The aim of this new statement is to provide comprehensive and timely evidence-based recommendations on stroke management for clinical practitioners. Many countries are already well engaged in developing and releasing their own clinical practice guidelines, whereas Korean Medicine (KM) is still beginning. It will take time and effort to develop evidence-based guidelines and recommendations of KM or other traditional medicine because they are weak in the area of scientific evidence. The clinical practice guideline of Korean medicine for stroke was formulated through extensive review of published literature and consensus meeting of Korean medicine specialists. This project was supported by a grant of the Oriental Medicine R&D Project, the Ministry of Health and Welfare. Referring to guidelines developed in other countries, the experts in the subject tried to organize and develop guidelines and recommendations adequate for domestic medical circumstances. In December, 2008, a multi-disciplinary team called the Evidence Based Clinical Practice Guidelines Development Group (EBCPGsDG) for Stroke was organized. The writing committee was comprised of experts in internal medicine, acupuncture, rehabilitation, and Sasang constitution. Outside specialists and associated panels were invited for consultation. The scope of the guideline encompasses acupuncture, moxibustion and herbal medicine (including Korean medicine, traditional Chinese medicine, Kampo medicine) as interventions for stroke patients. It includes statements about ischemic stroke (I63), stroke not specified as hemorrhage or infarction (I64), and sequelae of cerebrovascular disease (I69) according to the International Classification of Disease (ICD). The committee subdivided the description of herbal medications into acute stroke management, subacute stroke management, post-stroke management, and secondary prevention of stroke. Guidelines on the practice of acupuncture and moxibustion were described in order for acute stroke management, subacute stroke management, chronic stroke management, and post-stroke rehabilitation. Clinicians who are working in the field of stroke care can adopt this guideline for their practice.
도광판의 자동결함검출을 위한 템플릿 검사와 블록 매칭 방법

In this paper, two methods based on the use of morphology and pattern matching prior to detect classified defects automatically on the back light unit which is a part of display equipments are proposed. One is the template check method which detects small size defects by using closing and opening method, and the other is the block matching method which detects big size defects by comparing with four regions of uniform blocks. The TC algorithm also can detect defects on the non-uniform pattern of BLU by using revised Otsu method. The proposed method has been implemented on the automatic defect detection system we developed and has been tested image data of BLU captured by the system. 본 논문에서는 자동결함검출 방법으로 도광판의 다양한 패턴에 나타나는 돌출, 함몰, 점 등과 같은 작은 결함들을 검출하기 위해 모폴로지의 닫힘, 열림 방법을 이용하는 템플레이트 검사 방법을 사용하였고, 얼룩, 스크래치와 같은 큰 결함을 검출하기 위해 영상에서 격자와 같은 일정한 블록을 형성하여 각 블록을 비교하여 결함을 찾는 블록매칭 방법을 사용하였다. 또한 일정한 패턴이 없는 도광판의 결함에 대해 결함을 검출할 수 있는 개선된 오쯔 방법을 이용하였다. 이 알고리즘을 적용한 결과 결함 검출에 좋은 성능이 있음을 보여준다. 제안된 알고리즘은 자체 개발한 장비에서 실제 도광판의 영상을 얻어 테스트 하였다.
구조활성상관(QSAR)에 의한 피마엽 추출물의 HIV-1 효소억제활성인자 예측

Objectives : For the purpose of developing new anti-HIV agents from natural sources, the extracts of Ricinus communis were tested for their inhibitory effects on essential enzymes reverse transcriptase (RT), protease and alpha-glucosidase. Inhibition activity of major compounds of Ricinus communis were predicted from quantitative structure activity relationships (QSAR) in silico. Methods and Results : In the anti-HIV-1 RT using enzyme-linked oligonucleotide sorbent assay (ELOSA) method, water and methanol extracts (100ug/ml) of Ricinus communis showed strong activity of 94.2% and 82.7%, respectively. In the HIV-1 protease and alpha-glucosidase inhibition assay, neither water nor methanol extracts of Ricinus communis inhibited the activity of the enzyme to cleave any substrates as oligopeptides and oligosaccharides. Conclusions : We found that for these samples it is possible that the inhibition of the RT in vitro is due to the secondary metabolites of Ricinus communis such as ricinine and quercetin. It would beof great interest to identify the compounds which are responsible for this inhibition, since all therapeutically useful agents up to date are RT inhibitors.

This paper argues that the financial intermediation of Mexican financial industry declined after the foreign currency crisis and NAFTA in 1994, though the industry has been rapidly integrated into international capital market since then, using the data of national competitiveness produced by International Institute for Management Development in Swiss. The following four facts support the argument. First, the country risk of Mexico has decreased significantly since 1994, which means that the fund raising cost from international capital market dropped down. Second, it became easier for foreign firms to get access to the domestic capital market, and for domestic firms to the international capital market. Third, the credit to domestic firms, investment of venture capital, financial support to export companies decreased, and the stock market has become less dynamic. Fourth, the financial service to average consumers and the financial regulation has become less efficient. In summary, though Mexican financial industry of 2006 is regarded higher than that before 1994 from international point of view, it has not yet recovered the past competitiveness.
