        Marine Transportation in the Philippines

        This paper details the maritime accidents that occurred in the Philippines from 1972 to 2010. Firstly, it describes the general maritime situation in the country. It was followed by the traffic and safety infrastructure and the prevailing weather in the archipelago. The third section deals with the accidents’ statistics and their geographical locations which is further sub-divided into three regions. It is grouped according to 10-year period. This paper describes the actual maritime situations, the pertinent national regulations, the inter-agencies policies and their safety regimes. It illustrates the shipping environment in the country including the maritime aids and infrastructure and the on human element factors.

        A Study on the Minimum Safe Distance Index of Filipino Navigators in the Vicinity of Obstacles and in Adverse Weather Conditions

        This paper investigates minimum safe distances relative to a ship’s four cardinal sides, as perceived by Filipino navigators when encountering dangerous elements and in adverse weather conditions when maneuvering in and around harbors. It uses a descriptive research method in the form of a questionnaire survey for experienced Filipino navigators of various ranks. During the course of research, 71 responses were colleted and the resulting data is presented in graphical and tabulated forms. Statistical methods including Pearson-product moment correlations, Cronbach’s Alpha and ANOVA were used to identify internal associations, consistencies and significances, respectively. It has been proven that there are no significant differences in minimum safe distances relative to a ship’s four cardinal sides, whether maneuvering while approaching a port or within an inner harbor. This study has been deemed significant for training future navigators, managing traffic in fairways, and designing harbors and maneuvering areas in the approaches to ports, among other applications. This work can also be used as a preliminary study for comparison with the well known safe domains presently in use.

        Diversity of the genus Sheathia (Batrachospermales, Rhodophyta) in northeast India and east Nepal

        Freshwater red algae of the order Batrachospermales are poorly studied in India and Nepal, especially on a molecularbasis. During a survey in northeast India and east Nepal, six populations of the genus Sheathia were found and analyzedusing molecular and morphological evidence. Phylogenetic analyses based on the rbcL gene sequences grouped allpopulations in a large clade including our S. arcuata specimens and others from several regions. Sheathia arcuata representsa species complex with a high sequence divergence and several smaller clades. Samples from India and Nepal weregrouped in three distinct clades with high support and representing new cryptic species: a clade formed by two samplesfrom India, which was named Sheathia assamica sp. nov.; one sample from India and one from Nepal formed anotherclade, named Sheathia indonepalensis sp. nov.; two samples from Nepal grouped with sequences from Hawaii and Indonesia(only ‘Chantransia’ stages) and gametophytes from Taiwan, named Sheathia dispersa sp. nov. Morphologicalcharacters of the specimens from these three species overlap one another and with the general circumscription of S. arcuata, which lacks the heterocortication (presence of bulbous cells in the cortical filaments) present in other species ofthe genus Sheathia. Although the region sampled is relatively restricted, the genetic diversity among specimens of thesethree groups was high and not closely related in the phylogenetic relationship with the other clades of S. arcuata. Thesedata corroborate information from other groups of organisms (e.g., land and aquatic plants) that indicates this region(Eastern Himalaya) as a hotspot of biodiversity.

        Increasing the functional quality of Crocus sativus L. by-product (tepals) by controlling spectral composition

        Crocus sativus L. is a crop grown for spice production, and large amounts of residues from the flowers are produced during the process. The underutilized by-product from saffron spice production, the C. sativus tepals, was investigated as a promising raw material of natural bioactive compounds using light spectrum manipulation in controlled environments. The plants were grown under either light-emitting diodes (LEDs) or natural light (NL, greenhouse). LED experiments were performed in controlled-environment chambers (120 µmol m–2 s–1of photosynthetically active radiation, 18 °C, 16-h photoperiod). The LED treatments used were as follows: (i) red ʎ = 660 nm (62%) and blue ʎ = 450 nm (38%) (RB); and (ii) red ʎ = 660 nm (50%), green ʎ = 500–600 nm (12%), and blue ʎ = 4 50 nm (38%) (RGB). Flower growth parameters, total phenols, total flavonoids, flavonols, flavonol glycosides, and antioxidant properties were measured in harvested tepals. Floral by-products from plants grown under the two LED treatments accumulated higher amounts of antioxidant compounds compared to those of plants grown under NL. The total flavonoids content was significantly enhanced in the RGB LED treatment, while the corolla fresh weight significantly declined in the same treatments. The higher content of bioactive secondary metabolites in plants grown under both RB and RGB light environments resulted in increased antioxidant capacity measured by DPPH free-radical scavenging capacity and the ferric reducing antioxidant power method. These results indicate that manipulation of LED spectra could boost secondary metabolites and antioxidant capacity to obtain phytochemically enriched floral by-products with superior functional quality.

        Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

        Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.

        Hybrid nonlinear control of a tall tower with a pendulum absorber

        Pendulums can be used as passive vibration control devices in several structures and machines. In the present work, the nonlinear behavior of a pendulum-tower system is studied. The tower is modeled as a bar with variable cross-section with concentrated masses. First, the vibration modes and frequencies of the tower are obtained analytically. The primary structure and absorber together constitute a coupled system which is discretized as a two degrees of freedom nonlinear system, using the normalized eigenfunctions and the Rayleigh-Ritz method. The analysis shows the influence of the geometric nonlinearity of the pendulum absorber on the response of the tower. A parametric analysis also shows that, with an appropriate choice of the absorber parameters, a pendulum can decrease the vibration amplitudes of the tower in the main resonance region. The results also show that the pendulum nonlinearity cannot be neglected in this type of problem, leading to multiplicity of solutions, dynamic jumps and instability. In order to improve the effectiveness of the control during the transient response, a hybrid control system is suggested. The added control force is implemented as a non-linear variable stiffness device based on position and velocity feedback. The obtained results show that this strategy of nonlinear control is attractive, has a good potential and can be used to minimize the response of slender structures under various types of excitation.

        Trajectory Data Warehouses: Design and Implementation Issues

        In this paper we investigate some issues and solutions related to the design of a Data Warehouse (DW), storing several aggregate measures about trajectories of moving objects. First we discuss the loading phase of our DW which has to deal with overwhelming streams of trajectory observations, possibly produced at different rates, and arriving in an unpredictable and unbounded way. Then, we focus on the measure presence, the most complex measure stored in our DW. Such a measure returns the number of distinct trajectories that lie in a spatial region during a given temporal interval. We devise a novel way to compute an approximate, but very accurate, presence aggregate function, which algebraically combines a bounded amount of measures stored in the base cells of the data cube. We conducted many experiments to show the effectiveness of our method to compute such an aggregate function. In addition, the feasibility of our innovative trajectory DW was validated with an implementation based on Oracle. We investigated the most challenging issues in realizing our trajectory DW using standard DW technologies: namely, the preprocessing and loading phase, and the aggregation functions to support OLAP operations.
