Korea is one of the pioneer Asian Countries which have adopted Government Procurement Policy. Accordingly, the management system and operation mechanism of Government Procurement in Korea are efficient and the procurement by law has been functioned. In addition, the Korea has completed network system and adopted modern management instrument, which has contributed significantly to improve the transparency, standardization, competitiveness and efficiency of government procurement. At present, China is at the primary stage in establishment of government procurement policy, and numerous defects exist. Therefore, it is helpful for China to use government procurement policy of Korea for reference.
Celebrity Endorsement Problem on Social Media : Formulation, Analysis and Recommendation Algorithm

In this paper, a new matching recommendation algorithm is proposed to help enterprises find one or more proper celebrities from social media for their product endorsement. The fans group of a celebrity, his impaction value in the social media, as well as the matching degree between the celebrity and the product are selected to measure a celebrity. The attribute similarities between target customers of the product and fans of the celebrity are calculated via the Pearson similarity formula. Then, considering the impaction value of the celebrity and the matching degree of the celebrity and the product which can be accessed on the website or usually available from the enterprise, an evaluation index is proposed. We use some data from Sina Micro-blog, which is the most popular social media platform in China, to show the effectiveness of our proposed matching recommendation algorithm. Moreover, the analysis shows that a particular celebrity may suitable to endorse different product on-line and off-line.

Pebax® MH 1657 (Pebax)-based blend membranes with different polyether-amine (PEA) loadings were designed and fabricated for efficient CO2 separation. The CO2 separation performance of Pebax/PEA blend membranes was greatly improved in comparison with that of pure membranes. This was mainly because the introduced PEA tailored the physical and chemical microenvironments in blend membranes. Specifically, PEA was a liquid-like additive, which was beneficial to reduce the mass transfer resistance of gases and increase CO2 permeability. Meanwhile, PEA contained amino groups that acted as mobile carriers to tailor the chemical microenvironment in blend membranes. The mobile carriers preferentially reacted reversibly with CO2 molecules, facilitating CO2 transport in membranes. Compared with CO2/CH4 separation performance of pure Pebax membrane, CO2 permeability and CO2/CH4 separation factor of Pebax/PEA-3 increased by 144.8% and 29.4%, respectively. This study suggests that PEA is a promising membrane material for tailoring the physical and chemical microenvironments in blend membranes for efficient CO2 separation.

Objective: Surgical procedures for patients with posttraumatic syringomyelia (PTS) remain controversial. Until now, there have been no effective quantitative evaluation methods to assist in selecting appropriate surgical plans before surgery. Methods: We consecutively enrolled PTS patients (arachnoid lysis group, n = 42; shunting group, n = 14) from 2003 to 2023. Additionally, 19 intrathecal anesthesia patients were included in the control group. All patients with PTS underwent physical and neurological examinations and spinal magnetic resonance imaging preoperatively, 3–12 months postoperatively and during the last follow-up. Preoperative lumbar puncture was performed and blood-spinal cord barrier disruption was detected by quotient of albumin (Qalb, cerebrospinal fluid/serum). Results: The ages (p = 0.324) and sex (p = 0.065) of the PTS and control groups did not differ significantly. There were also no significant differences in age (p = 0.216), routine blood data and prognosis (p = 0.399) between the arachnoid lysis and shunting groups. But the QAlb level of PTS patients was significantly higher than that of the control group (p < 0.001), and the shunting group had a significantly higher QAlb (p < 0.001) than the arachnoid lysis group. A high preoperative QAlb (odds ratio, 1.091; 95% confidence interval, 1.004–1.187; p = 0.041) was identified as the predictive factor for the shunting procedure, with the receiver operating characteristic curve showing 100% specificity and 80.95% sensitivity for patients with a QAlb > 12.67. Conclusion: Preoperative QAlb is a significant predictive factor for the types of surgery. For PTS patients with a QAlb > 12.67, shunting represents the final recourse, necessitating the exploration and development of novel treatments for these patients.
Fingerprint Liveness Detection Using Difference Co-occurrence Matrix Based Texture Features

Fingerprint authentication systems have been widely deployed in both civilian and government applications, however, whether fingerprint authentication systems is security or not has been an important issue under fraudulent attempts through artificial spoof fingerprints. In this paper, inspired by popular feature descriptors such as gray level co-occurrence matrix (GLCM) and Gradient (difference matrix (DM)), we propose a novel software-based fingerprint liveness detection algorithm called difference co-occurrence matrix (DCM). In doing so, quantization operation is firstly conducted on the images. DMs are constructed by calculating difference matrices of horizontal and vertical pixel values of images; difference co-occurrence arrays are constructed from the difference matrices between adjacent pixels. To reduce the influence of abnormal pixel values, truncation is used for DMs. Then, we compute four parameters (Angular Second Moment, Entropy, Inverse Differential Moment and Correlation) used as feature vectors of fingerprint images. For the first time in the fingerprint liveness detection, we construct eight difference co-occurrence matrices and extract texture features from processed DCMs. Finally, SVM classifier is used to predict classification accuracy. The experimental results reveal that our proposed method can achieve more accurate classification compared with the best algorithms of 2013 Fingerprint Liveness Detection Competition, while being able to recognize spoofed fingerprints with a better degree of accuracy.

<P><I>Yersinia pseudotuberculosis</I> is a Gram-negative enteropathogen and causes gastrointestinal infections. It disseminates from gut to mesenteric lymph nodes (MLNs), spleen, and liver of infected humans and animals.</P><P><I>Yersinia pseudotuberculosis</I> is a Gram-negative enteropathogen and causes gastrointestinal infections. It disseminates from gut to mesenteric lymph nodes (MLNs), spleen, and liver of infected humans and animals. Although the molecular mechanisms for dissemination and infection are unclear, many Gram-negative enteropathogens presumably invade the small intestine via Peyer’s patches to initiate dissemination. In this study, we demonstrate that <I>Y. pseudotuberculosis</I> utilizes its lipopolysaccharide (LPS) core to interact with CD209 receptors, leading to invasion of human dendritic cells (DCs) and murine macrophages. These <I>Y. pseudotuberculosis</I>-CD209 interactions result in bacterial dissemination to MLNs, spleens, and livers of both wild-type and Peyer’s patch-deficient mice. The blocking of the <I>Y. pseudotuberculosis</I>-CD209 interactions by expression of O-antigen and with oligosaccharides reduces infectivity. Based on the well-documented studies in which HIV-CD209 interaction leads to viral dissemination, we therefore propose an infection route for <I>Y. pseudotuberculosis</I> where this pathogen, after penetrating the intestinal mucosal membrane, hijacks the <I>Y. pseudotuberculosis</I>-CD209 interaction antigen-presenting cells to reach their target destinations, MLNs, spleens, and livers.</P>
