The Architect of Taiwan's Economic Miracle: Evolutionary Economics of Li Kuo-Ting

Taiwan has been referred to by the World Bank as one of the East Asias economicmiracles. Many quantitative models on Taiwans economic growth have been conducted by neo-classical mainstream economists. However, none of them investigates in detail the thinking ofthose policy-makers who work behind the economic success of Taiwan. Li Kuo-Ting is generallyregarded as the architect of Taiwans economic miracle. In this paper, an evolutionaryperspective has been used to understand the economic management of Li Kuo-Ting in particularand the learning government in Taiwan in general. It will be argued that a policy change is amatter of learning, experimenting, and a process of trial and error, involving subjective aspectsvision and experiences, and objective factors such asenvironmental, geographical or international constraints. Furthermore, Taiwan has been able tosucceed because its policy-makers are willing to learn and unlearn. Though the right policy hasnot always been adopted, Taiwans policy-makers are willing to experiment with a new policy in awork were adopted. This paper concludes that Taiwans economic miracle has been the result ofa long-term evolutionary process of entrepreneurialvision by the government, careful policyexperimentation and market selection.

Magnetotransport is a prerequisite to realization of electronic operation of spintronic devices and it would be more useful if realized at room temperature. The effects of Be codoping on GaMnAs on magnetotransport were investigated. Mn flux was varied for growth of precipitated GaMnAs layers under a Be flux for degenerate doping via low-temperature molecular beam epitaxy. Magnetotransport as well as ferromagnetism at room temperature were realized in the precipitated GaAs:(Mn,Be) layers. Codoping of Be was shown to promote formation of MnGa clusters, and annealing process further stabilized the cluster phases. The room-temperature magnetic properties of the layers originate from the ferromagnetic clusters of MnGa and MnAs embedded in GaAs. The degenerately doped metallic GaAs matrix allowed the visualization of the magnetotransport through anomalous Hall effect.

Objective: To evaluate the clinical outcome and parameters related to coexisting endometrial carcinoma in women with tissuediagnosed endometrial hyperplasia. Methods: Between January 1991 and December 2009, three hundred and eighty-six patients with the presumptive diagnosis of endometrial hyperplasia were retrieved. Among these, one hundred and twenty-five patients were identified as having coexisting endometrial carcinoma in hysterectomy specimens. The three hundred and eighty-six patients were divided into two groups: the hyperplasia-benign group (261 cases) and the hyperplasia-malignant group (125 cases). Several clinical parameters including age, menopausal status, history of abnormal uterine bleeding, obstetrical history, medical history of diabetes and hypertension, BMI, and preoperative pathologic results were investigated. Results: Age ≥53 (odds ratio [OR], 2.40; 95% confidence interval [CI], 1.26 to 4.57), menopausal status (OR, 2.07; 95% CI, 1.14to 3.76), diabetes history (OR, 7.33; 95% CI, 2.79 to 19.26), abnormal uterine bleeding (OR, 3.99; 95% CI, 1.22 to 13.02), atypical endometrial hyperplasia (OR, 7.38; 95% CI, 4.03 to 13.49), and body mass index ≥27 (OR, 3.24; 95% CI, 1.76 to 5.97) were independent risk factors for prediction of endometrial hyperplasia coexisting with endometrial carcinoma. The diagnostic efficacy of atypical endometrial hyperplasia to predict the endometrial hyperplasia coexisting with endometrial carcinoma was better than or similar to those of other independent factors and combinations of these factors. Conclusion: Coexisting malignancy should be considered when examining endometrial hyperplasia patients with the related risk factors, especially atypical endometrial hyperplasia.

A concise and efficient one-pot synthesis of chroman-2,4-dione-based HKA derivatives by three component reaction of HKAs, triethoxymethane and 4-hydroxycoumarin derivatives under solvent-free and catalyst-free conditions is described. This protocol has many advantages, in that the GAP (Group-Assistant-Purification) chemistry process is involved in this method. As a result, the experimenter can avoid cumbersome process steps such as traditional chromatography and recrystallization purifications. The desired products can be easily obtained by washing the crude products with 95% EtOH.

tRNA-derived RNA fragments (tRFs) are an emerging class of non-coding RNAs (ncRNAs). A growing number of reports have shown that tRFs are not random degradation products but are functional ncRNAs made of specific tRNA cleavage. They play regulatory roles in several biological contexts such as cancer, innate immunity, stress responses, and neurological disorders. In this review, we summarize the biogenesis and functions of tRFs.

Water lettuce (Pistia stratiotes) is one of the most well-known aquatic weeds as it causes problems in watercourses all over the world. This invasive species is fast-growing and thus has the potential for its use in preparing growth medium of microorganisms. Toward it, the pretreatment and enzymatic saccharification are positively the decisive processes. But there are other crucial processes, which are usually ignored by researchers. To the best of my knowledge, this presented work is the first time discovering that the juice obtained from water lettuce is valuable. Except for sterilization, no treatment is needed for the water lettuce’s juice and it can be directly served for cell growth. For Escherichia coli, Saccharomyces cerevisiae, Pichia pastoris, Bacillus subtilis, Lactococcus Lactis, Lactobacillus rhamnosus, and Lactobacillus plantarum, the cell density in the broth of water lettuce’s juice as the only carbon source is 10-60% higher than that in LB, YPD, BHI, M17, MRS. We then examined the production of microbial lipid by YM prepared in the juice of water lettuce. In comparison to commercial medium YM broth, the YM with juice caused 84% increase in the production of microbial lipid. A simple process of collecting juice notably increased productivity.

This study applies the concept of coordinating entrepreneurship to explain the emergence of global production network. More specifically, this study explains and illustrates how Taiwan-born technopreneurs move between Silicon Valley and Taiwan`s Hsinchu, thereby promoting Taiwan`s computer and IT industries. With their entrepreneurial spirit and social network, Taiwan-born technopreneurs even turn Dongguan, a farming village in south China, into a modern IT industrial city. This paper concludes that as a result of the coordinating efforts of these entrepreneurs, electronics and computer plants scattered around the globe are integrated into global production network, as illustrated by IT firms in Silicon Valley, Hsinchu and Dongguan.
