주거지정비는 주민들의 삶의 질을 개선하고, 생활의 불편을 해소하기 위하여 생활환경을 개선하고 정비하는 일련의 활동으로, 해당지역 주민들의 삶의 질을 향상시키고 동시에 지역사회의 발전을 도모하는 것을 목적으로 한다. 그러나 그동안 우리나라의 주거지정비는 생활환경 개선이나 삶의 질 향상보다는 가능한 많은 수의 주택을 공급하고, 또 더 많은 개발이익을 창출하는데 중점을 두었고, 이로 인해 정비사업에서 갈등이 계속되고 있다. 여기서는 대표적 주거지정비사업인 주택재개발사업의 갈등에 대해 갈등배경과 함께 전반적인 갈등현황과 그리고 사례지구를 중심으로 갈등의 전개과정과 갈등구조를 분석하였다. 다양한 이해관계를 지닌 집단들이 추진하는 사업이기에 주택재개발사업에서 갈등은 불가피한 면이 없지 않다. 현재 주택재개발사업에서는 갈등해소를 위한 제도적 장치들이 제대로 마련되지 있지 않으며, 앞으로 주택재개발사업의 갈등 해소를 위한 제도적 장치가 필요하며, 보다 근본적으로는 공공의 역할과 공공성의 회복이 필요하다고 하겠다. The paper examines the conflict occurred in Housing Renewal Projects. The current housing renewal project was prompted by development gains. Conflict in Housing Renewal Project is the opposition between individuals and organizations on the basis of competing interests, different identities, or differing attitudes. The public, central or local authorities are reluctant to be involved in the disputes. The actors that the association of property owners, tenants, the central and local authorities involved have to settle the conflicts by themselves. As far as Housing Renewal Project is carried out by the association of property owners, it needs the strategy of conflict resolution and strengthens the role of local authorities.

The New Address System, which is based on street name and building number along the street, is developed to complement the current address system which is based on cadastral system. The New Address System is going to be implemented in every local government by the early 21st century. In case of Seoul, the New address system has been introduced in Kangnam-Gu distrct in 1998 as a model. Seoul Metropolitan govenvnent decided to implement the New address system to the other districts by the year 2001. The study on the road network is needed for the efficient implementation of the new address system in Seoul. In this study, road network system of foreign countries has been investigated, road network for the new address system has been suggested, and several research/policy proposals are proposed for the development of the new address system in Korea.

본 논문은 자본주의 사회에서 ‘지속가능한 도시화’의 가능성에 대한 비판을 인정하면서도 이의 가능성을 전제로 한 ‘새로운 도시화’를 개념화하고자 한다. 이를 위하여 우선 근대 산업사회의 도시화와 관련된 포드주의적 축적체제와 이를 뒷받침한 ‘발전주의’ 전략의 문제점들을 지적하고자 한다. 그리고, 이러한 도시환경문제를 통제하기 위하여 등장한 지속가능한 발전의 개념을 고찰하고, 그 동안 이 개념은 주로 산업적 도시화의 결과로 초래된 도시 환경문제를 사후적으로 해결하기 위한 전략-즉 약(弱)지속가능한 발전 전략-에 한정되고 있음 을 밝히고자 한다. 이러한 점에서 ‘발전주의’ 전략뿐만 아니라 약(弱) 지속가능한 발전 전략의 한계를 극복하기 위하여 지속가능한 발전의 개념을 유형화하여, 새로운 도시화를 위한 강(强) 지속가능한 발전과 이를 적용한 도시환경 전략을 제시한다. 강지속가능성에 기초한 새로운 도시화는 기존 도시화 과정 및 이를 추동하는 정치경제적 체제에서 벗어나는 전환적 발전을 목표로, 시민들의 자발적 실천과 연대(네트워크)를 통해 자기완결적이고 환경정의적 전략들의 실행을 통해 이루어져야 한다는 점이 강조된다.<br/> <br/> This paper is to conceptualize 'new urbanization' on the basis of a certain possibility of 'sustainable urbanization' in the capitalist society. while admitting some criticism on its possibility. For this purpose. first of all. this paper points out some economic and environmental difficulties in the Fordist regime of accumulation and the developmentalist strategies which have promoted the modem urbanization in the industrial society. Then. this paper examines the concept of 'sustainable development' which has been suggested to manage such problems in modem industrial cities. and explores its limitation that the application of this concept has been usually confined to some ex post facto - that is. weak sustainable development - strategies to resolve urban environmental problems. Finally. in order to overcome these problems both of developmentalism and of weak sustainable development, this paper conceptualize strong sustainable development for new urbanization and suggest urban environmental strategies for strong sustainable cities.<br/>
