This study focuses upon the multimodal freight transport system in port's hinterland. rban and port territory. This study aims to analyze the problems of multimodal transport system, and to identify comprehensive strategies to encourage the multimodal freight transport in Gwangyang Port's Hinterland(GPH), Korea. Section two attempts to review multimodal transport system in port's hinterland theoretically. The current situations and problems of multimodal transport system in GPH are analyzed in the third section from a macro perspective. The major strategies to encourage multimodal transport system in GPH are identified in the fourth section. This study was mainly based upon a review of current reports/papers, an analysis of secondary data and an interview with experts.

동북아시대 광양항의 운영실태와 장기 발전방안 -물류거점화를 중심으로-

This paper addresses the operation, problems, and development policy of Gwangyang Port, Korea. This paper aims to analyze the operation condition and problems of Gwangyang Port and suggest long-term policies for developing Gwangyang Port as a logistic hub in northeast period. It is made up of three main sections: the operation, problems, and forecast of freight volumes; analysis of operational results of Gwangyang Port; development strategies of Gwangyang Port as a Logistics Hub. This paper was mainly based on a review of current papers/reports, an analysis of secondary data, and questionnaire survey. The major development strategies identified consisted of expansion regular service sea-route, formation of inter-modal transportation system, strengthening of port sales for Gwangyang port's recognition, securing operation-profits by fixed cargo volume, and promotion of free tread zone.

연구논문 : 광주광역시 도시철도 운영실태의 분석과 발전방향

본 연구는 광주광역시를 중심으로 도시철도의 운영 실태와 발전정책을 다루고 있다. 연구의 목적은 도시철도의 이론을 고찰하고 광주시 도시철도의 운영 실태를 분석하여 제도적 입장에서 도시철도의 발전방향을 강구하는 데 있다. 중요한 연구내용은 도시철도의 개념, 광주시 도시철도의 운영실태, 광주시 도시철도의 문제점 분석과 발전방향 등으로 구성되어 있다. 논문은 관련 문헌의 이론적 고찰, 기존 행정·통계자료의 분석, 연구 보고서의 검토 및 전문가 의견청취 등의 방법으로 수행되었다. 도시철도는 도시교통의 원활한 소통을 위하여 도시권역의 지상·지하에서 건설·운영되는 철도 등 궤도에 의한 도시교통시설과 교통수단이다. 광주시 도시철도 1호선은 동서선으로 총연장 20.1km에 걸쳐서 동구 용산동-광산구 옥동 구간에 걸쳐서 광주도시철도공사가 운영되고 있다. 도시 철도 1호선은 현재 철도운영적자의 누적, 도시철도 수송분담율의 저조, 도시철도 수송효율의 저하, 1호선 철도노선의 불합리성 및 도시철도-버스간 연계성 부족 등의 문제점을 노정하고 있다. 광주광역시는 2011-2022년 동안 3단계에 걸쳐 총연장 41.7km에 이르는 도시철도 2호선을 총사업비 1조 7,394억을 들여 대순환형으로 건설할 계획을 갖고 있다. 이러한 광주시 도시철도를 효율적으로 운영하기 위해서는 대중교통우선정책의 시행, 도시철도·버스 통합형 대중교통체계의 구축, 도시철도의 건설과 운영의 이원화, 도시철도 운영적자의 개선, 도시철도 환승 주차장의 확충, 역세권 개발사업의 활성화 및 도시철도 2호선 합리적 건설방식의 결정 등의 방안이 강구되어야 한다. The purpose of this study is to analyse the operation and problems of Gwangju Metro Line 1. and to suggest Important policy strategies for its efficient operation, Because of the operation, problems in Gwangju Metro tine 1 are now known, such as Irrational metro route 1, low modal share of metro, yearly operational deficit, poor connections between the metro routes and bus, and huge losses from free riding. The development policy strategies are mainly associated with formulation of preferential public transport policy, integrated public transit system, bigger linancial burden of the central government on metro projects. a decline in the city`s operation deficit, separation the building from operation of metro, expansion of park & ride facilities, encouraging the development of station Influence area, and decision on the rational construction types of metro line 2.

외국의 전환교통(modal shift) 추진사례 분석과 국내 정책의 수립방향

본 연구의 목적은 국내?외 전환교통의 추진실태의 분석과 시사점을 토대로 한국에서 전환교통을 수립하기 위한 기본정책방향을 제시하는 데 있다. 중요한 연구내용은 전환교통정책의 이론적 고찰, 국내?외 전환교통실태와 정책분석, 한국의 전환교통정책의 수립방향 등을 포함하고 있다. 전환교통(modal shift)은 여객 또는 화물을 운송하는 데서 운송수단을 화물차에서 철도 또는 선박으로 전환하는 것이다. 전환교통은 범세계적인 환경규제의 시대에 친환경 물류체계를 달성할 수 있는 중요한 정책수단이다. 한국에서 기존 전환교통정책은 대상화물의 선정, 지원금의 지급대상과 산정기준 등에서 문제점이 나타나고 있다. 선진 외국의 전환교통정책을 살펴보면, 전환교통정책방향의 명확화, 실천 가능한 정책목표의 설정, 전환교통의 간접지원 강화 등의 시사점이 발견된다. 따라서 한국에서 전환교통정책을 활성화시키기 위해서는 정책의 수립단계부터 계획과 관리 측면에서 정책방향을 강구하는 것이 중요하다. 계획 측면의 전환교통정책의 수립방향은 전환교통정책 수립방향의 명확화, 운송수단별 사회적 비용 등 기초연구의 실시 및 철도시설 정비방향의 설정 등으로 제시되고 있다. 한편 관리 측면에서 전환교통정책의 수립방향은 도로운송 지원정책과의 사전 상호조정 및 전환교통 대상화물의 전략적 관리 등으로 확인되어진다. 본 연구는 학술적인 정책연구의 특성이 강하다. 그래서 전환교통정책을 수립하는 데 필요한 기본이론을 제공하며, 정책수립의 중요한 기본방향을 강구하는 데 연구의의가 있다. This paper deals with modal shift projects and policy of modal shift services at home and abroad. This study aims to review the results of foreign modal projects in advanced countries and to suggest policy directions for promoting modal shift services in Korea. This paper consists of three main sections: concept of modal shift policy; analysis of modal shift projects and policy at home and abroad; policy directions of modal shift services in Korea. In recent years, shippers who shift mode from truck to rail or coastal shipping are subsidized by the government. The government intends to encourage modal shift services of shippers, as shown in the example of Marco Polo in EU. It is identified that the government should devise effective policy for the successful implementation of truck-rail modal shift in Korea. It is suggested that the policy goal of modal shift must be clear and its attainment is feasible in order to promote modal shift services here. It also turns out that indirect supply policy works better than direct one. Freight transport environments differ between countries. It, thus, hard to directly apply foreign policies to Korea’s freight transport field. Korea is at an inceptive stage of exploring foreign modal shift policies and promoting modal shift services in Korea. We will gain from the wide range of case studies, which analyze the modal shift successes and failures experienced by advanced countries. It is necessary to use them with care.

지역사회발전을 위한 선교적 교회의 원리와 과제

이본 논문은 지역사회발전을 도모하기 위한 선교적 교회의 실천원리와 당면과제를 다루고 있다. 연구의 목적은 선교적 교회 및 지역교회와 마을만들기 관계를 이론적으로 고찰한 다음에, 지역교회의 마을만들기 실제 사례를 분석한다. 이를 토대로 마을만들기 사업으로 지역사회를 발전시키기 위한 선교적 교회의 실천원리를 규명하고 당면과제를 제시하는 데 있다. 연구는 관련 문헌의 이론적 고찰, 연구자료의 정리와 전문가 조언을 참고하여 수행되었다. 선교적 교회는 세상 속으로 파송되어 불신자들 가운데 나아가는 교회를 의미한다. 마을만들기는 선교적 교회를 실천하기 위한 하나의 사례 모델이며 실천방안이다. 지역사회에서 선교적 교회가 마을만들기 사업으로 지역사회를 변화하고 발전시킨 사례들이 있다. 선교적 교회의 실천 사례에는 경기도 양평군의 국수교회, 충남 아산시의 송악교회, 경기도 부천시의 새롬교회, 서울 은평구의 성암교회 등이 있다. 이러한 교회들은 지역사회를 동반성장의 대상으로 여기고 지역사회를 연구하여 교회와 지역사회의 접촉점을 찾았다. 교회의 인적, 물적 자원을 지역사회발전을 위하여 사용하고 평신도 역량을 발전시켰다. 교회구조를 지역사회와 함께하는 선교적 구조로 변화하고 목회자가 지역사회에 열려있는 자세로 소통했다. 마을만들기를 위한 선교적 교회가 우선 선행할 원리들이 있다. 그것들은 지역사회와 지역교회의 선교 현장 및 선교적 교회 인식, 교회의 지역사회와 협력, 교회 재직의 지역사회지도자 육성, 교회 조직구조의 선교적 전환 등으로 제시된다. 마지막으로 선교적 교회가 당면한 과제들은 지역사회와 교회에 대한 목회철학, 지역사회 마을공동체의 신학 정립, 지역사회와 연대협력 및 네트워킹 형성, 구체적인 마을만들기 전략의 마련 등이다. This paper deals with the practical principles and challenges of missional church to promote community development. The purpose of this study is to identify the practical principles of the missionary church to develop and to suggest the church’s current tasks for the community development through the community building business. A missionary church is a church that is sent out into the world and goes out among unbelievers. Community building business is a case model and action plan for practicing a missionary church. There are cases in which a missionary church in the local community has developed a community through a community building business. Examples of missionary churches in practice include Gusu Church in Yangpyeong, Gyeonggi-do, Songak Church in Asan, Chungnam, Saerom Church in Bucheoni, Gyeonggi-do, and Seongam Church in Eunpyeong-gu, Seoul. These churches regard the community as an object of shared growth and researched the community to find a point of contact between the church and the community. The church's human and material resources were used for community development, and the lay faithful were regarded as a bridge between the local community and the church, and the layperson's capabilities were developed. The church structure was changed to a missional structure with the local community, and the pastor communicated with the local community with an open attitude. There are principles that the missionary church for community building should take precedence. The principles are presented as mission field and missionary awareness of the church in the community and local church, cooperation with the local community of the church, nurturing as a community leader in church service, and missionary transformation of the church organizational structure. The tasks facing the missionary church are the pastoral philosophy of the community and the church, the theology of community building in the community, the formation of solidarity cooperation and networking with community, and the preparation of specific community building strategies.

지방도시 GIS사업의 성공을 위한 효과적인 추진방안

This paper aims to review current application of GIS and suggest effective strategies for the successful GIS implementation in Mokpo City from an institutional manner. This paper is made up of three main sections: literature review of GIS in local city, current adoption and application of GIS in Mokpo, and effective strategies for the successful GIS implementation in Mokpo. Geographic Information Systems (GISs) can facilitate the coordination and integration of government activities related to geographic data, which traditionally take place within specific policy sectors or geographic areas. GISs are used by many local cities in Korea. A major initiative for the application of GIS in conjunction with Mokpo City Administration started in the early 2000s. Mokpo City Government (MCP) has revealed its limited capacity to go ahead with their GIS plans due to a lack of financial resources and understanding in its organization and the arrangement of existing data. GIS implementation in MCP has yet to be actively carried out, utilized in only a few occasions in establishing comprehensive plans or conducting model system developments. The effective strategies for the successful GIS implementation identified include a decision of GIS introduction priority, construction of GIS database, development of GIS softwares, organization of a GIS task force, study on the GIS construction modal-building, diffusion of friendly response to GIS, and reserving finance of GIS in Mokpo City, Korea.

연구논문 : 호남선 KTX운행에 따른 고속철도역세권 개발사업의 과제와 종합적 발전방향 -광주송정역세권을 중심으로-

This study deals with challenges and future directions of the development of KTX station``s influence area in Gwangju, Korea. This study aims to review a basic theory about the high-speed train (HST) and station``s influence area (SIA) interaction, to analyze the operation and impacts of the KTX Honam Line construction project on Gwangju metropolitan area (GMA), and to present significant policy directions for the successful development of GwangjuSongjeong railway station``s influence area (GSIA) in GMA due to the 2015 KTX Honam Line operation. This study was based upon the analysis of secondary data and a content analysis of the research reports and papers. The development policy directions are mainly associated with the identification of major functions of GSIA and an establishment of its basic development directions, the efficient implementation plan of GSIA project, and an establishment of an integrated and connected public transit transfer system in GSIA.

녹색성장시대에 환경친화적 항만관리정책의 발전방향

본 논문은 광양항을 사례로 수송수요와 항만환경의 실태를 분석하고, 환경친화적인 항만관리정책의 방향을 항만운영과 계획 측면에서 강구하는 데 있다. 중요한 논문내용은 녹색성장과 환경친화적 항만의 개요, 광양항 수송ㆍ환경실태의 분석, 환경친화적 광양항 관리정책의 방향 등으로 구성되어 있다. 연구결과, 광양항을 환경친화적인 녹색항만으로 육성하기 위해서는 항만운영ㆍ계획측면에서 합리적인 항만관리정책의 방향이 정립되어야 한다. 항만운영의 측면에서 환경친화적인 정책방향은 환경친화적 항만물류수송체계의 전환, 항만컨테이너 운영부두의 에너지 절감, 환경친화적 항만운영기술의 적용 등을 들 수 있다. 항만계획의 입장에서 환경친화적 항만정책의 방향으로는 환경친화적 항만친수공간의 조성, 해양폐기물의 환경친화적 처리와 항만환경계획의 수립ㆍ시행 등이 포함된다. 본 연구는 항만과 환경의 상호간 영향에 대한 계량분석, 환경친화적 항만정책효과의 분석 등에 한계점을 가지고 있다. 향후 연구에서는 계획과 운영 측면에서 환경친화적 항만정책의 영향평가방법에 대한 연구가 필요하다. This study aims to analyse the current conditions of transport demand and its environmental problems in Gwangyang Port(GP), and to suggest crucial directions for Gwangyang Green Port(GGP) in Korea. This study consists of three main sections: concept of green growth and green port; the analysis of transport demand and environment situations in GP; policy directions for GGP. This study is mainly conducted by a literature review of related papers, an analysis of secondary data & papers, and interviews with port experts. This study presents important policy directions for successfully managing GGP in Korea as follows: modal shifts plan for green transport and logistics system in GP; energy-saving techniques in GP's berth operation; the application of environmentally friendly port operation methods in GP; construction of GP waterfront facilities; environmentally friendly disposal of maritime waste matters; establishment and implementation of port environment master plan. This study will make a big contribution to the building of green port policy and the providing of professional informations to government officials.
