<P>method for frame rate up-conversion is proposed that can achieve better visual quality for next generation video formats. The proposed ME method can reduce the computational complexity of the ME drastically by adjusting the search range (SR) for each segment and adopting a new efficient distortion criterion, called the subsampled sum of absolute differences (SSAD). The proposed method does not degrade the motion accuracy by using the temporal consistency of the segment with large size. Experimental results show that the proposed algorithm outperforms conventional methods both objectively and subjectively with the significantly reduced computational complexity.</P>
Robust Blind Blur Identification Method Based on the Constraints on the Blur Model

In this paper, a robust blind blur identification method is proposed which can estimate a reliable isotropic point spread function (PSF). We first identify regions where ideal edge components are expected, and estimate candidate PSFs from the regions. Then, the most reliable PSF is chosen from the candidates by applying the proposed verification process based on the deterministic constraints on the blur model. Experimental results show that the proposed method can estimate the PSF almost identical to the original PSF in various test images.
Error Concealment Using Inter-layer Correlation for Scalable Video Coding

In this paper, we propose a new error concealment (EC) method using inter-layer correlation for scalable video coding. In the proposed method, the auxiliary motion vector (MV) and the auxiliary mode number (MN) of intra prediction are interleaved into the bitstream to recover the corrupted frame. In order to reduce the bit rate, the proposed method encodes the difference between the original and the predicted values of the MV and MN instead of the original values. Experimental results show that the proposed EC outperforms the conventional EC by 2.8 dB to 6.7 dB.
Video transcoding to support playback at a random location for scalable video coding

<P>In many applications including Internet video broadcast and interactive TV, video streams are transmitted over various networks. In order to fulfil the requirement of the users who want to watch a part of the video stream, start playback at a random location, and jump to another location, the service provider has to implement the random access functionality. In addition, when the video stream is transmitted over error-prone networks like wireless LAN, the random access point can be used as a recovery point which enables the user device to refresh the decoding process corrupted by the transmission error. In this paper, we propose a simple transcoding algorithm inserting the random access point in the pre-encoded video stream. The multimedia server adopting the proposed transcoding algorithm can support the error-resilient transmission as well as the playback at random location. Experimental results show that the proposed method can gain significant reduction in the complexity without introducing degradation on visual quality.</P>

Citrus phytoene synthase (CitPsy) and ${\beta}$-carotene hydroxylase (CitChx), which are involved in caroteinoid biosynthesis, are distantly related to the corresponding bacterial enzymes from the point of view of amino acid sequence similarity. We investigated these enzyme activities using Pantoea ananatis carotenoid biosynthetic genes and Escherichia coli as a host cell. The genes were cloned into two vector systems controlled by the T7 promoter. SDS-polyacrylamide gel electrophoresis showed that CitPsy and CitChx proteins are normally expressed in E. coli in both soluble and insoluble forms. In vivo complementation using the Pantoea ananatis enzymes and HPLC analysis showed that ${\beta}$-carotene and zeaxanthin were produced in recombinant E. coli, which indicated that the citrus enzymes were functionally expressed in E. coli and assembled into a functional multi-enzyme complex with Pantoea ananatis enzymes. These observed activities well matched the results of other researchers on tomato phytoene synthase and Arabidopsis and pepper ${\beta}$-carotene hydroxylases. Thus, our results suggest that plant carotenoid biosynthetic enzymes can generally complement the bacterial enzymes and could be a means of carotenoid production by molecular breeding and fermentation in bacterial and plant systems.
Feature point classification based global motion estimation for video stabilization

<P>The performance of video stabilization is dependent on the accuracy of global motion estimation between two successive frames. In this paper, we propose a novel method to estimate the global motion accurately using the classified background (BG) feature points (FPs). In the proposed method, global motion estimation and FP classification are jointly performed using both the FP correspondences and the global motion parameters of the previous frame. The experimental results show that video stabilization using the proposed method outperforms the conventional stabilization methods, especially when the moving foreground (FG) objects occupy a large part of the image.</P>
Real-time video re-coloring algorithm considering the temporal color consistency for the color-blind

<P>In this paper, a fast color modification method is proposed for the color-blind (CB) who experiences difficulty in discriminating some color differences. The proposed algorithm uses a new perceptual illusion based color transform technique that can enhance the color contrast for the CB while preventing significant change of the original image. In addition, a fast temporal color adjustment technique is introduced for the real-time video playback. Experimental results show that the proposed method can produce more comprehensible video sequences for the CB with reduced computational complexity.</P>

본 논문에서는 지역 특성에 기반한 주파수 영역에서의 비선형 외삽법을 통한 영상 복원 기법을 제안한다. 기존의 비선형 외삽법은 객체의 경계 부분에서 링잉(ringing) 현상이 발생한다는 단점이 있다. 제안된 영상 복원 기법은 기존의 단점을 보완하기 위해 영상의 지역적 특징을 고려하는 적응적 복원 기법을 도입하였다. 즉, 열화된 영상을 일정 크기의 블록으로 나누고, 각 블록의 특성을 파악하여 단순한 영상을 포함한 블록, 한 개의 경계를 포함한 블록, 그리고 복잡한 영상을 포함한 블록으로 구분한다. 각 블록의 특징에 따라 적응적인 비선형 외삽법을 적용하여 영상을 복원한다. 실험 결과에서 제안하는 알고리즘이 기존의 방법보다 주관적, 객관적 관점에서 향상된 화질을 갖는 것을 알 수 있다. In this paper, we propose a locally adaptive image restoration method based on nonlinear extrapolation in frequency domain. In general, the conventional method causes ringing artifacts on the object boundary. To solve this problem, we introduce an improved restoration method which considers textures of an image block. In the proposed method, a blurred image is divided into several blocks, and each block is classified into three groups; simple, one edge, and complex blocks according to the contained texture. Depending on the classification result, adaptive nonlinear extrapolation is applied to each block in a blurred image. Experimental results show that the proposed algorithm can achieve higher quality image in both subjective and objective views as compared with the conventional method.
