This paper provides a brief overview of the process for the introduction of new train in England since privatization in 1994. They have railway safety case which the safety management for the introduction of new trains is to be considered in all process including design, manufacturing, test, maintenance etc. To achieve safety in track, they also consider evidence available from the design and build process.

As the public use part of the railway and the road, the railway crossing is important to work properly by two transportation means. Also, It is important to provide the good face of friction on the railway crossing in aspect of protecting the railway crossing accident. Lately, the material of railway crossing panel is the wood, the asphalt, and the steel. As they have a various fault, it was studied to analyze the structural action of the new material, rubber panel. This paper analyzed eigenvalue, stress and displacement by truck passing weight, thermal stress and train moving weight, using the FEM model.

This paper is a study on the practical Systems Engineering Management Plan(SEMP) for the LRT Project. A SEMP shall be developed and applied to define and manage the systems engineering activities during the beginning of LRT Project. This paper is addressed contents and description of the practical systems engineering management plan based on the existing practices about system engineering management plan in LRT Project domain as well as the systems engineering standard as MI-STD 499A, IEEE 1220 etc. In the early stage of a LRT Project, An acquirer should provide a Systems Engineering Plan(SEP), and a contractor should summit a Systems Engineering Management Plan as the SEP in proposal. This addressed the SEMP as an aspect of the system and sub-systems supplier to systematically and effectively accomplish the systems engineering activities in LRT Project generally.

The methodology for maintenance system development should overall be considered with all of task characteristic, schedule, and the technical condition of investment sources. This research applies Waterfall model to methodology for the development and construction of maintenance system through customizing the CD (Custom Development) procedure of "HSDM (Hyundai System Development Methodology)" based on information engineering. The waterfall model called as classic life cycle paradigm is defined for the sequent development procedure, which make progress a next step after that a previous step is admitted with thorough review. This model which is popular and the oldest paradigm is used for system development by four steps; demands analysis, design, construction, and maintenance. This methodology advances higher abstract step from higher lower step using top-down approach from concept definition to construction, which notices the end of a step whenever a step is over. Therefore, each step is exactly divided, and consequently the output is clearly yielded.

In this paper, we"ll change a data generated by the project for a database and make the better interface of all laboratory and a participating enterprise, constructing a knowledge-based management system to fit a characteristics within a country. Also, we"ll manage the light-rail transit system development efficiently and systematically, constructing the web-based knowledge information system.

The construction of concrete slab track system is increased because the system has advantages which are maintenance free and so on, the other side, the system has weak points such as increase of the cost of the early stage construction. Recently, railway environment is issued including noise. Therefore, measures which are to mitigate noise on slab tracks were introduced, however, it is found that efficiency of noise reduction is low because noise problem is still issued. In this study, to study noise characteristics on concrete tracks we measured noise by site types. Finally the results have done comparative analysis.

A subway or an underground railway is one of the representative public transportations which lots of people take everyday. Then, subway station, which is also one of the very important public civil infrastructures, generally services for a long period of time. During the service time of stations, they are easily damaged from environmental corrosion, material aging, fatigue, and the coupling effects with long-term loads and extreme loads. Recently, civil construction work on the places near station often creates lots of damages to the station. As these damages accumulate, the performance of station degenerates due to the above factors. They would inevitably reduce the resisting capacity of station against the disaster; even they bring into the collapse of stations with the structural failure under long-term loads and extreme loads. And, if disaster such as earthquake, fire, etc. happens, it causes huge property damage and threatens the human lives. Because of these above reasons, the structural health monitoring system need to be developed for ensuring the safety of station. In this paper, the development directions of the structural health monitoring system with fiber optic sensor and USN for subway station are briefly described.

In order to facilitate technical exchange among nations and/or institutes through the establishment of mutual recognition and the reliability guarantee of testing results by testing standards standardization, the interlaboratory comparison tests on brake discs and linings between KRRI and CARS were conducted. So far, two ways of comparison tests were performed for a better understanding of mutual recognition and standardization in railroad brake linings between Korea and China. In this paper, the first and second comparison testing results have been summarized, and the suggestions for the future research work are also presented to encourage extensive research on comparison study of railroad brake discs and linings between KRRI and CARS.Eventually, the final goal of the current research will be the establishment of standardization of railroad testing standards.
