Construction industry recognizes the necessity to manage is business from viewpoint of processes, and consider developing, evaluating and improving standard processes as important managerial target. SW-CMM provides basic framework for this process management. However, appropriate tailoring and adjustment are essential for SW-CMM concept to be applied to construction business. SW-CMM makes construction manager understand the capability of business process, based on which the priority of process improvement is judged. The capability is prescribed by common features. This paper introduces the basic frame for diagnosing construction business processes with SW-CMM, and presents the case study of analysing processes focusing on communication management.

북한 미사일발사에 따른 한국의 전략적 대응방향

북한은 핵폭탄을 보유하고 핵의 소형화와 우라늄 농축에 성공하였으며, '소형화된 핵을 스커드 미사일 등에 장착하는 핵·미사일화(化)에 성공한 후 실전배치했을 가능성이 높다'고 군사전문가들은 평가하고 있다. 이젠 실전배치까지 마친 상황에서 금년 2월부터 7월까지 8종류의 미사일, 250여발을 발사하였다. 이는 한국과 미국에게 핵을 보유한 그들의 존재를 과시하는 일종의 도발이라는 판단 하에 현 상황에서 북한 핵·미사일의 확장을 억제하고, 도발을 최대한 저지할 수 있는 '한국의 전략적 대응방향'을 제시하는 게 연구의 목적이다. 다행히도 박근혜정부는 '한국형 미사일방어(KAMD: Korea Air and Missile Defense)'를 계획하고 '킬 체인(Kill Chain)'을 2015년, 실전배치하는 것으로 추진하고 있으나, 북한이 한국의 한국형 미사일방어 계획을 완료하기 전, 핵·미사일을 사용해야겠다는 강박관념에 사로잡혀 오판할 개연성이 있으므로 한국정부는 국민의 생명과 재산을 보호하기 위하여 이에 대한 대책을 시급히 강구해야 한다. 그 이유로 북한은 현재 왕조적 독재체제로서 核단추를 통제하는 김정은의 비이성적인 판단을 제어할 제도적인 장치가 없다. 美 정보당국은 김정은이 유학했던 스위스에서 그와 생활했던 사람들을 직접 만나 성격을 분석한 결과, "그는 위험하고, 예측불능이며, 폭력적이고, 과대망상型"이란 결론을 내렸다. 그런데도 한국사회는 북한의 '핵 위기'에 둔감해 있을 뿐 아니라, 핵을 가진 북한과 성격이 위험천만한 김정은에게 편드는 이른바 종북정치 세력의 존재에 대해 무감각 한국민이 많다는 것에 개탄하지 않을 수 없다. 이러한 작금의 한국 현실 속에서 본 연구를 통해 탐색한 전략적인 대응방향은 다음과 같다. 첫째, 한국형 미사일방어체계를 시급히 구축해야 한다. 둘째, 북한 도발 시 북 지도부에 대한 응징보복 개념을 발전 강화시켜야 한다. 셋째, 미국과의 협조체제를 더욱 강화하고 일본과도 군사적 교류협력의 계기를 마련해야 한다. 넷째, 미국 핵무기의 한국배치에 대해 논의해야 한다. 다섯째, 맞춤형 억제전력에 의해 선제적 타격대응 태세를 확립해야 한다. 그 외에도 대외로는 UN 및 주변국과 외교관계를 강화하고, 대내로는 종북세력을 경계 응징하는 국민 적 공감대를 형성해야 한다. 마지막으로 국가안보에 관해서도 여야도 한 목소리를 내야 할 것이며, 국민전체가 총화단결하지 않으면 안 된다는 위기인식을 확립해야 할 것이다. Militarists are evaluating that North Korea succeeded in nuclear miniaturization and uranium enrichment with possessing nuclear bomb and that 'there is high probability of having made combat arrangement after succeeding in nuclear missile pattern of installing the miniaturized nucleus in a scud missile.' In a situation of having completed combat arrangement now, it launched about 250 shots of 8 missiles from February to July this year. Under the judgment as saying that this is a kind of provocation of showing off their existence, which possesses nucleus, targeting South Korea and America, the purpose of this study is to suggest 'South Korea's strategic response direction' available for inhibiting expansion in North Korea's nuclear missile and maximally blocking provocation in the current situation. Fortunately, the Park Geun-hye government is pushing ahead with arranging 'Kill Chain' in 2015 with planning KAMD(Korea air and missile defense). However, there is probability that North Korea will miscalculate by being obsessed with needing to use nuclear missile before South Korea completes KAMD plan. Thus, the South Korean government needs to urgently devise a measure for this in order to protect people's life and property. As for the reason, North Korea has no institutional device now that will control the irrational decision of Kim Jeong-eun who controls nuclear button as the dynastic dictatorship government. As a result of which the U.S. intelligence authorities analyzed personality by directly meeting people with whom Kim Jeong-eun had lived in Switzerland where he had studied, the conclusion was made as saying that "he is dangerous, unpredictable, violent, and grandeur delusion type." Nevertheless, it cannot help lamenting that South Korean society has many people who are insensitive to the existence of the so-called Jongbuk(Pro-North Korean) political power who stand by North Korea of having nucleus and by Kim Jeong-eun who is treacherous, as well as being insensitive to 'nuclear crisis' in North Korea. Amidst South Korea's this reality these days, the following are the strategic response directions that were explored through this study. First, there is a need of imminently implementing KAMD. Second, there is a need of developing and reinforcing a concept of retaliation punishment against North Korean leadership given North Korea's provocation. Third, there is a need of further strengthening cooperative system with America and of arranging an opportunity of military exchange and cooperation even with Japan. Fourth, there is a need of discussing about arranging US nuclear weapon in South Korea. Fifth, there is a need of establishing preemptive strike reaction posture based on the customized inhibitory strategy. Even in addition to it, there is a need of stepping up diplomatic relations with UN and surrounding nations abroad and of proceeding with forming people's sympathy of looking about and retaliating for pro-North Korean power at home. Finally, even the ruling and opposition parties will need to chorus their agreement even as for national security and to establish crisis awareness as saying that all people need to unify as a whole.

온라인 쇼핑몰 구성과 소비자 만족도의 연관성: 중국 전자상거래 시장을 배경으로

현대 사회에서는 정보기술의 발달에 따라 온라인시장이 급속하게 성장하고 있다. 이제는 전 세계 최대 규모로 중국 소비자들이 온라인 쇼핑몰을 통하여 제품을 구매하여 온라인 쇼핑 시장이 급속하게 발전하면서 거래 규모가 계속 늘어나고 있다. 따라서 중국 온라인 쇼핑몰에서 판매되는 제품의 특성, 사이트 구성이라는 두 가지 기여요소와 소비자의 구매경험 만족도의 관계를 연구하여 제품 특성과 경험 만족도의 관계에서 충동구매적 성향이 조절효과로 작용하여 이 관계에 어떠한 영향을 미치는지에 대해 관찰하는 것이 본 연구의 목적이다. 최근 1년 동안 온라인 쇼핑몰을 이용한 경험이 있는 중국 온라인 쇼핑 소비자를 대상으로 설문 조사를 진행하였다. 배포된 1000부 중 설문이 완성된 200부를 회수해서 연구 가설을 검증한 결과를 요약하면 다음과 같다. 제품 가격, 품질, 다양성과 같은 제품특성과 편리성, 효율성, 보안성을 보유한 사이트 구조는 소비자 만족도에 긍정적인 영향을 미친다. 이어서 내적 동기 충동구매성향이 높은 소비자들일수록 제품특성과 웹사이트 구조가 소비자의 만족도에 주는 긍정적 영향을 약화 시키고 부정적인 온라인 쇼핑경험 인지도에 기여한다.

다자간 국제회의 안전활동에 있어서 현장활동단계의 역할 및 중요성에 관한 연구: 부산 APEC 행사를 중심으로

본 연구는 2005년 부산에서 개최된 APEC 행사의 안전활동 문제점을 도출하여 이를 토대로 향후 우리나라에서 개최될 다자간 국제회의 안전활동에 대한 제고방안을 모색해 보는데 그 목적이 있다.이와 같은 목적을 달성하기 위하여 부산 APEC 행사에 직접 참여한 경찰, 소방, 군, 국정원 등 안전기관의 문제인식 차이를 통하여 제반적인 문제점을 도출해 보고자 한다. 이를 위해 APEC 행사에 차출되어 근접해서 근무한 4개 안전기관 직원을 대상으로 델파이방법에 의해 3차례에 걸쳐 의견을 수렴, 다자간 국제회의의 단계별 구성요소 및 문제점을 파악하고 구성요소별로 문제인식에 대한 통계처리를 실시하였다.이와 함께 안전기관 전문가 4명과 1 : 1 면담결과를 통하여 다자간 국제회의 행사에 있어서 현장에서 주로 이루어지는 현장활동단계는 어떤 역할을 하며, 그 중요성이 무엇인지를 확인한 결과는 다음과 같다.현장활동단계에서는 첫째, 인력운영 면에서는 안전기관의 유경험자를 데이터베이스화하여 관리함으로써 차제에 유사한 범국가적인 행사에 차출할 수 있는 시스템을 마련해야 한다. 둘째, 효과적인 폭발물 검측을 위해서는 첨단장비의 도입을 중기계획에 의거하여 차질 없이 수행하고 유관기관과 합동반을 구성하여 주요 취약시설에 대한 점검을 동시에 병행하여야 한다. 셋째, 안전장비의 첨단화를 위해서는 첨단장비 박람회를 통한 장비도입이 사전에 이루어져야 한다.넷째, 국내․외 정보기관과 행사와 관련된 정보를 공유하고 협조체제를 강화하여 대테러활동에 최선의 대책을 강구해야 한다.다섯째, 각 기관별로 홍보활동을 경쟁적으로 전개하는 것 보다 상호이해 증진차원에서 홍보기구를 설치하여 대국민 홍보대책을 강구해야 한다.여섯째, 소방관련 기관과의 협력을 강화하기 위해서는 평시에 전기, 가스, 승강기 등 관련회사와 유기적인 협조체제를 강화하여 행사 시 유관기관과의 통합조정권이 확보될 수 있도록 정책적인 배려가 필요하다.일곱째, 원활한 취재활동의 편의를 제공하면서도 안전 및 질서유지를 도모하기 위해서는 명확한 보도관리 지침수립이 필요하다. This study's purpose is to present the improvement of effectiveness of security activity for international conference among Several Countries which can be held hereafter. On the basis of security activity problems originating in APEC that had been held in Busan in 2005.I made up questions three times to on the members of the police, military, fire figher and national intelligence service who had experienced in Busan APEC and recognition of possible problem and possibility of improvement on each item of questions was analyzed by Delphi Method.Also interviews with 4 security experts selected from each security agency were conducted to present improvement in each part of problem. The results obtained from the face to face interview with four experts of security-enforcement agency about the role and importance of site activity stage for international conference among several countries are as followings ; First, the system that experienced security-enforcement agents can be selected for the next national security event is needed, by data-basing the security- enforcement agents who were experienced in security event as man power management.Second, the middle-term plan for the introduction of high-tech equipment and joint inspection with relevant security agents are needed for the efficient explosive technical detection.Third, high-tech security equipment could be introduced through the international high-tech security equipment exhibition. Fourth, an anti-terrorism plan should be measured by sharing information through the cooperation with domestic and international intelligence agency.Fifth, public relations should be measured systematically by organization rather than agents' individual public relations. Sixth, political consideration to secure integrative coordination with other agency is needed for security activity, through normal cooperation with fire fighting related agency such as an electric, gas, elevator company. Seventh, a definite press guideline is needed for a convenient news coverage and safety during security event.

콘크리트 벽체에 매립된 스터드 앵커의 거동에 관한 매개변수 연구

The concrete wall panels are composed of various members such as studs, brackets, bolts and nuts, etc. Embedded studs in the concrete wall resist transferred lateral and horizontal load in the structure. The thickness of the concrete wall influences shear behavior of embedded studs. The finite element analysis was carried out with respect to the thickness of the concrete wall to investigate shear behavior of embedded studs. The numerical analysis results were compared with the experimental results and confirmed that The deformation of the stud anchor is reduced with an increase of the thickness of the concrete wall.
