정부운영 방식으로서의 정부3.0 재조명: 문재인 정부의 정부3.0 정책 계승을 위한 제언

본 연구는 박근혜 정부 4년 동안 국가운영의 한 패러다임으로서 위상을 가졌던 정부3.0 정책의 추진 현황을 회고하며, 그 핵심적 내용을 정리하고, 일반국민, 공무원, 전문가들이 정부3.0을 어느 정도로 중요하게 인식하고 필요성을 체감하고 있는지를 탐색하였다. 본 연구에서 제시한 조사결과에 의하면, 일반국민, 공무원, 전문가 모두 정부3.0의 필요성을 절감하고 있으며 정부3.0의 제 목표 및 핵심과제가 중요하다는데 인식을 같이하고 있다. 그러나 정부3.0 핵심과제에 대한 만족도 및 주관적인 추진성과에 대한 평가는 중요성에 비하여 낮게 인식하고 있다. 이는 정부3.0의 정착은 아직 미흡하고 더욱 발전시킬 여지가 있음을 말해준다. 좋은 제도가 정착되기도 전에 정권의 변동으로 폐기되는 것은 그동안 투입되었던 매몰비용 및 국민들이 누리는 편익을 고려할 때 비효율적이라 할 수 있다. 문재인 정부는 전문가들과의 공론화 과정을 거쳐 미완의 정부3.0 정책을 승계하여 보다 높은 수준으로 발전ㆍ완성시킴으로써 국민에게 유익한 정책은 정권이 교체되더라도 지속될 수 있음을 보여주는 첫 모범 사례가 되기를 기대한다. This study recalls the implementation progress of the Government 3.0 policy, which has been the paradigm for government administration for four years during the Park Geun-hye Administration, and summarizes its core contents. It also explores how the public, public officials and experts assessed the significance of Government 3.0, and whether they felt its necessity. According to the results of this study, the general public, public officials and experts all felt the need for Government 3.0 and shared an understanding that the goals and core tasks of Government 3.0 are still highly relevant. However, their overall assessment of the satisfaction level and subjective performance of the core projects of Government 3.0 was relatively lower than their perceived importance of the initiative, suggesting that Government 3.0 has yet to take root firmly in place and that there still is a room for further development. It would be a waste of valuable resource to junk the policy initiative even before the good system has been firmly established, considering the immense sunk cost and the benefits enjoyed by the people. We suggest that the Moon Jae-in Administration would promote and complete the unfinished missions of the Government 3.0 policy initiative through a public deliberation with related experts, thereby establishing itself as the first best case to demonstrate that beneficial policies for the people can be maintained even after the regime has been replaced.

관상동맥색전증에 의한 급성심근경색증 4예

Acute myocardial infarction(AMI) due to coronary embolism can occur in patients with normal coronary artery. Coronary embolism is believed to be a cause of acute myocardial infarction when emergent coronary angiography shows perfectly normal coronary trees, except for the finding of coronary artery occlusion. In this report, we describe four patients with AMI due to coronary embolism who were successfully treated using a thrombus aspiration device and anticoagulation, and those patients had intracardial thrombus arising from the left atrium due to chronic atrial fibrillation and valvular heart disease. Patients with chronic or paroxysmal atrial fibrillation can present with AMI due to coronary embolism, and thrombus aspiration with percutaneous aspiration device is a feasible treatment option for these patients along with anticoagulation the rapy.

토양에서 분리한 Toluene 분해 세균의 동정 및 일부 특성

경상남도 양산천 일대의 토양시료로 부터 toluene을 유일한 탄소원 및 에너지원으로 생육하는 미생물들을 분리하였고, 그 중 toluene의 분해능이 가장 우수한 균주를 선별하여 공시균으로 선택하였다. 공시균의 형태학적, 배양적, 생화학적 및 화학분류학적 제반 특성들을 토대로 분류학적 위치를 검토한 결과 Rhodococcus 속으로 동정되어 편의상 Rhodococcus sp. EL-43P로 명명하였다. Rhodococcus sp. EL-43P는 phenol 및 다양한 phenol 유도체, benzene 등의 방향족화합물 기질에서 생육할 수 있었다. 특히 phenol 분해에 관련된 각종 환경조건을 최적화시키면 실제의 phenol 함유 폐수처리공정에서 충분히 적용가능성이 있음을 알 수 있었다. Rhodococcus sp. EL-43P는 catechol 1,2-dioxygenase의 활성을 가지고 있어 ortho pathway에 의하여 phenol을 분해함을 알 수 있었다. 또한 본 공시균은 toluene dioxygenase의 활성도 가지고 있었다. The microorganisms which degrade toluene as the sole and energy source were isolated from soil around Yangsan river. Among them, the strain EL-43P had the highest toluene degradability and identified as a Rhodococcus sp. according to morphological, cultural, biochemical and chemotaxonomical properties. Rhodococcus sp. EL-43P was able to grow at the various chlorinated phenols such as o-, p-chlorophenol, 2,3-,2,5-, 2,6- and 3,4-dichlorophenol, and benzene, respectively. If detailed phenol degradation conditions are established, the treatment of phenol wastewater using Rhodococcus sp. EL-43P would be possible. Rhodococcus sp. EL-43P had the catechol 1,2-dioxygenase which degrades Phenol derivatives by ortho pathway. This strain also had toluene dioxygenase.

난분해성 폐수처리를 위해 Bioaugmentation한 생물막 반응기에 관한 연구

The effect on the stability of biofilm and phenol removal efficiency under high phenol loading was investigated by RBC(Rotating Biological Contactor) using augmented reactor and unaugmented reactor with Rhodococcus sp. EL-GT. The operation of RBCs was carried out at rotating speed of 10 rpm and hydraulic retention time of 7 h at 20℃. The maximum amount of dry weight of the biofilm was 0.04 g/㎠ to running time for 15 days. The amount of attached biofilm of contactors was stabilized as 0.15∼0.03 g/㎠ for 35 days' running times and that of two reactors was similar value. But unaugmented reactor was shocked at 1,200 mg/ℓ phenol loading that the biofilm and removal efficiency were impacted. The bioaugmentation reactor showed higher removal rates than unaugmented reactors about phenol, sCOD and nitrogen contents. Bioaugmentation, with the strain originating from the same ecosystem and growing effectively on a selective substrate, was often effective means to treatment of recalcitrants like as phenol wastewater.

A Thematic Study on John Steinbeck`s Cannery Row: Mack and Dock Act for Steinbeck and Ricketts

This paper is written based on the historical facts about Steinbeck’s second phase of career. The biological and philosophical expedition to the Sea of Cortez is a dividing ridge between the two phases-divorce with his first wife, Carol Henning, remarriage with Gwyndolyn Conger, moving to New Yor, and serving as a World War II correspondent. However, Steinbeck did not lose a nostalgia about his hometown, Cannery Row. Thus, observing Steinbeck’s and Ricketts’s idea in their works, Tortilla Flat and Sea of Cortez, this paper insists Steinbeck’s view of Tortilla Flat is “agrarian realism,” and Ricketts’s of Sea of Cortez is “group-man,” or “non-teleological thinking.” Additionally, this essay aims to reveal that Cannery Row integrates the two ideas into “counterculture naturalism” as a strengthened realism, and the novel emphasizes humans are more valuable than material, and communalism expressed by Carnival is an important alternative of ruthless naturalistic facts. Lastly, this paper assumes that Mack and Doc act for Steinbeck and Ricketts because Steinbeck loves the socially disadvantaged people such as Mack and the boys, and Ricketts is transcendental enough to be available to anyone.

The Psychoanalytical Research on Steinbeck`s Tortilla Flat: Based on Civilization and Its Discontents by Freud

Tortilla Flat was John Steinbeck`s first hit and influenced on his later popular novels, and the paisanos` eccentric activities have been treated on a “non-teleological thinking method”, and the protagonist`s foolhardy challenge to the world(165) has been argued an active way of rebellion against the system of the established society. In response to this, this paper aims to analyze the characters` behaviors in a psychoanalytical way based on Civilization and its discontents by Freud. The object-instinct of Eros (life) and the ego-instinct of Thanatos (death) shown in Tortilla Flat can explain the tragicomic aspects of the novel. This psychoanalytic research on Tortilla Flat will contribute to the answer to the question of what humans are.

A Buccaneer`s Ceaseless Loneliness: Cup of Gold by John Steinbeck

Cup of Gold is the only historical and debut novel that John Steinbeck wrote in 1929. He created the unrecorded part of Henry Morgan’s early days and fictionalized the remaining based on historical facts. This work is meaningful in that the writing period was influenced by the author’s mother, Olive Steinbeck, before meeting his first wife Carol Henning and best friend, Edward Ricketts. That is to say, Steinbeck’s original artistry and idea can be found by researching Cup of Gold. With all the criticism of its being contradictory and disharmonious, Howard Levant praises the technical devices of the novel: flashbacks, foreshadowing, inter-chapters, inserted brief narratives, internal monologue, a play on names, a dream sequence, a cluster of images and symbols, ironic confrontations and juxtapositions, parallels and oppositions. The stories are observed so as to see Steinbeck’s exuberant writing skills based on the textual evidence. As to its thematic aspect of Henry’s ceaseless loneliness, two topics are discussed: the reason for Henry’s becoming a privateer and the meaning of Cup of Gold-his love of Elizabeth, Old Robert and Merlin’s shared ideas, and Henry’s sadness before death. As a result, It seems that Henry transfers the object of his desire from mother to Elizabeth, and his unfulfilled love makes him strive for wealth and fame by being a privateer. Finally, he dies in solitude despite his vast fortune, which the two wise men predict. In short, Henry’s never-ending angst is because he does not seek his authenticity or true love.

Wall-E and Star Trek Ⅸ: Insurrection: Romance Surviving Space Dystopia and Schopenhauer’s Voluntarism

Science fiction films, since the release of Fritz Lang’s Metropolis in 1927, have consistently covered the topic of space dystopia based on the conflicts between the strong and the weak. Over time, the ruling classes in the movies are distinctive of using their advantage of scientific and technological weapons by giving superiority to material affluence and mechanical amenities rather than human love and natural environment. This condition can be interpreted as the confrontation between intellectualism and voluntarism. Arthur Schopenhauer, a remarkable pessimistic philosopher supporting voluntaristic metaphysics, insists that the will is before the reason as a governing principle of the world, which is more appropriate for observing the dystopian scenes of the films, such as WALL-E and Star Trek Ⅸ: Insurrection. This paper aims to discuss the two works from Schopenhauer’s angle so as to illuminate the relationship between human reason and will (or strengthened emotion) around the space dystopia. Through this analysis, the films share an ecological theme that humans’ body is an essential part of nature, and only love can save the deplorable world. On the other hand, the intellect is just a representational phenomenon of the will, which should be trained and controlled by romantic love following the nature’s law. (Chosun University)

The Moon Is Down by John Steinbeck from the Angle of Reader-Response Criticism

John Steinbeck’s only wartime novelette The Moon Is Down was controversial in that the conquerors and the conquered are neutrally observed even though this work is for the propagandistic properties during the Second World War. In other words, the Nazi invaders are described as Hamlet-like humans-under pressure, capable of cowardice and courage as much as the residents of the occupied town. Nevertheless, readers, notably of the occupied countries, turn out to have loved this work and so the author’s war effort seems to have been effective. As to this, I insist that this work is an excellent material for subjective reader-response criticism because it is too brief and abstract in terms of objectivity. To prove this argument, this essay observes the humanness of the novelette based on the characters’ activities along the plot and then criticizes controversial parts. As a result, the negative reviews are usually emphatic about the objective aspects while the readers, especially of the conquered countries, seem to have received it in a subjective way. Indeed, from the reader-response theories of Hans Robert Jauss and Stanley Fish, The Moon Is Down deserves to function as a propaganda literature well enough to argue that democracy is superior to totalitarianism and wins the war. Lastly, it is added that Steinbeck’s description of the humanness of the enemies should not be underestimated.
