        Warehouse Location Decision Factors in Humanitarian Relief Logistics

        The importance of preparedness is emphasised as humanitarian supply chain gets even more sophisticated. Among the different forms of preparedness for disaster relief management, pre-purchasing of stock in a pre-positioned warehouse is considered to be best for maximising the effectiveness of humanitarian aid supply chains. However, there have been very few studies that consider the business-focused application of the multi-criteria location problem to the pre-positioning of warehouses for humanitarian relief organizations. Therefore, this study empirically identifies the key factors considered for selecting humanitarian relief warehouse location as criteria in AHP. Results indicate that the cooperation attribute is the most important factor when selecting facility location in humanitarian relief, followed by national stability, cost, logistics and location. Theoretical and managerial implications of the research findings for humanitarian relief logistics are discussed.

        The Pre-positioned Warehouse Location Selection for International Humanitarian Relief Logistics

        This study aims to identify the most appropriate pre-positioned warehouse location for international humanitarian relief organisations. A two-step methodology is structured using fuzzy AHP and fuzzy TOPSIS to evaluate pre-positioned warehouse locations for humanitarian relief organisations. The empirical case study analysis of a humanitarian relief organisation is conducted to illustrate the use of the proposed framework for ranking alternative locations. This framework provides a more accurate, effective, and systematic decision support tool for stepwise implementation of warehouse location selection in humanitarian relief operations to increase efficiency. National stability is considered the most crucial factor for warehouse selection followed by host country cooperation. Location A was identified as the optimal warehouse location, with Locations D and E being relatively close. However, the organisation operates at Location A due to the national stability and government incentives such as land costs and customs exemption.

        항만의 지속가능한 개발·운영: TBL을 중심으로

        지속가능한 개발·운영은 과거 환경적인 요인으로만 제한적으로 사용되던 것과는 달리 최근 들어 경제적·사회적 요인들을 동시에 다루고 있다. 환경의 중요성에 대한 인식이 증가됨에 따라 항만 개발·운영은 새로운 도전에 국면하고 있으며, 이에 대응하기 위해서는 항만 개발계획과 운영에 있어 미래 지속적인 성장을 위한 방향으로 나아가야 한다. 항만개발·운영과 관련하여 환경적인 영향을 최소화하고 그린 항만운 영을 촉진시킬 수 있는 다양한 활동이 추진되고 있으나, 환경·사회·경제적인 요인을 모두 고려한 Triple Bottom Line을 활용한 지속가능한 항만개발과 운영의 기준이 무엇이고, 이로 인한 성과가 어떠한지 설명해 주는 포괄적인 선행연구는 드물다. 따라 서 본 연구에서는 국내 및 해외 주요항만의 지속가능한 항만 개발 및 운영 사례를 살펴보고, 지속가능성을 구성하는 3가지 기준을 중심으로 그에 따른 효과를 조사해 봄으로써 향후 지속가능한 항만개발 및 운영을 위한 발전방향을 제시하고자 한다. Increasing environmental pressure and awareness, such as the impact of climate change, posit new challenges to port development that, in turn, call for measures aiming at minimizing their impact and pursuing sustainable operations. In this respect, several legislations relating to the construction and extension of ports have been introduced at both international and national levels in a timely manner to minimize the environmental impact and pursue sustainable operations in the long run. Based on stricter standards, these legislations aim to incorporate environmental issues into core strategies of port development. Therefore, sustainability is increasingly seen as a key driver of port development in the next decades. New ports are being constructed and existing ports are being expanded throughout the world to meet the increasing demand of population and requirements from various industries (Gupta et al. 2005). Ports must plan and manage their future developments (growth and expansion) and operations in a sustainable manner in order to cope with the limited or decreased environmental space and intensified interactions with their hinterlands. The required harmony of ports with their surrounding cities clearly renders green growth an important economic driver (Black, 1996). In this respect, several studies have measured ports’ sustainable performance ( i.e., Chin and Low, 2010; Lirn et al. 2012; Tsinker, 2004; Wiegmans and Louw, 2011). Rather than studying the impact of sustainability in port management, most of the literature related to sustainable port development is focused on ecological issues (i.e., Berechman and Tseng, 2012; Dinwoodie et al. 2012; Liao et al. 2010) and monitoring of environmental impacts (i.e., Darbra et al. 2004, 2005; Gupta et al. 2005; Wooldridge et al. 1999). Recently, some authors analyzed the strategic issues (i.e., Denktas-Sakar and Caratas-Cetin, 2012; Haezendonck et al. 2006) and operations of green ports (i.e., Acciaro et al. 2014), contributing to the identification of the value addition that environmental performance might bring to ports. Among a few studies on the impact of sustainability in port management, only environmental (i.e., Gouliemos, 2000; Le et al. 2014; Peris-Mora et al. 2005; Villalba and Gemechu, 2011) or both economic and environmental aspects of sustainability have been considered (i.e., Asgari et al. 2015). Yap and Lam (2013) studied the impact of ports’ spatial expansion development on the environmental, economic, and social dimensions. They emphasized that it is even more important to address ecological issues at the planning stage and before terminal construction of any future port development project than taking note of green port practices when the port is already in operation. Nevertheless, there is little information that clearly and comprehensively describes what sustainable port development actually entails or, in other words, what are considered as sustainable port development indicators. Therefore, this study aims to investigate the main factors that shape sustainable port development by identifying overseas and Korean cases and examining how these ports practice sustainable development in order to suggest academic, managerial, and policy implications.

        Multimodal Transportation: The Case of Laptop from Chongqing in China to Rotterdam in Europe

        Multimodal transportation is a key component of modern logistics systems, especially for long-distance transnational transportation. This paper explores the various alternative routes for laptop exports from Chongqing, China to Rotterdam, the Netherlands. It selects seven available routes for laptop transportation from Chongqing to Rotterdam. The multimodal model was adopted to demonstrate alternative routes using various factors such as transport cost, transfer cost, transit time, transport distance, document charge, port congestion surcharge, customs charge, confidence index and so on. Among possible alternative routes, the results indicate that the route 6 was the fastest routes except for the air transport (route 7), while the route 1 was the cheapest and safest way. Nonetheless, route 1 may be not suitable for the laptop transport due to the importance of timeliness. The logisticians may able to utilize this research’s findings to make a balance between transit time and transport cost for effective multimodal transport of laptops from Chongqing to Rotterdam.

      • Towards the Self-Disclosing Generative Model Capable of Explaining the Rationale on Emotionally Supportive Response

        In this paper, we propose a single neural network-based generative model that can explain the rationale behind the generated emotionally supportive responses. The model was trained to provide the user's emotion, a degree of intensity of the emotion, and the treating strategy along with an emotionally supportive response given the user's input. The average AUC scores on predicting the emotion, emotion intensity, and treatment strategy were 0.69, 0.62, and 0.55, respectively. We further conducted a human evaluation using a Mean Opinion Score (MOS) survey. According to the results, approximately 70% of human users are likely to be satisfied with the model's emotionally supportive responses and its explanation performance. These results confirm that a single neural network could be sufficient to provide users with more dependable and consistent emotional support during their interactions.

        정서적 지원 대화를 위한 챗봇 개발 시, 사용자의 챗봇에 대한 사용성 및 대화 적절성을 높이기 위해서는 사용자 감정에 적합한 지원 콘텐츠를 제공하는 것이 중요하다. 이를 위해, 본 논문은 사용자 입력 텍스트의 감정 강도 예측 모델을 제안하고, 사용자 발화 맞춤형 정서적 지원 대화에 적용하고자 한다. 먼저 입력된 한국어 문장에서 키워드를 추출한 뒤, 이를 각성도 (arousal)과 긍정부정도(valence) 공간에 투영하여 키워드가 내포하는 각성도-긍정부정도에 가장 근접한 감정을 예측하였다. 뿐만 아니라, 입력된 전체 문장에 대한 감정 강도를 추가로 예측하여, 핵심 감정 강도 - 문맥상 감정강도를 모두 추출하였다. 이러한 통섭적 감정 강도 지수들은 사용자 감정에 따른 최적 지원 전략 선택 및 최적 대화 콘텐츠 생성에 공헌할 것으로 기대한다.

        An Analysis of Port Service Quality and Customer Satisfaction: The Case of Korean Container Ports

        Ports play a critical role in the economy of many countries and regions. Failure or unreliability of port services can significantly influence port customers—shipping lines and cargo owners—and result in their dissatisfaction. However, what constitutes port service quality (PSQ) and its influence on the satisfaction of port customers has not been well investigated in the literature. Therefore, this study investigates the concept of PSQ and its influence on customer satisfaction in the case of Korean container ports. Following a literature review, a conceptual model of PSQ and its influence on customer satisfaction is proposed. The model was validated through a survey of 313 members of the Korean Port Logistics Association (KPLA). Partial least squares structural equation modeling (PLS-SEM) was conducted to confirm the PSQ dimensions and to examine their relationship with customer satisfaction using SmartPLS 3.2.1 software. PSQ is found to be a five-factor construct, and its management, and image and social responsibility factors have significant positive effects on customer satisfaction. In addition to its academic contribution, this study also contributes to management practices because port managers can use the PSQ scale to measure their customers’ satisfaction and justify investments in the quality management of port services.

        A Medium-Maturing, Dull Cultivar ‘Baegjinju 1’

        다양한 용도의 가공용 품종을 육성할 목적으로 1995년 하계에 아밀로스함량이 낮은 일품벼 변이체 Ilpum (MNU)-10- 2-GH1-3을 모본으로 하고 양질 내도복성인 서안벼를 부본으로 교배하여 SR21716-30-2-3-1을 선발하여 ‘수원491호’로 계통명을 부여한 후 2003년-2005년 3개년 간 지역적응시험을 실시한 결과 그 우수성이 인정되어 2005년 12월 직무육성 신품종 선정위원회에서 국가목록등재품종으로 선정됨과 동시에 ‘백진주1호’로 명명하였다. 출수기는 보통기 재배에서 평균 출수기가 8월 20일로 ‘화성벼’보다 10일 정도 늦은 중만생종이며, 벼키는 86 cm, 이삭길이는 22 cm로 ‘화성벼’와 비슷하고, 주당수수는 10개로 ‘화성벼’보다 3개 적으나, 이삭당 벼알수는 121개로 ‘화성벼’보다 25개 많다. 도열병에는 안정적이나, 흰잎마름병 및 바이러스병과 벼멸구 및 애멸구 저항성은 약하다. ‘백진주1호’는 성숙기 하엽노화가 늦은 반면 수발아율은 ‘화성벼’에 비해 낮았고, 춘천 냉수처리 검정에서 적고발현은 적었으나, 임실율이 ‘화성벼’보다 낮았으며, 도복에 강하다. ‘백진주1호’는 단원립으로 쌀 외관은 찹쌀과 같은 뽀얀 특성을 지니고 있으나, 아밀로스함량이 11.5%로 메벼와 찰벼의 중간특성이고, 도정율은 ‘화성벼’와 비슷한 특성을 나타냈다. 보통기재배 평균 쌀 수량은 중부평야 2개소 및 남부평야 4개소에서 4.92 MT/ha로 ‘화성벼’와 남평벼보다 8% 적었으며, 재배적지는 중부평야 및 남부평야이다. ‘Baegjinju 1’ is a new Japonica rice variety developed from a cross Ilpum (MNU)-10-2-GH1-3 and ‘Seoanbyeo’ by a rice breeding team of National Institute of Crop Science, RDA, during the period from 1995 to 2005. This variety has heading date of August 23 in central plain area of Korea. It has a good semi-elect plant type and resistance to lodging with strong culm. The number of panicles/hill of ‘Baegjinju 1’ is more than that of ‘Hwaseongbyeo’, and milled rice of that shows dull and medium short grain. It has very low amylose content (11.5%) and similar gelatinization temperature and good texture characteristics of cooked brown and milled rice compared with ‘Baegjinju’. It has moderate to leaf blast, but susceptible to bacterial blight, virus disease and insect pests. The yield performance of this variety is about 4.92MT/ha in milled rice in local adaptability test for three years (2003-2005). ‘Baegjinju 1’ is adaptable to central and southern plain areas of Korea

        Incidental thyroid nodules are commonly detected on ultrasonography (US). This has contributed to the rapidly rising incidence of low-risk papillary thyroid carcinoma over the last 20 years. The appropriate diagnosis and management of these patients is based on the risk factors related to the patients as well as the thyroid nodules. The Korean Society of Thyroid Radiology (KSThR) published consensus recommendations for US-based management of thyroid nodules in 2011 and revised them in 2016. These guidelines have been used as the standard guidelines in Korea. However, recent advances in the diagnosis and management of thyroid nodules have necessitated the revision of the original recommendations. The task force of the KSThR has revised the Korean Thyroid Imaging Reporting and Data System and recommendations for US lexicon, biopsy criteria, US criteria of extrathyroidal extension, optimal thyroid computed tomography protocol, and US follow-up of thyroid nodules before and after biopsy. The biopsy criteria were revised to reduce unnecessary biopsies for benign nodules while maintaining an appropriate sensitivity for the detection of malignant tumors in small (1–2 cm) thyroid nodules. The goal of these recommendations is to provide the optimal scientific evidence and expert opinion consensus regarding US-based diagnosis and management of thyroid nodules.

        Development of Near-isogenic Japonica Rice Lines with Enhanced Resistance to Magnaporthe grisea

        Thirteen near-isogenic lines (NILs) of japonica rice were developed via a backcross method using the recurrent parent Chucheong, which is of good eating quality but is susceptible to Magnaporthe grisea, and three blast resistant japonica donors, Seolak, Daeseong and Bongkwang. The agro-morphological traits of these NILs, such as heading date, culm length, and panicle length, were similar to those of Chucheong. In a genome- wide scan using 158 SSR markers, chromosome segments of Chucheong were identified in most polymorphic regions of the 13 NIL plants, and only a few chromosome segments were found to have been substituted by donor alleles. The genetic similarities of the 13 NILs to the recurrent parent Chucheong averaged 0.961, with a range of 0.932−0.984. Analysis of 13 major blast resistance (R) genes in these lines using specific DNA markers showed that each NIL appeared to contain some combination of the four R genes, Pib, Pii, Pik-m and Pita-2, with the first three genes being present in each line. Screening of nine M. grisea isolates revealed that one NIL M7 was resistant to all nine isolates; the remaining NILs were each resistant to between three and seven isolates, except for NIL M106, which was resistant to only two isolates. In a blast nursery experiment, all the NILs proved to be more resistant than Chucheong. These newly developed NILs have potential as commercial rice varieties because of their increased resistance to M. grisea combined with the desirable agronomic traits of Chucheong. They also provide material for studying the genetic basis of blast resistance.
