근래에 정부는 국민복지수준의 개선을 위하여 여러 가지 새로운 제도들을 시행해 왔으며, 민간차원에서도 다양한 지원사업과 프로그램들이 추진되어 왔다. 특히, 국민기초생화 보장제도는 획기적인 제도로 평가받고 있다. 그러나 향후 실직자 및 저소득층에 대한 정부 및 민간의 지원활등은 새로운 제도적 틀 속에서 다시 자리매김하여야 할 시점에 놓여 있다. 본고는 기존의 다양한 민간 및 공공의 노력들이 어느 정도의 효과를 발휘하였고 보완해야 할 점이 무엇인지 파악하기 위하여 실직가정돕기 범국민결연운동의 일환으로 상담 및 생계지원, 자활공동체 사업 등을 추진해온 한 민간기관을 방문하였던 생계지원 신청자들을 대상으로 현재 생계현황과 제반 문제점들을 파악해 보았다.

Baik-Suk, one of the most important poet under the Japanese Empire moved to Manchukuo at 1939 to escape from the censorship and oppression of Japanese Empire which emphasizes the ‘One Body of Korea and Japan’. He criticized the policy of assimilation from Japanese colonial authority. At that time Manchukuo propaganda of ethnic harmony confirmed that Korean people is not Japanese but citizen of Manchukuo state. So many writers including poet Baik-Suk believed that the atmosphere of Manchukuo is better than Korean peninsula which is ruled directly by Japanese colonial authority. But after visiting Manchukuo, he comes to know that she is same with Korean peninsula even though the propaganda of Manchukuo. He recognized that Manchukuo is another variant of Japnese Empire. After knowing the oppression of Manchukuo, he resigned the official position of economic department of Manchukuo State and moved to countryside near the capital of Manchukuo. He also thought that the place of Manchuria is the space of authenticity against the global capitalism and imperialism. The Solon ethnic group who lived in the Manchuria is the most pure mankind. He wanted to know and see them who have keep the original state of living. He also translated the Russian novelist who lived Manchuria and wrote about the primitive and pure life of humankind. But after knowing the predicament of that ethnic group between global industrialization and primitive life, he tried to get another vision. 제국주의적 현대가 전지구를 지배하는 현실에 대해 비판적이었던 백석은 ‘북방’으로서의 만주에 대해 깊은 관심을 가지고 있었다. 북방으로서의 만주는 현대제국주의는 물론이고 농경정착이 정주하기 이전의 소박한 인간의 삶이 생생하게 살아있는 곳이기 때문이다. 일본 제국의 ‘내선일체’의 억압이 강화되자 이를 피하는 것과 아울러 북방으로서의 만주에서 생활하기 위하여 만주행을 선택한다. 하지만 ‘만주국’이 지배하던 만주를 만나면서 가장 먼저 깨닫는 것은 ‘오족협화’의 만주국이 일본 제국의 연장에 지나지 않는다는 사실이었다. 실망한 백석은 ‘만주국’의 국무원의 자리를 그만두고 만주의 벌판을 향해 갔다. 하지만 만주 벌판과 밀림 역시 과거의 소박한 삶이 영위되기 어려운 위기에 처한 것을 알고는 곤혹스러움에 빠지게 된다. 밀림 역시 제국주의 현대성이 서서히 장악하는 공간이기 때문이다. 제국주의 현대성에 대한 그의 지속적인 비판적 성찰은 만주의 밀림에서도 끝나지 않는다. 일본의 제국주의와 제국주의적 현대성에 대한 백석의 날카로운 비판은 만주 시절 백석의 삶과 문학에서 가장 중요한 것이라 할 수 있다. 일본 제국주의에 대한 비판만 보는 것이라든가, 제국주의 현대성에 대한 비판만 읽어내는 것은 만주 시절 백석의 문학에 대한 전면적인 고찰이라고 하기 어렵다. 이 둘에 대한 동시적 비판을 함께 읽어낼 때 비로소 해방전 백석의 문학과 해방후 백석의 문학을 연속적으로 이해할 수 있다.
