As a countermeasure against the problem of frequency and dynamic stability caused by drops in a large capacity generator, a wide-area special protection system called the Block System Stabilizer (BSS) has been used for the last approx. 40 years by the Kansai Electric Power Company. The conventional BSS has been updated as the Bulk Power System Stabilizer. The new BSS has been developed based on the concept of improving fault detection functions, concomitant with changing the power system configuration from radial to loop, and thereby enhancing human operational functions.
[ $^{13}CO$ ] OBSERVATIONS OF CMa OB1/RA REGION

A large scale $^{13}CO$(J=1-0) survey was made for CMa OB1/R1 region in $220^{\circ}{\le}{\iota}{\le}230^{\circ}$ and $-10^{\circ}{\le}b{\le}10^{\circ}$ with a 8' spacing by using the 4 m radio telescope of Nagoya University. 34 isolated clouds were identified in this survey. Among them, two clouds were firstly identified by us. The observed LSR velocity indicate that almost of the all clouds are located in the Local arm, except two extreme velocity. The mass spectrum of the clouds in the Local arm is best fitted by a power-law index of 1.6.

Background: Mesenchymal stem cells (MSCs) have been reported to promote wound healing in both animal models and human studies. Among MSCs, adipose-derived stem cells (ADSCs) can be easily harvested in large quantities. Objective: We investigated whether skin wound healing in mice can be facilitated by keratinocyte-like cells differentiated from ADSCs (KC-ADSCs). Methods: For the wound contraction and epithelialization model, a 20 mm×20 mm fullthickness skin wound was made on the dorsum. For the wound epithelialization model, a 6 mm×6 mm full-thickness skin wound was made on the dorsum. A nitrile rubber stent with an inner diameter of 8 mm was sutured around the wounds to minimize wound contraction. Undifferentiated ADSCs (uADSCs) or KC-ADSCs was injected around the wound base in both models. To evaluate whether the injected ADSCs could enhance wound contraction in a skin wound, the contractile activity of ADSCs was assessed by an in vitro type I collagen gel contraction assay. Alpha-smooth muscle actin (αSMA) expressions in uADSCs and KC-ADSCs were also evaluated by flow cytometry and real-time polymerase chain reaction. Results: In a wound contraction and epithelialization model, KC-ADSCs further facilitated wound healing compared with uADSCs. In a wound epithelialization model, KC-ADSCs also further facilitated wound epithelialization compared with uADSCs. The contractile activity of KC-ADSCs was lower than that of uADSCs. The uADSCs expressed high levels of αSMA, which decreased after the differentiation into keratinocyte-like cells. Conclusion: Our results suggest that the wound healing effect of KC-ADSCs depends primarily on re-epithelialization rather than wound contraction. (Ann Dermatol 33(4) 324∼332, 2021)
PLACEMENT OPTIMIZATION BY TREMBLING SPOT-CHECK

A new non-deterministic optimization method, Trembling Spot-Check (TSC) is described. This method is based on the mean field theory in physics and its mechanism consists of the random selection of a limited range (spot) and the iterative improvement procedure (check) with a fluctuation (trembling). The method of TSC requires no annealing processes, hence it needs less work than exhaustive search to achieve the solution. The experimental results for the primitive and standard-ell placement show that TSC requires almost 1/10 times less CPU time than SA to achieve the same level solution.
