        [硏究노트]Consideration on theoretical framework of condominium management studies in Japan

        일본의 맨션이라고 불리워 지는 분양공동주택은 전유부분과 공용부분이 존재하고 있으며 주택 소유자가 관리조합을 결성하여 전유부분과 공용부분의 관리를 실행하여야 한다. 그러나 관리에 무지한 관리조합이 관리를 실시하는 것은 어려움이 있어서 이러한 관리, 특히 공용부분의 관리가 부적절하게 이루어지면 도시전체에 영향을 미칠 수가 있다. 일본의 맨션관리연구는 관리에 관한 문제가 많이 발생하여 그를 해결하기 위하여 실시된 것이 특정이다 . 본 논문은 일본의 맨션관리에 관한연구동향을 분석하여 어떠한 관리에 관한 과제가 생겨났으며, 어떠한 연구가 실시되었는가를 고찰하였다. 주요테마로서, 관리형태에 관한 연구, 유지관리에 관한 연구, 공동관리비에 판한 연구, 맨션개발과 초기의 조건 설정에 관한 연구, 지진피해와 관리 및 재생 시스템에 관한연구, 재건축에 관한 연구, 행정시잭에 관한 연구등을 들고 있다 . 초기의 연구는 개별적인 관리문제에 대응하기위한 연구가 보여진다. 특히 관리형태, 유지관리, 공동관리비에 관한 연구가 중심이 되어 실시되어, 거주자의 참가, 임대주호가 많은 단지의 관리방안, 관리비 및 수선적립금의 중요성등을 제시하고 있다. 일본의 특성 상, 지진이 많아 1995년의 지진피해와 관련한 단지재생, 재건축등과 관련한 연구도 적지 않다. 최근에는 중요한 과제로서 관리의 초기 설정이나 개발시의 관리지도에 관한 연구가 보여지고 있다. 이러한 관리의 초기설정이나 개발시 지도를 적절하게 실시하기 위하여 이후의 연구과제로서 행정시책에 관한연구나 전문가의 육성에 관한 연구가 요구되어진다. In condominiums there exists both individual ownership space and common use space, and unit owners have to cooperate in the management of both. Difficulties of cooperative management resulted in inadequate management, especially of common use space. Inadequate condominium management is a problem for the whole urban area in which the condominium apartment is located. The study of condominium management in Japan was begun in order to solve the problems of condominium management. This paper describes the history and the trends of Japanese condominium management studies, focusing on condominium management system, maintenance, common expenses, rebuilding, and administrative policy. First, studies of condominium management were started to seek solutions for individual management problems. Especially, studies of management systems, maintenance and common expenses were done among others. Researchers suggested new management method for the highly rentalized condominiums, and put an emphasis on importance of collecting appropriate common assessment and reserve fund. Then, rebuilding and renovation were taken up as next subjects, since there have been many earthquakes in Japan. Recently, issues of primary settings of governing documents and development control were studied. In order to accomplish proper primary settings and development control, it is necessary for researchers to study about both educational system for professionals and administrative policy.

        Roles of Public Unions on the Adoption of Economic Compensation for U.S. Government Employees with Disabilities

        Do public unions and collective bargaining promote the adoption of disability benefits policy for public employees? Are public employees with disability discriminated against in terms of accommodations and economic compensation, especially disability pension benefits? These questions need to be answered to improve work environments for employees with disabilities. While the numbers of public employees with disabilities have increased due to various reasons, such as legal environment changes(e.g., Americans with Disabilities Act), this study conducted an empirical data analysis using longitudinal PENDAT(pension data) data, which were collected by the Government Finance Officers Association(GFOA) of State and Local Government Employee Retirement Systems in the United States. According to the study results, public employee union representation and collective bargaining in the public sector are positively and significantly associated with economic compensation(i.e., pension benefits) of U.S. government employees with disabilities.

        Comparison of masticatory efficiency according to Angle’s classification of malocclusion

        Objective: The objective of this study was to investigate the differences in masticatory efficiency among patients with different Angle’s classes of malocclusion and to assess the correlation between masticatory efficiency and the occlusal contact area. Methods: The mixing ability index (MAI) was calculated for measuring masticatory efficiency of 61 adult patients according to Angle’s classifications of malocclusion. The study included 25, 15, and 21 patients with Angle’s Class I, II, and III malocclusions, respectively. Silicone interocclusal recording material was used to measure the occlusal contact area. Results: Both the MAI and occlusal contact area showed the highest average values in the Class I malocclusion group, followed by the Class II and Class III malocclusion groups. No significant difference was observed in the MAI values between the Class I and Class II malocclusion groups (p > 0.05), whereas a significant difference was observed between the Class I and Class III malocclusion groups (p < 0.01) and between the Class II and Class III malocclusion groups (p < 0.05). A weak positive correlation was also observed between the MAI and occlusal contact area (p < 0.01, r² = 0.13). Conclusions: The results of this study indicated that masticatory efficiency was the highest in patients with Angle’s Class I malocclusion, followed by those with Angle’s Class II and Angle’s Class III malocclusions. Moreover, a weak positive correlation was observed between masticatory efficiency and the occlusal contact area.

        Examining Perceived Discrimination in the U.S. Federal Workforce: Focusing on Social Identity Theory

        Using social identity theory, our research examined whether employees’ demographic characteristics or agency characteristics actually influence employees’ perceived discrimination in the U.S. federal government in eight social categories: race, age, sex, religion, disability, marital status, political affiliation, and sexual orientation. Through an empirical study utilizing the Merit Principles Survey, the present study found that public employees’ perceptions of discrimination in the workplace were influenced by individual demographic characteristics such as age, race, and sex and also by agency characteristics. These results have presented implications for us that we need to create public organizational cultures that are inclusive of all through diversity management in order to reduce perceived discrimination of employees in the public organizations.

        The Relationships between Trust, Civic Participation, and Social Value for Sustainable Growth

        본 연구에서는 신뢰, 시민참여, 사회적 가치의 관계를 살펴보았다. 우리나라 국민들을 대상으로 한 세계가치설문 조사를 바탕으로 요인분석을 한 결과, 사회적 가치는 사회/환경적, 경제적 관점을 포함하는 것으로 나타났다. 또한 신뢰와 시민참여는 사회적 가치와 긍정적인 관계를 유지하였다. 보다 구체적으로, 사회활동집단에 대한 신뢰는 사회/환경적 그리고 경제적 관점의 사회적 가치와 긍정적인 관계가 나타났으며, 시민참여는 사회공헌이라는 사회적 가치와 긍정적 관계가 있었다. 본 연구의 결과는 지속 가능한 커뮤니티 구축을 위한 사회적 가치 창출의 필요성과 중요성을 강조하고 있다는 점에서 의미가 있다. Using the survey data collected from the South Korean people on value perception, we examined the relationships between trust, civic participation, and social value. Based on the World Values Survey data, we found that social value contained social/environmental and economic perspectives through a factor analysis. We confirmed the significant and positive association of trust and civic participation with social value. More specifically, trust in socially active group was significantly and positively related to social value associated with social/ environmental and economic perspectives. Additionally, civic participation was significantly and positively associated with society’s contribution (social perspectives). These results emphasize the necessity and importance of supporting social value for sustainable community formation.

        Examining the Determinants of Civil Service Reform in U.S. State Governments

        Employing data collected by various sources, such as the Council of State Government and the U.S. Census Bureau, this paper examined what factors influence the extent of civil service reforms and reform intensity More specifically, the present study attempted to find the influence of political, managerial, and socioeconomic environments on civil service reform by utilizing longitudinal data analysis between FY 1991 and FY 2006. Results showed that political environment, especially governors' characteristics, is critical in terms of the extent of civil service reform, and managerial and socioeconomic environments (e.g., union density, demographic characteristics of state population) are important determinants of reform intensity across the United States.
