The Effectiveness of Financial Sources for Climate Change in Vietnam

This research aims to give information about the current situation of five financial sources for climate change in Vietnam, including (i) the State budget used by ministries; (ii) the State budget used by provinces; (iii) Bilateral funds; (iv) Multilateral funds; and (v) Private funds, and then classify them in line with the effectiveness. The working paper’s secondary data on spending on CC-related activities, collected from reports of six ministries and 29 provinces, show that the State budget has been crucial in subsidizing CC-related activities in Vietnam. Moreover, domestic investment has accounted for a major part of the total expenditure of ministries and provinces for climate change. In addition, by using primary data collected from surveys sent to twelve experts from 5 groups, such as researchers, practical experts, managers of private funding organizations (such as banks and enterprises), managers of international funding organizations and beneficiaries, and then analyzing the data through the AHP method, the study shows that all climate finance sources in Vietnam are still not very effective. However, private sector funds are considered the most effective financial source for responding to climate change.

Phytochemical investigation of the stem barks of Canarium bengalense (Burseraceace) resulted in the isolation of a new flavone glycoside (5) together with six known compounds (1-4, 6, and 7). The chemical structure of the new compound was elucidated as 3'-hydroxy-7,4'-dimethoxyflavone-5-O-α-L-arabinofuranosyl-(1→6)-β-D-glucopyranoside by means of 1D and 2D NMR (1H-1H COSY, HMQC, and HMBC) and MS analyses. To evaluate the in vitro cytoprotective effect, the isolates (1-7) were tested against hydrogen peroxide (H2O2)-induced damage in primary cultured hepatocytes. The viability of hepatocytes was increased by treatment with each compound, except compound 1. Compounds 3, 4, and 7 exerted cytoprotective effects comparable to curcumin, the positive control. Our results suggest that the cytoprotective constituents of C. bengalense may contribute to its traditional use in the treatment of tumor and liver damage.
Colorimetric Determination of Singlet Oxygen Scavengers Using a Protein Photosensitizer

Despite the diverse roles of singlet oxygen ( 1 O2) in plants and animals, simple detection of 1 O2 has been limited due to technical difficulties. Here we report a colorimetric method for visualizing the generation and suppression of 1 O2 using a protein photosensitizer, mini singlet oxygen generator (miniSOG). Upon external light irradiation, miniSOG strongly produced 1 O2 and oxidized a universal chromogenic reagent, tetramethylbenzidine, leading to a rapid color change in solution. We used this finding to demonstrate the 1 O2 scavenging effects of well-known antioxidants and of natural compounds extracted from plants. Owing to its high usability and simplicity, our developed assay platform will be useful for screening potential scavengers for reactive oxygen species and will promote the development of various antioxidants.

<P><B>Abstract</B></P> <P>Sensitive and rapid diagnostic systems for avian influenza (AI) virus are required to screen large numbers of samples during a disease outbreak and to prevent the spread of infection. In this study, we employed a novel fluorescent dye for the rapid and sensitive recognition of AI virus. The styrylpyridine phosphor derivative was synthesized by adding allyl bromide as a stable linker and covalently immobilizing it on latex beads with antibodies generating the unique Red dye 53-based fluorescent probe. The performance of the innovative rapid fluorescent immnunochromatographic test (FICT) employing Red dye 53 in detecting the AI virus (A/H5N3) was 4-fold and 16-fold higher than that of Europium-based FICT and the rapid diagnostic test (RDT), respectively. In clinical studies, the presence of human nasopharyngeal specimens did not alter the performance of Red dye 53-linked FICT for the detection of H7N1 virus. Furthermore, in influenza A virus-infected human nasopharyngeal specimens, the sensitivity of the Red dye 53-based assay and RDT was 88.89% (8/9) and 55.56% (5/9) relative to rRT-PCR, respectively. The photostability of Red dye 53 was higher than that of fluorescein isothiocyanate (FITC), showing a stronger fluorescent signal persisting up to 8min under UV. The Red dye 53 could therefore be a potential probe for rapid fluorescent diagnostic systems that can recognize AI virus in clinical specimens.</P> <P><B>Graphical abstract</B></P> <P>[DISPLAY OMISSION]</P>

A first-principles calculation has investigated the structural, electronic, optical of the CdSe nanocrystal (NC) based on the generalized gradient approximation (GGA) method within the density functional theory. The geometric optimization of the unit cell is in good agreement with our experimental data. The band structure, density of states of the NC were analyzed. The results found that CdSe NC is a direct bandgap with an estimated 1.48 eV. We also report the results of dielectric functions and the refractive index (n) characterized. It is indicated that CdSe materials have excellent photoelectric properties potential applications in optoelectronic devices.

We present an analytical method to model the influence of gold nanoparticle (Au NP) concentration on the energy transfer between Cy3 orange beads (OBs) and Au NPs. The OBs and Au NPs act as donor (D) and acceptor (A), respectively. In the D–A system, the energy transfer efficiency strongly depends on the spectral overlap and separation R between donor and acceptor. Theoretical calculations for a range of R values between 10 and 100 Å produce three parameters that each characterize one of three different resonant energy transfer mechanisms: fluorescence resonant energy transfer, surface resonant energy transfer and Coulomb energy transfer. The values of these parameters provide estimates of the degree of quenching or enhancement of the fluorescence of D–A complexes as a function of concentration. A comparison between experimental and theoretical data confirms the validity of the model.

Three-dimensional finite element (FE) thermal and stress models were created to compute the temperature evolution, thermal stress and potential of cracking in a segmental concrete box girder segment during construction. User-defined subroutines were developed in the ANSYS program to activate the degree of hydration-dependent heat rate and material properties, and creep behavior in the thermal and stress calculations. The developed FE model was verified with experimental measurements of a concrete cube. Adiabatic temperature rise, together with compressive strength and splitting tensile strength for a high-strength concrete mix typically used in construction of box girders were tested and incorporated in the subroutines. The effect of casting time and placement season (summer and winter), initial concrete temperature change, and insulation on the risk of cracking in a cast-in-situ box girder segment at early ages was investigated using the proposed model. The results indicate that the temperature difference between the segment’s middle and the gate corner is very large leading to a high cracking risk. Use of an insulation material such as blankets along with casting concrete at the nighttime would significantly lessen the thermal tensile stress and thus could reduce cracking risk in the segment.
