        정부청사 내 테러 예방과 대응에 관한 연구

        미국의 랜드연구소에 의해 최초로 정의되었고 복합적 공격에 대한 개념을 포함하고 있는 ‘테러’는 미국의 9·11테러이후 패러다임의 변화가 있었다. 과거 정치 및 종교적 목적에 의한 국가중요시설 공격뿐만 아니라 민간인을 포함한 불특정다수에 대한 공격으로 인해 예방과 대응은 다각화된 접근이 필요하게 된 것이다. 우리나라는 중동지역 이슬람 계열의 테러 단체에 기인한 공격적 테러가 전무한 상황이지만, 테러 자금 및 테러리스트의 은신처 역할을 할 수 있다는 점에서 테러와의 연계성을 배제할 수 없다. 또한 단일민족 국가구성을 중요하게 여기고 있어 인종우월주의에 의한 외국인 공격을 예상할 수 있고, 정신(조현병)질환, 사회불만자, 인셀(성별에 대한 혐오자)등 과 같은 사회적문제는 ‘외로운 늑대형’ 테러리스트를 양산할 수 있다. 그러나 미시적 관점에서 테러의 타겟(Target)을 선제적으로 보호하는 것은 매우 어렵다. ‘외로운 늑대형’ 테러의 주체가 잠재적 범죄자와 같은 성격을 지니고 있기 때문이다. 이는 공격에 대한 체계적 대응방안을 구축하기에 충분한 분석이 결핍 되어 있음을의미한다. 따라서 불안정한 사회환경속에서 잠재적 테러리스트에 의한 공격대상이 될 수 있는 우선적 순위를 분석하고 적절한 대응 체계에 대한 진단이 그 어느 때 보다 중요하다. The study aims to present only government offices with preemptive responses to the paradigm shift in transnational terrorism and security threats facing the world today. The term New Terrorism was coined by the Land Institute of the United States, and we want to look at the paradigm that has changed since the September 11 attacks, and find a strong response to terrorism at important national facilities. In the ever-changing international situation, there are no terrorist attacks caused by Islamic terrorist groups in the Middle East, but there are situations in which terrorists and foreign terrorists are hiding in the country, and there are lonely wolves such as racial chauvinism, schizophrenia, social discontent, Insel, etc. Under these circumstances, the government sought to protect government office facilities and further study measures for the safety of the people by preparing measures to preemptively respond to terrorism. Terrorism is now looming a global security threat that is hard to withstand in any country or society today, and as the worldview of terrorism, ideologies and means of terrorism, and methods of terrorism are constantly changing, the recent appearance of conflicts and confrontations between countries is a good indication of the problem. Therefore, the activities of appropriate diagnosis, search for solutions, and response efforts against terrorism are more important than ever in this changed environment. Moreover, as recent terrorism in many parts of the world is characterized by unpredictability and diversification, the world will surely continue to wage war without a front that is hard to predict. The purpose of this study is to reflect this threatening situation and to present appropriate countermeasures through realistic analysis techniques, establish a task force to respond strongly, and provide basic data for recognizing terrorist responses in the building.

        Structural Evolution of Sub-10 nm Octahedral Platinum–Nickel Bimetallic Nanocrystals

        <P>Octahedral Pt alloy nanocrystals (NCs) have shown excellent activities as electrocatalysts toward oxygen reduction reaction (ORR). As the activity and stability of NCs are highly dependent on their structure and the elemental distribution, it is of great importance to understand the formation mechanism of octahedral NCs and to rationally synthesize shape-controlled alloy catalysts with optimized ORR activity and stability. However, the factors controlling the structural and compositional evolution during the synthesis have not been well understood yet. Here, we systematically investigated the structure and composition evolution pathways of Pt-Ni octahedra synthesized with the assistance of W(CO)(6) and revealed a unique core-shell structure, consisting of a Pt core and a Pt-Ni alloy shell. Below 140 degrees C, sphere-like pure Pt NCs with the diameter of 3-4 nm first nucleated, followed by the isotropic growth of Pt-Ni alloy on the seeds at temperatures between 170 and 230 degrees C forming Pt@Pt-Ni core-shell octahedra with {111} facets. Owing to its unique structure, the Pt@Pt-Ni octahedra show an unparalleled stability during potential cycling, that is, no activity drop after 10 000 cycles between 0.6 and 1.0 V. This work proposes the Pt@Pt-Ni octahedra as a high profile electrocatalyst for ORR and reveals the structural and composition evolution pathways of Pt-based bimetallic NCs.</P>

        A Silent Outbreak of Hepatitis E Virus (HEV) Infection or False-Positive Reaction of Anti-HEV IgM after COVID-19 Vaccination? Epidemiological Investigation of an Outbreak in a Korean Factory Complex in 2022

        Background/Aims: To investigate a reported outbreak of presumed hepatitis E virus (HEV) infection in a Korean food manufacturing facility and to explore the association between anti-HEV immunoglobulin M (IgM) positivity and coronavirus disease 2019 (COVID-19) infection or vaccination. Methods: Twenty-four cases of anti-HEV IgM positivity were reported among 646 workers at the facility in 2022. An epidemiological investigation was conducted, comprising HEV-RNA testing of blood and environmental samples, analysis of group meal records, and an association between anti-HEV IgM positivity and confirmed COVID-19 infection or vaccination. Results: All 24 patients were asymptomatic, with cases spread sporadically across the facility. HEV RNA was not detected in the serum or environmental samples. Four out of 340 meals (1.2%) showed a significantly higher proportion of anti-HEV positivity in each meal intake group than in the non-intake group on certain days. Although the cumulative rate of COVID-19 infection showed no difference, the anti-HEV IgM positive group showed significantly higher proportions of >2 doses of COVID-19 vaccination (83.3% vs 48.7%, p=0.021), vaccination within 90 days (45.8% vs 19.7%, p=0.008), and having the Moderna vaccine administered as the last vaccine (75.0% vs 14.5%, p<0.001) than those of the anti-HEV negative group. In four multivariable models, three or more COVID-19 vaccinations and the Moderna vaccine as the last vaccine were consistently associated with anti-HEV IgM positivity, while the specific day group meal intake was also a significant factor. Conclusions: This epidemiological investigation showed that anti-HEV IgM positivity may occur as a false-positive result related to COVID-vaccination over three times and use of the Moderna vaccine, although a portion of true HEV infection may not be excluded.       • Normobaric Oxygen Exposure Promote the Sensitivity of Paclitaxel in Paclitaxel Resistant Lung Cancer Cells by CHOP Activation and Disregulation of Autophagy

        Purpose Hyperbaric oxygen therapy (HBO) to increase anticancer effect, despite several positive Results, has been suggested to have a toxicity problem in other tissues, so further studies on the conditions and application of oxygen therapy are needed. The purpose of this study is to evaluate the anticancer effect of paclitaxel (PTX) in lung cancer cells under normobaric oxygen exposure. Methods Non-small cell lung cancer (NSCLC) cell line A549 and the paclitaxel resistant cell line A549/PR were used. Cell viability, ability of migration and proliferation were evaluated in room air (RA) or normobaric oxygen (NBO) air condition for 48hs. The expression apoptosis related proteins was detected. For elucidation of the cell death in PTX treated A549/PR cells by NBO, the expression level of the C/EBP homologous protein (CHOP) and autophagy related proteins were analyzed. Results NBO exposure attenuated cell viability, ability of migration and proliferation ability in A549 cells and A549/PR cells therby increased apoptotic cell death by PTX. CHOP expression of A549/PR cells was increased by NBO exposure compare to RA condition. And conversion of LC3B-I to LC3B-II by PTX was reduced in A549 and A549/PR cells in NBO exposure (Figure 1-3). Conclusions Our Results show that NBO exposure synergistically increased the apoptotic cell death of A549 and A549/PR cells by paclitaxel. Also, cell death of A549/PR cells under NBO condition was induced by CHOP-mediated disregulation of autophagy. These findings suggest that the NBO exposure can promote the sensitivity of paclitaxel in lung cancer cells by CHOP activation and disregulation of autophagy.

      • Theoretical and Experimental Understanding of Hydrogen Evolution Reaction Kinetics in Alkaline Electrolytes with Pt-Based Core-Shell Nanocrystals

        <P>The free energy of H adsorption (<I>ΔG</I><SUB>H</SUB>) on a metallic catalyst has been taken as a descriptor to predict the hydrogen evolution reaction (HER) kinetics but has not been well applied in alkaline media. To assess this, we prepare Pd@Pt and PdH@Pt core-shell octahedra enclosed by Pt(111) facets as model catalysts for controlling the <I>ΔG</I><SUB>H</SUB> affected by the ligand, the strain, and their ensemble effects. The Pt shell thickness is adjusted from 1 to 5 atomic layers by varying the amount of Pt precursor added during synthesis. In an alkaline electrolyte, the HER activity of core-shell models is improved either by the construction of core-shell structures or by the increased number of Pt shells. These experimental results are in good agreement with the <I>ΔG</I><SUB>H</SUB> values calculated by the first-principles density functional theory with a complex surface strained core-shell slab model. However, enhanced HER activities of Pd@Pt and PdH@Pt core-shell nanocrystals over the Pt catalyst are inconsistent with the thermodynamic <I>ΔG</I><SUB>H</SUB> scaling relationship only but can be explained by the work function and apparent Δ<I>G</I><SUB>H</SUB> models that predict the interfacial electric field for the HER.</P> [FIG OMISSION]</BR>

        Predicting Reports of Theft in Businesses via Machine Learning

        This study examines the reporting factors of crime against business in Korea and proposes a corresponding predictive model using machine learning. While many previous studies focused on the individual factors of theft victims, there is a lack of evidence on the reporting factors of crime against a business that serves the public good as opposed to those that protect private property. Therefore, we proposed a crime prevention model for the willingness factor of theft reporting in businesses. This study used data collected through the 2015 Commercial Crime Damage Survey conducted by the Korea Institute for Criminal Policy. It analyzed data from 834 businesses that had experienced theft during a 2016 crime investigation. The data showed a problem with unbalanced classes. To solve this problem, we jointly applied the Synthetic Minority Over Sampling Technique and the Tomek link techniques to the training data. Two prediction models were implemented. One was a statistical model using logistic regression and elastic net. The other involved a support vector machine model, tree-based machine learning models (e.g., random forest, extreme gradient boosting), and a stacking model. As a result, the features of theft price, invasion, and remedy, which are known to have significant effects on reporting theft offences, can be predicted as determinants of such offences in companies. Finally, we verified and compared the proposed predictive models using several popular metrics. Based on our evaluation of the importance of the features used in each model, we suggest a more accurate criterion for predicting var.
