang up from rural society by replacing with metaphoric language acquired fromand sensitized by "urban emotions." Hence, various aspects of Yi Sang`s literature constituting the so-called "rhetoric of city" were patterned by reflecting urban phenomena in visual forms in many parts of his works. The metaphoric system of the "rhetoric of city" established the unique metaphor in the viewpoint of the new modernity by the emotions and senses of those living in a city in the 20th century, saying good-bye to the senses of the 19th century. The characteristic elements of Yi Sang`s literature in the area of Korean literature in the 1930`s, which resulted from various forms of letters and their application to literary works, can ultimately be considered ventriloquial reactions to the speed of the capitalistic society that was changing rapidly, as well as to the disturbance of time and the entanglement of space in the changing process. This is a key factor in Yi Sang`s literature as well as the novel writing pattern that advocated the autonomy of art as "objectless writing`" based on the letter sensibility and the sign game method. Moreover, the new form of literature realized by Yi Sang`s letter sensibility and his literary world still requires an interpretation from a novel point of view, in the sense that it was an abstract painting that expressed the uneven consciousness of those living in a city, generated from the regulatory system of capitalistic reason that was rapidly expanding in the urban space of Gyeong-seong in the 1930`s.

Localization process of agricultural extension personnel in Korea were in progress with insufficient debates for effective personnel management. Although the members of the Korean Agricultural Extension Society were strongly opposed to the plan to decentralize agricultural extension personnel from central to local government status, the administrative action took place to localize as of January 1997. The Korean Agricultural Extension Society filed the petition against to the plan pinpointing lowered morale of extension personnel, the financial burden of local governments, jeopardizing stability, undermining efficiency, and people's attitude towards central and local government. The dangers of decentralization of agricultural extension services may cause serious problems in varied areas. More extensive debates would be needed in deciding the future directions of agricultural extension services analyzing the basic characteristics of agricultural extension, linkages of research and extension, financial burden of local government, specialization of extension personnel, and unnecessary duplication of investment among local governments.
Pt/TiO<sub>2</sub> 촉매의 H<sub>2</sub> SCR 반응 특성에 관한 연구

$TiO_2$를 담체로 한 Pt계 촉매를 이용하여 저온($80{\sim}150^{\circ}C$) 영역에서 적용될 수 있는 $H_2$ SCR의 촉매 반응 특성을 조사하였다. 실험은 반응가스 중 수분, 산소, 촉매의 소성온도, $H_2$/NOx 몰비, 공간속도에 대하여 수행하였다. Pt/$TiO_2$를 이용한 $H_2$ SCR 반응에서 수분은 inhibition으로 작용하였으며, 배가스 중 산소 농도가 희박할수록 반응활성이 증가하는 경향을 나타내었다. 하지만 산소가 존재하지 않을 때에는 NOx와 $H_2$가 반응하여 $NH_3$ slip이 발생하였다. 또한 촉매의 상전이 문제에 의하여 $600^{\circ}C$ 이하에서 소성하는 것이 가장 유리하였으며, $H_2$/NOx 몰비가 증가할수록 반응 활성이 증가하였다. 하지만 $H_2$ slip은 몰비가 증가하여도 $H_2$가 $H_2O$로 산화되어 나타나지 않았다. This work investigated the catalytic reaction characteristics of $H_2$ SCR applied at low temperature ($80{\sim}150^{\circ}C$) using Pt catalyst supported on $TiO_2$. The experiments were performed in terms of $H_2O$, $O_2$ in reaction gas, calcination temperature of the Pt catalyst, $H_2$/NOx mole ratio, space velocity. $H_2O$ was an inhibitor of reaction on $H_2$ SCR using Pt catalyst, catalytic performance increased as $O_2$ concentration decreased. Nevertheless, $NH_3$ slip generated by the reaction between NOx and $H_2$ in the absence of $O_2$. While it was effective to calcine less than $600^{\circ}C$ by phase transition and the catalytic performance increased as $H_2$/NOx mole ratio increased. However, $H_2$ slip was not observed at that increase mole ratio by $H_2$ oxidation to $H_2O$.
변형된 GA-SPW에 의한 OFDM의 새로운 PAPR 감소 기법

OFDM(Orthogonal Frequency Division Multiplexing) 시스템은 다수 부반송파들의 중첩 현상으로 인해 PAPR (Peak-to-Average Power Ratio) 문제를 가진다. 기존의 제안된 GA-SPW(Genentic-Sub-block Phase Weighting) 기법은 하나의 OFDM 심볼에서 부 블록 수를 증가시켜 PAPR 감소 성능을 향상시키고, 부 블록 수에 따라 지수적으로 증가하는 위상 탐색량을 유전자 알고리즘을 이용하여 개체군과 세대수에 고정시켜 감소시켰다. 본 논문에서는 더 적은 탐색량으로 주어진 부 블록에서 최적에 가까운 PAPR 감소 성능을 얻기 위해 기존의 GA-SPW 기법에 새로이 변형된 유전자 알고리즘을 적용한다. 제안된 기법의 성능과 계산량의 우수성을 모든 부 블록과 위상수에 따른 모든 탐색을 하는 일반적인 탐색 방법, iterative flipping그리고 기존의 GA-SPW와 시뮬레이션과 결과의 분석을 통하여 나타내었다. An OFDM(Orthogonal Frequency Division Multiplexing) system has the problem of the PAPR(Peak-to-Average Power Ratio) due to the overlapping phenomena of many sub-carriers. The previously proposed GA-SPW(Genetic Sub-block Phase Weighting) method not only improved the reduction of PAPR as the number of sub-blocks increases in an OFDM symbol but also decreased the number of calculations involved in the iterative phase searching yields to depend on the number of population and generation by using genetic algorithm not on the number of sub-blocks and phase elements. In this paper, we propose the modified GA-SPW method in order to improve the performance and to decrease the complexity. It is shown that the proposed modified GA-SPW method achieves the significant performance and the reduction of search complexity comparing to the ordinary technique, iterative flipping and previously proposed GA-SPW by the experimental results and analysis.
W-target 투과 양극형 Soft x-ray tube의 개발 및 특성분석

W-target 투과양극형 x-ray tube를 개발하고, 특성을 조사하였다. 관전압이 12kV이하에서는 연속 x-ray만 방출되었고, 12kV 이상에서부터 특성 x-ray가 관측되었다. 연속 x-ray와 특성 x-ray의 에너지 분포 및 선량 특성을 조사한 결과 알려진 결과와 잘 일치함을 알 수 있었다. 또한 상용화된 제품과의 비교에서, 기존 제품 이상의 성능을 가질 수 있음을 확인하였다. 따라서 본 연구에서 개발된 x-ray tube는 상용화할 수 있을 만큼 충분히 우수한 특성을 가지고 있음을 확인하였다. The x-ray transmission W-target tube was developed and its characteristics were evaluated. The continuous x-ray was emitted at the tube voltage less than 12kV, and the characteristic x-ray was emitted more than 12kV. From the measurement of the energy distribution and dose of x-ray, it was confirmed that our results are a good agreement with the blown ones. Moreover, in comparison with commercial x-ray tube, it was also found that the characteristics of our x-ray tube is better than the commercial one. Therefore we confirmed that the x-ray tube developed in this study is so good that it can be commercialized.

Als Instrument der Buergerbeteiligung am staatlichen Entscheidungsprozess wurde die Forderung nach einer Regelung des allgemeinen Verwaltungsverfahrensgesetzes in Korea schon seit langem erhonen. Kein Zufall, dass die Forderung nach dem Verwaltungsverfahrensgesetz in Korea sich in dem Zeitpunkt zugespitzt, wo die Bevoelkerung sich fuer die Demokratisierung der Politik einsetzte. Die Forderung ging unter oder mit Gewalt unterdruekt worden, als eine neu erscheinende Diktatur wieder einen “politischen Winter” proklamierte. Bemerkenswert ist in dieser turbulenten Geschichte zum Verwaltungsverfahrensgesetz der Gesetzentwurf vom 7.7.1987, der nach der friedlichen Juni-Revolution 1987 entstand. Dennoch ist dieser Gesetzentwurf nicht in Kraft getreten, und zwar deswegen, weil er auf den kraeftigen Widerstand der Buerokratie stiess. Hingegen begnuegte sich das Verwaltungsverfahrensgesetz von 1996, das am 1.1. 1998 in Kraft trat, reine Verfahrensregelungen hauptsaechlich in bezug auf den Erlass des Verwaltungsaktes zu treffen. Auf seine Problematik ist kurz einzugehen. Im Gegensatz zum Gesetzesentwurf des Verwaltungsverfahrensgesetzes von 1987, in dem das Planfeststellungverfahren geregelt war, kennt das Verwaltungsverfahrensgesetz von 1996 kein solches Verfahren. Als ein weiterer entscheidender Defekt des Verwaltungsverfahrensgesetzes sind die Regelungen ueber die Anhoerung nach 22ff. zu nennen, Danach finden die Anhoerungen nur dann statt, wenn sie in anderen Gesetzen vorgesehen sind. Sonst muss man sich damit begnuegen, gegen den eingreifenden Verwaltungsakt ledglich seine meinung vorzubringen. Es ist deshalb festzustellen, dass die Regelungen fuer die Anhoerungen im Verwaltungsverfahrensgesetz dahingehend aenderungsbeduerftig sind, dass sie zumindest fuer eingreifendede Verwaltungsakte gelten.

Investigated the circulatory response during sudden strenuous exercise and the recovery process in this reasearch. 1) LVET and QS2 in same HR is shortened by warming up. 2) DT in SSE is prolonged by warming-up. 3) Time constant of QT is longer than that of QS2 in SSE. Time constant of QT and QS2 is shortened by warming up. And that is more remarkable in QT than QS2. These warming-up effects have possiblity that prevent myocardial ischemic response during SSE.

Recently, the community developmental enthusiasm is activated and emerged with the varied developmental plans since the localization was implemented in Korea. But the anxious view of the environmental problems has been gradually heightened in the Environmentally Sound and Sustainable Developmental(ESSD). The local autonomy should listen to the public opinions because the people's anti-developmental movement could obstruct the development project in the community level. The Environment-friendly Rural Development Plan(EFRDP) pursues the development and the environmental preservation of the community at the same time. Therefore EFRDP reflects the local developmental intention and consideration of environmental preservation at the step of planning. Throughout the planning process the opinions of development and environmental preservation should be adjusted, the people's planning ability can be enhanced, and new creative alternative ideas will come out at times.
Enhanced catalytic activity of Pt/Al2O3 on the CH4 SCR

In this study, we investigated the effect of mixing a-Al2O3 and g-Al2O3 with a Pt catalyst on CH4 selective catalytic reduction (SCR). Among the prepared catalysts, the Pt/a-Al2O3 catalyst was found to have the lowest catalytic activity, but the best adsorption characteristics for CH4, which was used as the reductant. In contrast, the Pt/g-Al2O3 catalyst was found to exhibit relatively high catalytic activity and moderate adsorption characteristics. To simultaneously enhance the catalytic activity and CH4 adsorption characteristics, we developed a new catalyst, Pt/g-Al2O3 + Pt/a-Al2O3, by mixing a-Al2O3 and g-Al2O3with a Pt catalyst. The catalytic activity test confirmed that mixing these catalysts led to enhanced catalytic activity.
