        특집 : 평화와 통일의 사건사; 북핵문제와 남북관계, 갈등과 협력의 이중주 -앙상블을 위하여

        이 글의 목적은 북핵문제 해결을 위한 노력과 좌절들을 고찰하면서 현실적인함의를 찾는 것이다. 고찰의 주요 대상은 노무현 정부와 이명박 정부이지만 북핵20년의 역사적 인문학적 고찰이라는 점에서 김영삼 정부와 박근혜 정부도 포함시켰다. 김영삼 정부는 피는 물보다 진하다는 감성에서 출발하였지만 핵을 가진자와 악수할 수 없다는 강경노선으로 변화함으로서 통미봉남을 자초하였다. 노무현정부는 북핵불용이라는 원칙하에 북핵문제를 남북관계 차원에서 풀려고 노력했지만 ‘핵은 남쪽을 겨냥한 것이 아니다’라는 북한의 대미협상 선호논리에 막혀 가다 서다를 반복하였다. 이명박 정부는 ‘비핵·개방·3000’ 구상을 내세웠지만 모든 대화와 교류협력의 단절로 비핵화도 이루지 못하고 남북관계도 진전시키지 못한 최악의 한반도 상황을 이끌었다. 박근혜 정부는 핵을 머리에 이고 살 순 없다는 강력한 비핵화 의지를 보여주고는 있지만, 정치적 상황과 관계없이 인도적 지원은 하겠다는 유연한 입장도 견지하고 있기 때문에 앞으로의 정책이행이 주목된다. 북핵20년사는 한반도문제가 남북한의 문제이면서 국제적인 성격을 지닌다는 이중성을 그대로 보여주었다. 이러한 이중성을 극복하기 위해서는 관련국들의 공동노력을 통한 조화로운 앙상블이 요구된다. 북핵문제와 남북문제 해결의 선순환관계, 한미공조와 한중협력의 균형적 발전, 평화통일을 위한 내외의 합의기반조성이 시급한 과제이다. 갈등과 협력의 이중주 속에서도 한반도문제와 관련된 모든 연주자들이 조화롭고 협력적인 앙상블을 가하는 순간 한반도 통일은 우리가 원하는 방향으로 우리 곁에 다가올 것이다. The purpose of this article is to find practical implications to resolve the North Korean nuclear issue through discussing the efforts and frustrations behind this subject. The main target of the study is the historical consideration of 20 years of the nuclear issue from the Kim Young-sam to the incumbent Park Geun-hye administrations, although the main focus is on Lee Myung-bak and the Roh Moo-hyun administrations. Kim Young-sam government departed from the sentiment of “Blood is thicker than water,“ but it ended up as a hardliner policy from its firm position that it will not hold hands with a nuclear state. This eventually led to North Korea`s policy of “Talk to the US, Isolate the South.” Roh Moo-hyun government took the approach to resolve the nuclear issue in the context of inter-Korean relations under the principle of intolerance for nuclear weapons, but North Korea retorted with the argument that ``nuclear arsenals`` were not aimed for the South and North-South relations repeated the stop-and-go from North`s preference to talk with the US. Lee Myung-bak administration`s Vision 3000 or “denuclearization, openness, and 3000” policy resulted in all dialogues, exchanges and cooperation with the North to come to a complete halt, unsuccessful in achieving denuclearization or improving relations resulting in the worst inter-Korean relations in history. The Park Geun-hye government also is endorsing a strong ambition of denuclearization and at the same time showing a rather flexible attitude to continue humanitarian assistance regardless of political situation. The 20 years of the nuclear history of the Korean Peninsula indicates such duality- one that it is both inter-Korean and international concern. In order to overcome the duality, it requires harmonious ensemble with the major actors in the region to join in efforts and overcome challenges. The main tasks at hand is to turn the current inter-Korean relations to a virtuous cycle, balanced development of US-Korea and South Korea-China cooperation, and seek consensus-based resolution toward the peaceful reunification of the Korean Peninsula. Under the duet of conflict and cooperation, all the players involved with the Korean Peninsula should attempt to form harmonious and cooperative ensemble in order to head toward the direction we want in reunification.

        문재인 정부 부동산정책의 비판적 평가

        문재인 정부에서 주택시장 안정을 목표로 수 십 차례 대책을 발표했음에도 수도권 아파트 매매시장은 급등추세를 피하지 못하고 있다. 정책의 주요 타깃은 서울, 특히 강남권의 재건축이라는 면에서 노무현 정부의 정책을 답습하고 있다. 주택시장 또한 노무현 정부 시기 반응했던 방식을 반복하고 있다. 한 가지 차이점은 참여정부 시기에는 서울의 가격 급등세가 수도권 전역으로 파급되는 동조화 현상이 강했지만 문재인 정부에서는 상당한 기간 동안 경기도 아파트 시장과 서울 아파트 시장이 탈동조화 현상을 보였다는 점이다. 많은 비판을 받는 문재인 정부의 주택정책에는 그 기본적인 시각에 적지 않은 문제점이 있다. 국내 주택시장의 독특한 기제인 유기적인 매매시장과 전월세시장의 관계에 대한 이해 부족, 본질적으로 모호할 수밖에 없고 원인이라기보다는 시장상황에 대한 반응으로 발생하는 투기적인 행태에 매몰된 과도한 규제, 1가구 1주택 소유주의란 구호성 목표와 다주택자의 긍정적 측면을 무시한 징벌적인 조세정책 등 여러 가지 문제점을 안고 있다. 이렇게 반복된 규제정책의 발표와 적절한 공급 확대를 만들어내는 데 실패한 결과는 대부분의 국민들이 체감하고 있다. 본 논문에서는 과거 노무현 정부 시기부터 현 문재인 정부까지의 정책 추이를 분석하는 것으로 시작하여 문재인 정부의 주택시장 상황을 종합적으로 진단하고자 한다. 이어서 1가구 1주택 소유주의에 기반한 다주택자 정책, 도심에 주택공급 위축을 초래한 정비사업 정책, 그리고 최근 논란이 되고 있는 임대차3법 정책의 실효성을 분석 및 평가함으로써 정부정책의 바람직한 방향성을 제시하고자 한다. Even though Moon Jae-in govenrment introduced dozens of policies to control the housing market, housing price in the Seoul Metropolitan Area has kept increasing rapidly. The housing policy framework of the Moon's government resembles that of Roh Moo-Hyun govenrment, which was focused on the strong regulations to restrict redevelopments in the Gangnam area and multi-house ownership. The Moon's government has shared the failures with the Roh's governemnt, too. One noticeable difference between two governments is that during the Roh’s administration period, the price surge in Seoul was spread into wider Gyunggi province promptly. while it was retained in Seoul during the first half of the Moon's. For now, Gyeonggi province is however suffering from soaring housing price following Seoul. This difference in trends provides important clues to understand the housing market conditions during the Moon's government. This study attempts to assess the housing policies of Moon Jae-In govenrment in the comparative framework with those of other governments, espeically focused on Roh Moo- hyun government. The final results indicate that unitended side effects have been stronger than the designated effects.

        Colonic lipoma is rare and mostly asymptomatic lesions; but as they become larger they may produce abdominal pain, constipation, diarrhea, hemorrhage, and intussusception. We report the case of a 61-year-old male who sufferd from nonspectific recurrent abdominal pain in the right upper and lower quadrants. Abdominal computed tomography (CT) revealed a constipating colonic tumor. The patient underwent an operative resection with primary anastomosis. His postoperative course was unremarkable, and he was discharged to home on postoperative day 11. Surgical pathologic examination comfirmed a large lipoma.

        재한줌머공동체의 ‘실금’과 한국사회의 다문화 수용력

        The purpose of this paper is to highlight, with the help of the Jumma community, a refugee community in Korea, the way in which the immigrant community is affected by the combination of the two factors, the adaptibility of the immigrants and the receptibility of Korean society. The main argument is to identify the fact that the components of the pre-state identities, which detonates the refugeefication, lead the internal differentiation of the refugee community due to the refugee’s strategy of adaptation, on the one hadn, and the characteristics of supporting organizations of the protection states, on the other. In this paper, first, the special aspects of refugees in their development are investigated, and, second, the Jumma community’s effort to keep their pre-state identities and the formative process of the Jumma community in Korea are evaluated. Thu authors identify the phenomenon of differentiation among refugees through the relationship with the supporting organizations in Korea. This division process of the refugee community possibly accelerates the dissolution and break-up of immigrant community. For this reason, the systematic management of refugees is also required. The outcome of this research includes: first, the immigrant community, which has been assumed as the united and homogeneous community, is internally evolved to different directions; second, the evolution of the immigrant community is led or strengthened by the supporting organizations in Korea which is relate to their own interests; third, the research on refugees, which has been alienated in the immigration and multiculturalsim studies for a long time, is evoked loudly; the importance of religion for the refugees’ adaptation process to the protecting country; last but not least, the Korean society is asked for its multicultural receptive policies to respect the tradition of the immigrant community and to manage their internal differentiation.

        시호(Bupleuri Radix)분말이 고콜레스테롤 급여 흰쥐의 체지질구성 및 TBARS량에 미치는 영향

        Effects of powdered siho(Bupleuri Radix) on lipid composition and TBARS were investigated in rat fed high cholesterol. Plasma total cholesterol showed a tendency to increase in cholesterol group(P<.OS). However, in the cholesterol group, contents of serum total cholesterol showed no significantly different among treatments(P>.OS). Plasma HDL-cholesterol and triglyceride contents showed no significantly different among treatments(P>.OS). Liver total cholesterol showed a tendency to increase in cholesterol group, however these values showed no significantly different among all the treatments(P>.05). Liver triglyceride contents showed no significantly different among all the treatments(P>.05). Contents of plasma and liver TBARS were high (Pc.05) in control group fed high cholesterol only. however these values were lower by powdered siho(Bupleuri Radix) feeding. Glutathione peroxidasc activity showed low in control group fed high cholesterol only(P<.OS), however these values showed a tendency to increase(P<.OS) by powdered ailio(Bup1euri Radix) feeding

      • CHARACTERISTIC POLYNOMIALS OF SOME WEIGHTED GRAPH BUNDLES AND ITS APPLICATION TO LINKS

        In this paper, we introduce weighted graph bundles and study their characteristic polynomial. In particular, we show that the characteristic polynomial of a weighted K_(2) (??_(2)) bundles over a weighted graph Γ_(ω) can be expressed as a product of characteristic polynomials two weighted graphs whose underlying graphs are Γ As an application, we compute the signature of a link whose corresponding weighted graph is a double covering of that of a given link.

      • CV黑鉛鑄鐵의 磨滅特性에 미치는 Mn 및 Ni 微量添加의 影響

        The Influences of small additions of Mn, Ni and holding time after spheroidization treatment on the wear characteristics of CV graphite cast iron are studied. The main results are summarized as follows. 1) The graphite form of cast iron shows spheroidal type, CV type and flake type with increasing holding time after spheroidization treatment of melt. The graphite form does not change with increasing amounts of Mn and Ni. 2) The hardness and tensile strength of cast iron increase with increasing amounts of Mn and Ni contents. 3) The change in wear mechanism for CV graphite cast iron shows abrasive wear, corrosive wear and adhesive wear with increasing wear speed. 4) Wear resistance of spheroidal graphite cast iron shows the highest value of-all, and CV graphite cast iron shows greater value than flake graphite cast iron. The wear loss of Mn, Ni added CV graphite cast iron decreases with increasing amounts of additives.

        행정소송 과정에서 나타난 법학전문대학원 예비인가 결정의 문제점

        Entering the Moo-hyun Noh's governmelt, the pressure for the judicial reform from the civilian society surged, On this move, the law school agenda was critically reviewed and the legislative initiative relating the change for law school system was launched, The act concerning law schools has authorized the special committee to review the qualification of each prospective applicants, Due to many faults from the review process and subsequent screening decision, the new system faces with the conflicts and harsh dissention from its inception, I would urge that the screening decision entails a scope of flaws making it illegal and stays no longer effective, which include the violation of :panel's qualification clause and procedural requirements, prejudice of the review standards, as well as discriminatory application of the double standard against geographical justice, The aberration for the carriage of law school reform is predestined in some aspect where the government is strict with the low number of law graduates limiting the ceiling of 2000, and because each university eagerly strains for the successful law school bidding, In my point of view, the government needs to revoke the screening decision, and should begin new process in compliance with the statute substantially and procedurally, Considering the flaws underlying the previous decision, I argue that the review panel have to be reshuflled overall and that the selection decision has to be reshaped from reasonable and unbiased substantive standards, Fundamentally, the law school reform only could acquire the support of interested parties provided that the total quota of students get upgraded and that the governmental license is liberalized from the stern control of qualification review, That is also the way, I think, to corroborate with the road map of grand-scale judicial reform

        정책사업가로서 한국 대통령의 자질 및 전략 형태에 따른 정책의 결정 양상과 집행 결과에 대한 탐색적 고찰

        This study was conducted to determine the relationship between coupled logic and decision methods, which are direct factors of policy making, and political connections, qualifications such as consistency of negotiation skill, and strategies such as structuralization, graded solutions, use of symbolism, coping with conflict coalitions and situations, all of which are greatly needed by the president as the nation’s policy entrepreneur. Accordingly, President Roh Moo-hyun, President Lee Myung-bak, and President Park Geun-hye, who each led changes in policy showing policy succession types, were evaluated and analyzed. The analysis showed that the presidents were negative from the perspective of consistency in combining and accepting differing attributes. In addition, policy entrepreneur structuralization strategies focused on highlighting social interests, but such strategies as graded solutions or use of symbolism have been relatively less used. Besides, coping with conflict coalitions and saw negative behavior, and decision-making was carried out recklessly with the intent of combining political decision-making logic in a combination of different characteristics or states that do not accept the opinion. Therefore, policies determined in accordance with policy implementation both showed negative results. Based on this, this study suggested the need for such presidential efforts as communication and consultation with citizens, setting problem-shooting-oriented policy making according to continued persuasion and by leading through voluntary cooperation.
