철도 안전관리체계 개선방안 연구 – 신뢰성 분석을 중심으로

국토교통부는 철도안전법 제7조의 “안전관리체계의 승인”규정에 따라 철도운영기관이 철도안전법에서 정한 안전관리 기준에 맞게 철도안전관리체계(SMS)를 갖추고 있는지를 관리하는 임무를 한국교통안전공단에 위임하여 매년 정기·수시 검사를 시행하게 하여 승객이 안심하고 철도를 이용할 수 있도록 하고 있다. 철도안전법에 따라 국내 모든 철도운영기관은 철도안전관리체계를 수립하고 승인을 받아 운영하고 있으나 아직 개선할 부분이 있다. 본 연구에서는 국내 주요 운영기관의 철도안전관리체계 중 신뢰성 중심 유지보수 (RCM) 부분에 관련된 내용에 대한 현황분석을 통해 RCM 분석체계 수립, RCM 업무 프로세서, 그리고 RCM 분석용 데이터 관리방안에 대한 개선책을 제시하였다. Based on the Railway Safety Act, the Ministry of Land, Infrastructure and Transport, through Korea Transportation Safety Authority, supervises railway operating institutions to establish a railway safety management system (SMS) in accordance with safety management standards set by the railroad safety act. On behalf of the Ministry of Land, Infrastructure and Transport, the Korea Transportation Safety Authority performs regular checks and checks based on SMS to ensure the safety of railways passengers. According to the Railroad Safety Act, all domestic railroad operating institutions have established railroad safety management system and operate with approval, but there is still room for improvement. In this study, we have reviewed the railway safety management system of major domestic operating institutions and presented some improvements about reliability centered maintenance.

도시철도의 운행시간 단축을 위한 급행열차운행에 관한연구

Korea’s urban railway was opened in 1974. This is in third opening in Asia. Urban railway contributed to shortening commute time of users. However, recent commuting time is continuous increasing Therefore, this study investigates the present Express train and Metro operation at seoul and Kyungi province. After trade-off study of side track, headway, train diagram, the paper suggest how to speed up Kyung-ui, Suin, and Ansan line. This shows what should be included in the coming metro line construction to improve efficiency and reduce commuter time. 한국의 도시철도는 1974년 개통하였다. 이는 아시아에서 3번째로 도시철도를 개통한 것이다. 도시철도는 도시인의 출퇴근시간 단축에 많은 기여를 하였다. 그러나 최근에는 도시철도의 출퇴근시간이 지속적으로 증가하고 있다. 그래서 본 연구에서는 수도권 도시철도의 노선별 급행열차 운행현황 및 기존의 연구내용을 조사하고, 대피선 적정성 검토, 열차운행간격, 열차 다이어그램 분석을통하여 경의선, 수인․안산선의 급행화 방안을 제시하고, 중장기적으로 도시철도 건설에 반영해야 할사항을 제시하여 향후 도시철도 건설에 효율성을 향상하고, 출퇴근시간을 단축하여 이용자가 편리하게 철도를 이용할 수 있도록 하고자 한다.

한국 철도역사 건축디자인 개선을 위한 해외 지침 사례연구

본 연구는 한국 철도역사 건축디자인 개선을 위한 해외 철도역사 건축디자인 지침의 사례연구로 미국과 영국의 디자인지침을 중심으로 한국의 설계기준과 비교 분석하는 것을 목표로 한다. 미국 암트랙의 철도역 프로그램과 계획 가이드라인(2013)과 영국 네트워크 레일의 철도역 설계 원칙(2015)을 사례분석의 대상으로 삼고 한국철도시설공단의 철도설계지침 및 편람과 비교하여 그 차이와 시사점을 도출하였다. 해외 디자인 지침은 현대 철도건축의 지닌 도시 건축적 중요성과 기술의 발전에 맞추어 디자인의 질적 향상을 위한 가이드라인을 제시하고 있으며 그 내용을 한국 설계기준과 비교하였다. 그 결과, 한국 철도건축설계기준 개선을 위하여 통합적 디자인 원칙 마련이 요구되고, 이용수요 중심의 철도건축유형 재정립, 그리고 철도건축설계 프로세스의 지침화가 필요하다. This is a case study of overseas railway station design guidelines for the improvement of Korean railway design and focused on the US (Amtrak’s Station Program and Planning Guideline, 2013) and UK (Network Rail’s Station Design Principles, 2015) railway design guidelines. This study is aim to compare these two guideline with Korean design guideline and to find the differences and potential values. Both of two guidelines have indicated design principles for the design improvement which is adapted to the current urban architectural importance of railway station and the advanced technologies. As a result, for the improvement of design quality of Korean railway station, the Korean design guidelines need to set up integrated design principles, to re-categorize the building types based on the user-demand and to designate the design process in the design guideline.

남북간 화물열차 개통이후 TAR북부노선 연계ㆍ활성화를 위한 대안 연구

2007년 12월 11일 마침내 경의선 문산-봉동(판문)간 화물열차가 개통됐다. 이는 지난 1951년 경의선 운행이 중단된 지 56년만의 역사적인 사건으로서, 남북간의 철도연결은 한반도 물류동맥이 부활된다는 것이며, 나아가 중국과 몽골, 시베리아횡단철도 등 대륙철도 물류인프라의 구축이 시작됨을 의미하는 중요한 사건이다. 이것은 또한 UNESCAP에 의해 진행중인 TAR 북부노선의 확립을 위한 계획안중의 하나로서, 본연구에서는 대륙횡단철도의 연계노선 국가인 북한, 러시아, 중국철도현황과 남북철도 개통이후 향후 개선과제 등을 검토, 남북철도의 원활한 운행과 대륙철도망과의 조속한 연계를 추진하여 TAR북부노선을 가능한 빨리 완성하는 것이다. 또한, 본 연구에서는 대륙철도연결을 위한 북한철도의 중장기 개량방안과 중국 및 러시아의 국제철도 운송로 발전전략을 파악하고, 대륙철도 및 남북철도의 활성화를 위한 국내철도의 인프라시설 대응방안 등을 보다 구체적으로 검토하여 TAR 북부노선의 조속한 확립을 검토하고자 한다.

철도를 구성하고 있는 개별 요소들을 통합 · 제어하여 안전하고 효율적인 철도운송이라는 목적을 달성할 수 있도록 설치된 시설이 철도교통관제센터이며, 이곳에서 근무하고 있는 철도교통관제사들은 철도안전과 직접 연관이 있는 관제업무를 수행한다. 철도안전법에서는 철도교통관제사를 철도의 안전업무종사자 중 핵심 종사자로 분류하고 있으나 관제사 직무에 대한 연구는 다른 종사자에 비하여 미미한 수준에 머물고 있다. 본 연구는 철도교통관제사 직무에 대한 이해를 도모하고 관제업무절차의 개선 방향을 제시하고자 시행하게 되었으며, 효과적인 연구수행을 위하여 직무단위를 책무, 과업 그리고 요소로 구분하였다. 분석 기법으로는 직접 관찰법과, 객관성을 보완하고자 전문가 면담 법을 실시하였다. 이런 과정을 거쳐 철도교통관제사의 직무를 5개의 책무, 62개 과업으로 분류하고, 62개의 과업은 요소 별로 작업순서를 정리하여 제시하였다. The railroad traffic control center is the facilities set up for the purpose of safe and efficient railway transportation by integrating and controlling the individual elements which compose railway, and The railroad traffic controller conducts traffic control job directly related railway safety at the Center. The Railway Safety Law classifies the controller as core worker among various workers related to railway safety, but the studies regarding the controller’s job has been remained at insignificant level compared to other workers. This study has been progressed to devise comprehension and to present the direction of improvement about the controller’s job processes, and job units are classified as Duties, Tasks and Elements in order to perform efficient research. Direct Observation Method is applied as analytic technique and Expert Interview supplements the weak point of the method to minimize the subjective errors. Through these processes, this study presents the Job classification of the Controller in accordance with job patterns and characters, grouping 5 duties and 60 tasks those are classified by sorting of each elements.
