The Growth of Low-Income Population in Floodplains: A Case Study of Austin, TX

This study seeks to examine the exposure of low-income people to floods in Austin. This exposure of low-income people couldfinancially and psychologically be more serious than that of others because they have less capacity to recover from the hazards. Thisstudy conducts four methods to track the vulnerability of the population. The results are as follows: first, property values are lowerinside floodplains than outside floodplains; second, many floodplain areas have been developed for multi-family housings, mobilehomes, and single family housings in the very low-income neighborhoods between 1990 and 2000; third, low-income people aremore likely to live in floodplains, compared to higher-income people and the number has grown in floodplains; fourth, people withthe lower income are more likely to live in the areas including more floodplain. The more serious exposure and the increase of lowincomepeople in the floodplains could give a rationale for policy intervention in floodplain management and regulation. This studyproposes several policies for Austin to reduce property damage in floodplains, where low-income people tend to live.

This paper considers the method to design an effective electronic commerce database for small-scale internet bookstores. The information of books is a basis of internet bookstore. It is an essential factor to fmd out or to recommend the most suitable book for customers as well. But it is too difficult for small-scale bookstores to efficiently manage the information of books. Even if they have themselves structured and computenze their database, in a general case, the database is inconsistent and structured in duplicate. Because of the inconsistency of the database, it is hard to exchange mformation and intprove effectiveness of business. Therefore, we would like to provide the scheme of constructing the database which can supply customers accurate information. Besides it can reduce the management expenses of mformation about books by constructing and shating the effective database for small-scale bookstores.

본 연구는 주택연금 가입자와 미가입자의 주택연금 가입 의사결정을 다루었다. 본 연구는 두 개의 자료를 이용하였다. 하나는 주택금융공사(이하 공사)의 주택연금 수요실태조사이며, 다른 하나는 공사의 실제 주택연금 가입자 속성 자료이다. 공사의 주택연금 수요실태조사는 가입자와 미가입자를 동시에 설문한다. 설문 대상자인 미가입자는 주택연금 가입 요건을 갖추고 있으나, 실제로는 가입하지 않은 60세 이상 고령가구이다. 두 자료를 서로 대조하여 2010년 현재, 주택연금에 실제 가입한 가구와 미가입가구를 선별하였다. 실증모델로는 로짓 모델을 활용하였다. 연구 결과, 본인연령, 부동산자산규모, 연간부동산경상소득률 및 주택연금 인식경로가 통계적으로 유의하였다. 이타적 동기 역시 실증되었는데, 본인의 연령이 80대이면서, 배우자가 상대적으로 어린 경우, 이타적 동기에 의한 주택연금 가입현상이 나타났다. 또한 선행연구와 같이 아파트와 수도권 가변수가 모두 통계적으로 유의하였다. This study analyzes factors that determine JooTaekYeonKeum borrowing decisions of elderly households. We use two datasets. One collects survey data from the Korea Housing Finance Corporation (HF), which surveyed both subscribers and non-subscribers; the other comprises JooTaekYeonKeum (JTYK) subscription data, which also comes from HF. We match the two datasets and extract precise information content pertaining to both subscribers and non-subscribers. We employ logistic regression models to investigate which factors affect JTYK borrowing decisions in elderly households. The empirical results show that the age of the household head, real property assets, real property rental income, and the channels of information acquisition are important and significant determinants of JTYK subscription decisions. In terms of Altruistic motive, we also find that if elders with much younger spouse grow older, they are more likely to subscribe to the JTYK. Following procedures established in previous studies, we also confirm both apartment and Seoul Metropolitan Area effects.
Evaluating the Rebuilding Policies for New Orleans after Hurricane Katrina

Recognizing the importance of rebuilding New Orleans, this paper aims to analyze the rebuilding policies for New Orleans and compare those with an alternative policy which can make the city more sustainable, less vulnerable and more equitable. For this comparison, it analyzes four rebuilding policies as follows: Urban Land Institutes`s Policy, the Bring New Orleans Back Commission`s Original and Revised Policy, and Policy of Cherokee, IA. It is important that rebuilding New Orleans means not only rebuilding homes but also the lives and futures of people who has lived in the city.
