        서울시의 공공임대주택정책 목표와 발전 방향

        The seriousness of the housing problems in Seoul Metropolitan City has been aggravated since the global economic crisis. Excessive housing expenses in Seoul and outflow of young people in their twenties and thirties are the causes that reduce the long-term growth momentum. Though the public rental housing policy of Seoul has earned more positive reviews than that of other local governments, no effective housing support is realized as the actual situation, targets, and the plan such as accurate targets for demand, scale, and classification of supported and unsupported households are not clear. Accordingly, we present the following improvement plan for public rental housing policy: First, the public rental housing policy should be carried out within the framework of supply plan establishment and execution, and policy evaluation. Second, housing service suitable for the public rental house occupants (college students, job seekers/startup seekers, newly married couples, senior citizens, and so on) should be provided. Third, the housing programs promoted by the main bodies of social economy such as community housing, social housing and so on should be supported to expand inexpensive public housing. Fourth, social mix policy for public rental houses should be actively executed and the problems of the occupants arising from operation and management should be improved. Fifth, following the increase in the total inventory of public rental houses, support for public rental houses to enable them to have a long service life and repair history management of public rental houses are required.

        간접광고(PPL)의 차별적 규제에 대한 일반 시청자 인식 : Viewers’ perception of indirect advertising discriminatory regulation

        일반 시청자들은 과연 간접광고에 대해 어떤 생각을 하고 있을까? 이 의문을 해결하기 위해 실시간 설문조사를 해보았다. 조사 결과, 시청자들은 간접광고에 대해 잘 알고 있었고 주목해 보고 있었다. 그러나 시청자들은 간접광고를 불편하게 느끼고 있었다. 시청자들은 간접광고 자체에 대해서 뿐만 아니라 간접광고 규제에 대해서도 잘 알고 있었다. 지상파방송에 더 엄격한 간접광고 규제를 완화해야 한다고 답하였다. 절반 가까운 시청자가 그렇게 답하였다. 시청자가 지상파방송 간접광고 규제 완화 시 우려하고 있는 것은 프로그램의 선정·폭력성, 공공성 약화, 유료방송에 대한 부정적 영향이었다. 그러나 이러한 우려에도 불구하고 지상파방송 간접광고 규제를 완화해야 하는 이유로 꼽은 것은 방송 광고 시장 활성화, 형평의 원칙, 시장경제 원리, 탈규제의 세계적 흐름이었다. 반대로 지상파방송 간접광고 규제를 완화하지 않고 계속 유지할 경우 시청자들의 우려는 방송사들의 경쟁력 약화였다. 그러나 이러한 우려에도 불구하고 지상파방송 간접광고 규제를 완화하면 안 되는 이유로 꼽은 것은 시청자 주권, 균형 발전이었다. 시청자들이 지상파방송 간접광고 규제 완화 조건으로 생각하는 것은 간접광고 수익을 방송 프로그램 질 올리는 데 투자하는 것, 시청 흐름에 방해되지 않게 자연스러운 장면에 간접광고가 노출되는 것이었다. 시청자들이 광고 수익 투자 우선순위로 꼽은 것은 공익 프로그램 제작 확대, 프로그램 질 제고, 시청자 모니터링과 피드백 강화였다. 방송산업의 경쟁력 강화와 균형적 발전, 디지털 기술 등에 대한 투자는 그 다음 순위였다. 시청자들은 지상파방송 간접광고 규제를 어느 정도까지 완화해야 한다고 생각하는 것일까? 시청자들의 선택은 프로그램 시간의 6%였다. What are viewers thinking about indirect advertising? To solve this question, I did a real-time survey. As a result of the survey, viewers were well aware of and paying attention to indirect advertising. However, viewers were feeling uncomfortable with indirect advertising. Viewers were not only familiar with indirect advertising itself, but also about indirect advertising regulations. They replied that stricter regulations on indirect advertising should be relaxed for terrestrial broadcasting. Nearly half of the viewers answered so. What viewers are concerned about when deregulation on indirect advertising on terrestrial broadcasting is increasing violence, weakening of publicity, and negative effects on paid broadcasting. However, despite these concerns, the reasons for deregulation of indirect advertising on terrestrial broadcasting were revitalization of the broadcasting advertising market, the principle of equity, the principle of market economy, and the global trend of deregulation. On the contrary, if the regulations on indirect advertising for terrestrial broadcasting were not relaxed and maintained, viewers concerns were weakening of broadcasters competitiveness. However, despite these concerns, the reason why the regulation of indirect advertising on terrestrial broadcasting should not be relaxed was the sovereignty of viewers and balanced development. What viewers think as a condition for deregulation of indirect advertising on terrestrial broadcasting is to invest in indirect advertising revenue to improve the quality of broadcast programs, and to expose indirect advertising to natural scenes so as not to interfere with viewing flow. The top priority for investing in advertising revenue was to expand the production of public programs, improve the quality of the program, and strengthen viewer monitoring and feedback. Reinforcement of the competitiveness of the broadcasting industry, balanced development, and investment in digital technology were ranked next. To what extent do viewers think they should ease the regulation of indirect advertising on terrestrial broadcasting? Viewers choice was 6% of the program time.

        전용면적 산정기준 변화와 발코니 용도변환 허용이 아파트 단위주거 평면설계에 미친 영향 - 전용면적 60 m<sup>2</sup>와 85 m<sup>2</sup> 평면의 실별 규모 변화를 중심으로 -

        The revision of regulations for apartment unit design, which are concerning the area calculating criteria (revised in 1998) and use of balcony (revised in 2005), considerably have increased livable space of apartment unit. This paper aims to verify its effect to apartment unit plan in the aspect of number of rooms and size of each room. For this purpose, 60 and 85 $m^2$ sized apartment unit plans in Seoul Gangnam district have been analysed by construction period, and a conclusion is drawn out as following; (1) The revison of regulations in 1998 and 2005 increased livable space of 60 and 85 $m^2$ sized apartment about 16.4~20.6 $m^2$ area. (2) Bedrooms, living room, dining room and kitchen have no change in size in nominal sense, actually, they increase their size after the fact by converting balcony to livable space. (3) Bathroom, dress room and entrance space have been considerably increased in size, which is possible for available area added in place of wall footprint according to 1998 revision.

        혼합주택단지가 입주민의 주거만족도와 사회관계만족에 미치는 영향 : 서울시 공공임대주택 패널 2차년도 자료를 중심으로

        The purpose of this study is to compare residential satisfaction and social relationship satisfaction of residents in the evaluation of mixed housing complexes in Seoul. As a result of the analysis, first, there was a significant difference in overall housing satisfaction among residents of the exclusive rental complex and mixed housing complex, and the overall housing satisfaction of the residents of the mixed housing complex was higher. Second, there was no statistically significant difference in overall housing satisfaction in mixed housing complex mix type and rental housing mix ratio. Third, in the mixed ratio, less than 1/2 side had high satisfaction in housing performance, deadline, disabled/elderly facilities, public transportation convenience, educational environment, living convenience facilities, access to public facilities, access to medical facilities, people trust, and family relationships. Based on these results, the implications are as follows. First, the mixed housing complex improved overall housing satisfaction than residents of the exclusive rental housing complex, and in particular, it resulted in improving social trust, trust in neighbors, interaction with neighbors, and friendship. Second, among the housing environment of the mixed housing complex, the housing performance, finishing status, facility status, and external environment of the complex are considered to require more public efforts to improve satisfaction. Third, when the mixing ratio of the complex was less than 1/2, the housing satisfaction was high. This is considered to be a consideration when supplying mixed complexes in the future.
