        창업교육 전문가 양성과정의 현황과 개선방안에 관한 연구

        As the interest in entrepreneurship increases, entrepreneurship education programs for people that are preparing to start a business increased rapidly. Entrepreneurial supporting policy from the government has been diversified and because of increasing support of entrepreneurship education, the demand for entrepreneurship education has been rising. As of today, most educators of entrepreneurship education program are management major, expert or people who has the experience of starting a business. Lately, target of education has been diversified and as the demand of entrepreneurship education increases, the importance of systematic training for entrepreneurship educators have been raised. In the present study, we are going to take a look at the current situation of the training course for entrepreneurship educators in Korea and then do a comparative analysis of the cases overseas. And then we derived the improvement plan for the current situation of Korea. When our training courses for the entrepreneurship educators are compared to the courses overseas, we do not have a systematic and ongoing courses. Training for entrepreneurship educators is not something that can be done in a short period of time. The training of educators has to be done prior to the development of education programs. In accordance to the existing school system, we should strive to achieve educational infrastructure that cultivates specialized educators. 최근 창업에 대한 관심이 증대되면서 창업을 준비하는 사람을 대상으로 한 창업교육프로그램은 급증하고 있다. 정부의 창업지원정책이 다양해졌고, 창업지원의 한축으로 창업교육지원이 이루어지면서 창업교육의 공급이 증가하였고, 최근 창업에 대한 열기가 높아지면서 다양한 계층에서 창업준비를 위한 창업교육 수요가 증가하게 된 측면도 있다 현재 창업교육 프로그램의 교육자들의 대부분은 창업에 필요한 경영관련 전문지식을 가진 경영학 전공자 또는 해당 업계 전문가이거나 창업유경험자들이다. 최근에는 교육대상자의 종류도 더욱 다양해 졌고, 교육 수요는 더욱 증가되어 가면서 창업교육 전문가의 체계적 양성에 대한 중요성이 제기되고 있다. 본 연구에서는 현재 우리나라의 창업교육전문가 양성과정의 현황을 살펴보고, 해외의 사례들을 비교분석하여, 우리나라의 현 실정에서 어떠한 개선이 필요할지 개선방안을 도출해 보았다. 국내 창업교육 전문가 양성과정은 해외 현황과 비교하였을 때, 체계화된 지속적인 창업교육 전문가 양성과정이 부족한 것으로 조사되었다. 교육전문가 양성은 단기간에 이루어질 수 있는 것이 아니므로, 교육 프로그램개발과 함께 동시적으로 교육자 양성이 이루어져야 할 것이며, 기존의 학제(정규 교육의 전공과정)와 연계하여 전문적인 교육자 양성이 가능한 방안을 강구해야 하는 것이 효율적인 방안으로 분석된다.

        2002-2012년의 한국 벤처창업정책의 특징 연구

        This research is focused on how the venture-startup policies of South Korea has changed for the last ten years and then scope on its outcomes, limits and suggestions. Several policies for venture-startup has begun when “Small Business Startup Support Law” was developed in 1986. Government’s support policies for venture and startup and development of venture had made a turning point in 1997 “Act on Special Measures for the Promotion of Venture Business” and venture companies has achieved remarkable growth with Information Technologies(IT). However, with the global IT bubble and the enrichment of venture companies, a number of venture companies experienced considerable difficulties due to multiple thresholds. There were a lot of efforts to revitalize venture-startup ecosystem such as fostering innovative SMEs and one-person creative enterprise support policy. From 2002 to 2004, Korean Government focused on preventing moral hazards of Korean Venture Business. From 2005 to 2006, It focused on fostering the role of venture capitals , and From 2007 to 2012, Single start-up business has been fostered by government policies. Generally speaking, it can be said that venture-startup policy was emphasized on building the hardware infrastructure of venture-startup and supporting with the funds. 본 연구는 2002년부터 2012년까지의 우리나라 벤처창업정책이 어떤 기조로 변화해왔는지를 살펴보고 그 성과와 한계점을 고찰하고 과제를 제언하는데 초점을 두었다. 우리나라 정부의 벤처창업 정책은 1997년에 제정된 “벤처기업 육성에 관한 특별조치법”을 계기로 시작되어 2002년부터 2004년까지는 벤처기업 옥석 가리기 등 벤처산업 건전화 정책이 주요 기조를 이루었고, 2005년부터 2006년까지는 벤처캐피탈의 역량과 투명성을 제고하는 벤처창업정책이 주요 기조였다. 그리고 2007년부터 2012년까지 기술창업활성화와 청년창업활성화의 정책 기조를 띠었다. 2002년부터 2012년까지의 한국 벤처창업정책은 IT를 중심으로 한 벤처기업의 내실 있는 성장을 촉진하는데 주안점을 두었으며, 혁신형 중소기업 육성, 1인 창조기업 지원 등 벤처창업의 하드웨어적인 인프라를 구축하고 자금을 지원하는데 역점을 두었다고 평가할 수 있다.

        사업위험에 대한 인지가 창업의욕 및 사업유지의욕에 미치는 영향 분석

        In this research, we investigated both present and potential entrepreneurs who are over 20 years old. The theme was that how businessmen’s manners toward business and danger- perception have difference and are affected according to various factors. Besides, we also worked on the influence of manners toward enterprise and risk-perception variable on intention of starting and maintaining a business by using a decision-making model of consumers. The results are the followings. First, attitude toward enterprise was positive when the entrepreneur is man or unprofessional. This phenomenon was also observed if his or her parents had business foundation experience or he or she has self-realization motive rather than economical. Meanwhile, danger-recognition was high when the entrepreneur has no job, is more than 40 years old, has business background, or has affirmative enterprise attitude. Second, people who are man, have parents with business background or have self-realization motive on business foundation were more willing to start a business. Meanwhile, people who have affirmative enterprise manners, company with sales from 11 billion to 100 billion won or no business failure experience had high intention to maintain a business. Third, businessmen who are men, work in unprofessional job or have business experience had more strong desire to establish enterprise. Meantime, people who are old, have no jobs or have enterprise experience showed high danger-recognition level. At last, people who are men or jobless had strong will to start a business. So did the people who have positive attitude toward business or have parents who have business experience. Meantime, people with affirmative business manners or no experience of enterprise failure had strong intention to keep business. 본 연구에서는 현재 사업을 운영하고 있는 사업자와 사업을 운영하지 않고 있는 잠재창업자인 20세 이상 남녀를 조사대상으로 사업에 대한 태도 및 위험인지가 여러 특성에 따라 어떤 차이가 있는지 그리고 어떤 변수들에 의해 영향 받는지를 조사하였다. 또한, 태도・행동 모델과 소비자의사결정 모델을 응용하여 사업태도와 위험인지 변수가 창업 및 사업유지의사에 미치는 영향력을 조사하였다. 본 연구결과를 정리・요약하면 다음과 같다. 첫째, 남성, 비전문직 종사자, 부모가 창업경험을 가진 경우 사업에 대한 태도가 긍정적인 것으로 나타났다. 한편, 취업하지 않은 경우, 연령이 40대 이상인 경우, 과거 사업경험이 있는 경우 사업에 대한 위험인지 수준이 높은 것으로 드러났다. 둘째, 남성, 부모가 창업한 경험이 있는 경우, 자아실현의 창업동기를 갖는 경우 창업의사가 강한 것으로 드러났다. 한편, 사업실패경험이 없는 경우, 101억부터 1천억 사이의 매출액을 갖고 있는 사업체 운영자, 긍정적인 사업태도를 가진 경우 사업유지의사가 높은 것으로 나타났다.

        벤처창업전문과정(EIP) 사업추진 성공사례와 확산전략

        This paper introduced successful case studies of the EIP (Entrepreneurship Intensive Programs) programs that are planed by 5MBA (Small and Medium Business Administration) and executed by Hoseo University and Jinju National University in 2004. Therefore, the illustrations and examples used in this paper are based on the EIP programs of those schools. Currently there are five graduate schools for Entrepreneurship educations that are originated from the EIP program models and those graduateschools are actively and successfully working. The purpose of this paper is to find out the diffusing strategies of the Entrepreneurship spirits and Entrepreneurship Education programs after careful analysis and review of the EIP programs. The main factors of the Success of the EIP are as follows. First, there were excellent modules of the education process. Second, there were firm and clear goals of the education. Three, there were differentiated contents of the entrepreneurship education programs. Four. each and every education performance was monitored. Five, during the programs, real start-up cases were actually handled and students had many opportunities to present their cases. However, there were some shortcomings to improve and change of the entrepreneurship education. First of all, it was very difficult to make proper education formation that is fit in the purpose of the program. Second, motivating students to find out their own business opportunities so as to turn them into real business was not satisfactory or easy. Third, there were some limitations in distributing and executing the EIP budgets. Therefore, to improve the efficiency of the Entrepreneurship education, following expanding strategies should be complemented. First, continuous redesigning of the entrepreneurship education programs is very important. Second, the specialization of the contents of the entrepreneurship education programs is essential. Third, there should be some discretionary room for the management of the entrepreneurship programs. Fourth, it is also important activating the entrepreneurship networks among schools of the entrepreneurship education. Finally, it is necessary to give some incentives and motivations based on the proper performance evaluation system.
