The Russian Arctic in the Post-Soviet Period: Dynamics of Migration Processes

While targeting nine Arctic subjects of Russia, the article attempts to reveal the dynamics of migration processes in the post-Soviet Russian Arctic, and to identify the role of migration in shaping the region’s labor resources. The source database includes the materials of the Soviet and Russian censuses as well as statistical data relating to the socioeconomic development of the Russian Federation Arctic zone available on the official website of the Russian State Statistics Service. The research indicates that the positive demographic and migration dynamics of the Soviet period have reversed course after the dissolution of the USSR. From 1990 to 2017, the population of the Russian Arctic decreased by almost 20 percent. Forty percent of this loss can be attributed to migration outflow. At present, the situation has stabilized thanks to state measures supporting fertility and stimulating the development of Arctic areas. Positive changes are apparent in the fact that oil- and gas-producing subjects are currently the main centers attracing migrants from around the country and near abroad. Migration makes up only 5 percent of available labor resources. Of this number, slightly more than 1.0 percent accrues to international migrants.

After establishing of diplomatic relations on September 30, 1990 the interaction between the Russian Federation and the Republic of Korea has gained a multiplanned character and it manifested in regular meetings, including summit meetings, and in signing of a whole range of international agreements. The main trends of bilateral cooperation were defined in the Agreement towards the base of the relations, signed in November 1992 while in Seoul President's of the Russian Federation visit. This basic document and the joint Declaration, developed during President's of the Republic of Korea visit to Moscow in 1994, are creating a real basis for the future development of the relations between the two countries. The legislation of the Russian Federation creates the basis for the development of international and external economic links of its subjects. Irkutsk region and the Republic of Korea are studying in details the question concerning the possibility of Korean companies' participation in the development of Kavykhta's gas condensate field, its complete prospecting, projecting and in building of the main pipeline. The project is one of the main trends in which Irkutsk region and the Republic of Korea could develop the cooperation of mutual benefit. As a result of the concluded in October 2000 the Russian Korean interstate agreement towards the cooperation in the field of power industry and the participation of Korea in the development oftechnical economical basis on Irkutsk gas project, the cooperation of the two countries in the field of power industry and the use of natural resources has become closer. The cooperation between Russia and the Republic of Korea is realizing in two forms conclusion of the international agreements (legal form) and the creation of the international bodies, and the participation in the activity of the international organizations (organizing form). In the coordination of the bilateral cooperation Russian-Korean joint Commission on economic and scientific - technical cooperation plays an important role. The regulations of the Commission was signed on November 20, 1992. The joint Commission includes 10 branch committees and sub-commissions on: scientific technical cooperation, atomic power, fishing, cooperation in the field of power industry and mineral resources, commerce, the cooperation in the field of environment protection, in the field of industry, transport and Russian-Korean Committee on the Far East and Siberia. The model of the formed cooperation between the Russian Federation and the Republic of Korea defines the situation and perspectives of the two countries' interaction in the field of environment protection as well. The problems of environment protection, evidently, are not considered as an exceptional domestic problem of a state. Moreover, many ecological problems are common and have a regional character. And that is why it is necessary to make joint interstate efforts to resolve them. Among the main trends of the bilateral cooperation, touching on the questions of environment protection, can be defined as: - problem of radiation safety and the environment protection as one of the trends of the cooperation in the field of peace use of nuclear power; - expansion of the cooperation in cultivating of natural resources of East Siberia and the Far East; - cooperation in the sphere of migratory birds' protection; - determination of the perspectives of scientific-technical cooperation in the sphere of meteorology.

This article examines the modification of surface properties of ultrahigh-molecular-weight polyethylene (UHMWPE) with nanoscale ceramic particles to fabricate an improved composite with butadiene-nitrile rubber (BNR). Adhesion force data showed that ceramic zeolite particles on the surface of UHMWPE modulated the surface state of the polymer and increased its compatibility with BNR. Atomic force microscopy phase images showed that UHMWPE made up the microphase around the zeolite particles and formed the evolving layer with a complex interface. The complex interface resulted in improvements in the mechanical properties of the composite, especially its low-temperature resistance coefficients, thereby improving its performance in low-temperature applications.
