기존 시가지에 대한 정비사업은 다양한 사람들의 삶터를 대상으로 하기 때문에 커뮤니티를 중요하게 고려하지 않을 수 없다. 하지만 기존의 도시정비는 주민의 사회경제적 특성을 반영하지 못하고 상업주의적으로 진행되었으며, 단위 사업 위주로 진행되어 주변 지역과도 조화를 이루지 못하고 생활환경을 악화시키는 원인이 되기도 했다. 향후 도시정비는 보다 광역적인 지구 차원에서 계획하고 여러 사업을 연계 추진하여 주변 환경과도 조화되고 커뮤니티를 유지, 발전 시킬 수 있는 것이어야 한다. 이러한 커뮤니티 중심의 도시정비사업을 추진하기 위한 원칙과 방법을 제시한다.

This paper deals the strategy which cause urban change in Seoul with two aresas of emphases: (1) the history and background of the strategy; (2) the device of the urban policy for the strategy. First of all, I make an overview the history of urban planning through the different time period since 1960's and characterize each period. Secondly, I focus on the new-town-construction and its problems which can be characterized as quantitative expansion. This problems continues to make effect the urban policy in Seoul and especially the restructuring of production. In conclusion, I suggest that the 'quality of life' should be the central and the basic consideration on the ur ban planning.
제 3 세계 발전주의 국가에서의 민주화와 주거복지 : 한국과 브라질의 도시 저소득층 주택정책의 비교 연구

민주화의 효과로서 복지의 확충을 통한 사회·경제적 불평등의 약화가 흔히 점쳐지고 있지만, 실제 민주화 과정에 대한 정치·경제적 분석은 이러한 가설에 대해 의구심을 제기하고 있다. 따라서 이 글에서는 주거복지에 초점을 맞춰 민주화화 사회복지간의 관계를 살표보고자 한다. 특히 유사한 민주화 과정을 거쳤지만 그 정치·경제적 배경이 사뭇 다른 한국과 브라질을 비교하는 방식을 통해 제3세계 사회에서 민주화에 따른 주거복지의 가능성과 한계를 점검하고 있다. 이를 위해 먼저 민주화와 주거복지에 대한 개념을 정의하고 두 나라를 비교하기 위한 분석틀을 설정한 후에, 민주화 전후 시기의 사회·경제적 동향과 주거복지의 현황을 면밀히 비교함으로써 민주화의 사회·경제적 효과를 밝히고 있다. 이러한 연구를 통해 볼 때, 민주화는 주거복지의 필요조건이기는 하지만 충분조건은 아니 었다. 따라서 한국과 브라질에서 민주화 이후 주거복지가 힘있게 지속적으로 추진되지는 못했음을 발견할 수 있다. 그러나 민주화가 '위로부터의 주거복지 체제'를 '아래로부터의 주거복지 체제'로 전환되는 중요한 계기로 작용해서 향후 주거복지의 실질적 발전을 가능케 하는 디딤돌이 되고 있다는 사실을 통해 민주화를 통한 주거복지의 가능성을 찾을 수 있다.

The fundamental questions of this paper are as follows : why does the market economy necessarily lead to spatial imbalances within urban areas? ; and then, is it possible for urban spatial policy to correct this market failure brought about by spatial imbalances? : if not so, what are the alternatices of 'govemment failure' as such? In order to answer above questions, first of all, this paper examines the diwpute, though hackneyed and still important, between market mechanism and state interventionism. Especially, it examines the epistemological and ideological aspect, from a critical point of view, on which each is based. Secondly, in order to evaluate whether the policies measures of urban managerialism are relevant to the distributional justice of spatial consumption, it is considered in critical terms that the scientific method of positivism(or empiricism) and the consquential ethics of utilitarianism underlying urban managerialism are an impact on urban spatial policy. Finally, on empirical evidences of the failure of urban spatial policy in Korea, some cases are reviewed. In conclusion, this paper recommends that urban spatial policy should have an epistemological and methodological tum. In view of the value-committed natures inherent in spatial consumption, for an example, it is required that the logic of urban spatial policy rely on the practical reason like intuition, wisdom, and phronesis rather than the instrumental reason like experiance, observation, and techne'.

This research was undertaken to evaluate the capability of extant research to highlight the "urban meaning"(Castells's expression) of Korean cities, paying special attention to urban social movements. Research from the fields of sociology, urban geograhy, urban planning, public administration, economics, etc. was gathered, mainly focusing on the Seoul capital region and other cities. It was assumed that Seoul is the primate city of a dependent economy, and in tum, the other cities held positions of dependence toward Seoul. Our main conern was to highlight the mechanisms sustaining this system. Existing data was particularly weak in analyzing power relations in the decision-making processof urban policy. There were a few topics of conentrated research. Seoul's urban redevelopment of substandard housing reveals the "budget mechanism", whereby alloction of funds for social welfare is minimalized, leading the "budget mechanism", whereby allocation of funds for social welfare is minimalized, leading to reliance on corporate capital, and also the "stratification mechanism", whereby creation of elite space provides high exchange value of land and housing in the capital region. Social movements would do well to target not only the govemment, but also the major corporations, and try to form broad coalitions opposing the commodification of urban facilities, such as land, housing, transportation, etc.
