광주도시철도 2호선 계획의 적정성 쟁점사항과 도시철도계획ㆍ정책의 장래 발전방향

본 연구는 광주도시철도 2호선 계획에 대한 적정성 쟁점과 장래 발전방향을 다루고 있다. 연구의 목적은 광주도시철도 2호선 계획의 적정성 쟁점사항을 연혁 측면에서 분석하고, 이를 토대로 광주도시철도 2호선 계획 정책의 장래 발전방향을 종합적으로 제시하는 데 있다. 중요한 연구내용에는 도시철도계획 적정성의 이론적 개요, 광주도시철도 2호선 계획의 적정성 쟁점항목과 내용, 광주도시철도 2호선 계획 정책의 장래 발전방향 등이 포함되어 있다. 연구결과, 제도 정책측면에서 광주도시철도 2호선 계획 정책의 발전방향에는 도시철도계획의 공공성 합법성 연계성 유지, 도시철도정책집행의 일관성 안정성 신뢰성 강화, 도시철도사업 갈등관리체계의 구축, 광주도시철도 대중교통정책의 방향 정립, 도시철도 2호선 노면전차 도입 시 법령정비와 제반 대책 등이 들어가고 있다. 계획 시설의 입장에서 광주도시철도 2호선 계획정책의 발전방향에는 도시철도 2호선 종합환승체계의 구축, 도시철도 2호선 차량시스템과 건설방식의 확정, 도시철도 2호선 저심도 공법의 안전성, 푸른길 구간 도시철도 2호선의 노선결정 등이 확인되고 있다. 운영 관리의 시각에서 도시철도 2호선 계획 정책의 발전방향들은 도시철도 2호선역의 접근성 확보, 도시철도 첨두시간대 교통수요의 처리, 도시철도 무임승차제도의 개선, 도시철도공사 재무구조의 개선 및 도시철도연계 수익사업의 개발로 제시할 수 있다. This study deals with validity issues of and policy directions for the construction of Gwangju Metro Line (GML) 2. The purpose of this study is to historically review the validity issues of GML 2, and to suggest comprehensive policy directions for the successful implementation of GML 2 project. The important policy directions for the construction of GML 2 are identified as follows: ensuring the publicity, legitimacy and connectivity of urban metro project; intensified consistency and reliability of urban metro policy; establishment of the conflict management system about urban metro project; decision on the future Gwangju metropolitan public transit policy; synthetic urban metro transfer systems; the safety of low-depth urban metro construction method; review of the construction method of GML 2; better access to GML 2‘s stations; handling of urban railroad demand during the rush hours; route selection of GML 2 in the Gwangju Greenway section; improvements of the urban metro's free ride system; financial structure improvement of Gwangju metro transit cooperation; development of urban railroad related profitable business; inadequacy of the details of streetcar related legislation.

본 논문은 광양항을 사례로 수송수요와 항만환경의 실태를 분석하고, 환경친화적인 항만관리정책의 방향을 항만운영과 계획 측면에서 강구하는 데 있다. 중요한 논문내용은 녹색성장과 환경친화적 항만의 개요, 광양항 수송ㆍ환경실태의 분석, 환경친화적 광양항 관리정책의 방향 등으로 구성되어 있다. 연구결과, 광양항을 환경친화적인 녹색항만으로 육성하기 위해서는 항만운영ㆍ계획측면에서 합리적인 항만관리정책의 방향이 정립되어야 한다. 항만운영의 측면에서 환경친화적인 정책방향은 환경친화적 항만물류수송체계의 전환, 항만컨테이너 운영부두의 에너지 절감, 환경친화적 항만운영기술의 적용 등을 들 수 있다. 항만계획의 입장에서 환경친화적 항만정책의 방향으로는 환경친화적 항만친수공간의 조성, 해양폐기물의 환경친화적 처리와 항만환경계획의 수립ㆍ시행 등이 포함된다. 본 연구는 항만과 환경의 상호간 영향에 대한 계량분석, 환경친화적 항만정책효과의 분석 등에 한계점을 가지고 있다. 향후 연구에서는 계획과 운영 측면에서 환경친화적 항만정책의 영향평가방법에 대한 연구가 필요하다. This study aims to analyse the current conditions of transport demand and its environmental problems in Gwangyang Port(GP), and to suggest crucial directions for Gwangyang Green Port(GGP) in Korea. This study consists of three main sections: concept of green growth and green port; the analysis of transport demand and environment situations in GP; policy directions for GGP. This study is mainly conducted by a literature review of related papers, an analysis of secondary data & papers, and interviews with port experts. This study presents important policy directions for successfully managing GGP in Korea as follows: modal shifts plan for green transport and logistics system in GP; energy-saving techniques in GP's berth operation; the application of environmentally friendly port operation methods in GP; construction of GP waterfront facilities; environmentally friendly disposal of maritime waste matters; establishment and implementation of port environment master plan. This study will make a big contribution to the building of green port policy and the providing of professional informations to government officials.

다문화사회 진입에 따른 이주민 선교의 특성과 한국교회의 대응방향

본 연구의 목적은 한국을 사례로 이주민 선교의 특성과 문제점을 파악하여 이를 개선하기 위한 한국교회의 종합적인 대응방향을 강구하는데 있다. 중요한 연구내용은 서론, 이주민 선교와 다문화사회의 개요, 이주민 선교의 특성과 문제점 분석, 이주민 선교를 위한 한국교회의 대응방향, 결론으로 구성되어 있다. 2014년 한국거주 외국인은 총인구의 3.1%를 점유하며, 주로 수도권에 밀집하여 거주하고 있다. 이주민은 정체성, 자아인식, 사회적응력 및 스트레스 등 측면에서 다양한 특성과 문제점을 갖고 있다. 이주민 선교의 문제점은 대략 이주민 선교의 이해부족, 일방통행식 선교사역, 이주민 선교사역의 일상화, 관련단체 간 의사소통의 결여, 다문화가정 대책의 소홀, 기관 간 협동 동역사역의 부족, 이주민 선교의 신학정립 미비 등으로 드러나고 있다. 이주민 선교의 문제점을 개선하고 효율적 효과적인 이주민 선교를 수행하기 위해서는 한국교회가 다각적인 대책을 강구해야 한다. 인식전환의 측면에서 교회의 대응방향에는 이주민과 다문화에 대한 한 담임목사의 인식과 자세변화, 세계관의 변화와 복음의 수용 등이 포함된다. 인식 틀의 전환, 이주민 선교에 대선교전략 입장에서 한국교회는 복음을 통한 인도적 복지의 지역사회 실현, 이주민의 양육 역파송에 의한 선교영역의 확대, 한국교회의 이주민 열방선교를 위한 기반확대, 이주민 선교의 신학적 고찰 등의 대응방향을 강구해야 한다. 교육측면의 관점에서 한국교회는 이주민 선교전문가의 양성과 지원, 사회적인 올바른 다문화교육의 필요성과 확대, 이주민 선교 및 다문화 기독교재의 개발 보급의 대책방향을 제시해야 한다. 이주민 선교의 발전에는 연합 동역의 차원에서 한국교회가 수행하는 정부 및 NGO단체의 연합방향, 협력과 연대의 필요성 증대, 맞춤형 지원과 협력체계의 강구, 홈페이지이용 교육과 네트워크를 통한 소통증대 등의 대응방향들이 요구된다. 이주민 선교는 개별교회의 수준에서도 심리적 안정적, 인적 물적 및 사회적응의 지원방안 등을 다각도로 마련하여 이주민 선교를 수행해야 한다. This study focuses upon the characteristics of immigrant mission and the Korean church's strategies for immigrant mission. This study aims to analyze the current situations and problems of immigrant mission (IM), and to suggest the important and comprehensive church’s strategies for immigrant missionary works in Korea. This study begins with an introduction, which explains the basic facts of the study. The second chapter deals with a theoretical review which contains the concept of immigrant mission and the characteristics of immigrant mission and multicultural society. The current situations of immigrant mission in Korea are explained, and its problems are analyzed in the third part of this study based upon its secondary data analysis and research reports. The important and comprehensive strategies for immigrant mission in Korean churches are suggested in the fourth chapter. This study concludes with fifth chapter, which includes summary, implications, and further research areas. Korean churches need to take a diversity of measures to activate immigrant missionary activities in terms of recognition, mission work, education, cooperation and individual church.
