외국인 건설노동자 산업재해 경향 분석과 정책적 함의

이 연구는 외국인 건설노동자 산업재해와 관련된 경향을 분석하여 향후 산업재해사고 저감을 위한 정책적 방안들을 도출해 보는데 연구의 목적을 두었다. 이러한 연구를 수행하기 위해 외국인 건설노동자 산업재해 일반현황을 사망사고 발생 현황 및 산업재해 사망률 등의 산업재해 일반현황과 외국인 근로자 산업재해 현황을 분석하고, 빅카인즈((BIGKinds) 분석을 중심으로 산업재해 경향 분석을 2000년 이후 외국인 건설노동자 산업재해 키워드 분석을 통해 연구를 진행하였다. 연구를 통해 나타난 분석결과는 다음과 같다. 기사검색 등을 통한 빅카인즈 분석을 통해 외국인 건설노동자 산업재해가 점차 증가하고 있고, 특히 건설업의 사망사고가 높게 나타났다. 또한 다단계 하도급 문제 해결, 중대재해처벌법 시행에 따른 50인 미만 사업장 관리, 외국인 근로자들의 언어적 어려움에 따른 안전대책 문제가 중요한 이슈임을 알 수 있었다. 이 연구는 분석결과를 통해 다음과 같은 시사점을 제시하였다. 첫째, 50인 미만 사업장의 체계적인 관리 필요 둘째, 외국인 건설노동자를 위한 안전관리 모델 구축 셋째, 디지털휴먼 기술 적용을 위한 안전교육 강화, 넷째, 산업안전 관련 법률의 단서조항과 임의조항의 강행조항화 검토 등을 제시하였다. Analysis of industrial accident trends among foreign construction workers and policy implications. The purpose of this study was to analyze trends related to industrial accidents among foreign construction workers and derive policy measures to reduce industrial accidents in the future. This study analyzed the general status of industrial accidents through trends in fatal accidents and industrial accident mortality rates and examined the current status of industrial accidents among foreign workers. Additionally, this study analyzed trends in industrial accidents among foreign construction workers since 2000 through BIGKinds analysis. The analysis results revealed through the study are as follows. Industrial accidents among foreign construction workers are gradually increasing, and fatal accidents in the construction industry are particularly high. In addition, it was found that solving the multi-level subcontracting problem, managing workplaces with less than 50 employees following the enforcement of the Severe Accident Punishment Act, and safety measures for foreign workers with language difficulties are important issues. This study presented the following policy implications. First, there is a need for systematic management of workplaces with less than 50 employees, second, establishment of a safety management model for foreign construction workers, third, strengthening of safety education for application of digital human technology, and fourth, a need for revision of proviso and discretionary provisions of industrial safety-related laws.

실시간 주행성 분석에 기반한 6×6 스키드 차량의 야지 고속 자율주행 방법

Unmanned ground vehicles have important military, reconnaissance, and materials handling application. Many of these applications require the UGVs to move at high speeds through uneven, natural terrain with various compositions and physical parameters. This paper presents a framework for high speed autonomous navigation based on the integrated real time traversability. Specifically, the proposed system performs real-time dynamic simulation and calculate maximum traversing velocity guaranteeing safe motion over rough terrain. The architecture of autonomous navigation is firstly presented for high-speed autonomous navigation. Then, the integrated real time traversability, which is composed of initial velocity profiling step, dynamic analysis step, road classification step and stable velocity profiling step, is introduced. Experimental results are presented that demonstrate the method for a $6{\times}6$ autonomous vehicle moving on flat terrain with bump.

새로운 서브밴드 추정-스펙트럼 차감법에 기반한 음성향상방법에 관한 연구

이 논문에서는, 잡음환경에서의 음성 향상을 위해서 일반적인 주파수 차감법에 기반한 새로운 형태의 방법을 제안한다. 기존의 방법들이 각각의 주파수 성분에 대해 잡음 및 음성스펙트럼을 추정하는데 비해, 본 논문에서는 주파수 대역을 여러 개의 서브밴드로 대역을 나누어 각각의 서브밴드에 대해서 잡음 및 음성의 스펙트럼을 추정한다. 본 논문에서는 잡음 스펙트럼을 추정하기 위하여 최소추적(Minima Tracking) 방법을 선택하였고, 필터링 방법으로는 스펙트럼 차감법에 기반한 Mel-Scaled 필터뱅크를 이용한 새로운 방법을 제안하였다. 모의실험결과, 기존의 방법들에 비해 음성구간에서의 SNR의 향상정도는 입력 SNR이 -10∼4dB의 범위에서 향상된 결과를 얻었다. 또한 전 구간에 대해서도 다른 알고리즘들 보다 향상된 결과를 얻었다.

지방정부 재정분권 현황과 개선 방안

본 연구에서는 분권화 정책에 따른 국고보조사무의 지방이양과 그에 따른 분권교부세의 도입이 지방자치단체의 사회복지재정 투입에 미치는 영향과 현황을 전라북도의 사례를 중심으로 분석하고, 재정분권의 문제점을 해결하기 위한 재정분권제도의 개선 방향과 정책과제에 대하여 논의해 보는데 연구의 목적을 두고자 하였다. 이에 지방재정 분권화의 정도를 분석한 결과 첫째, 사회복지 시설 증가 및 지방이양에 따른 지방정부의 부담 가중, 둘째, 복지예산의 축소 및 지방정부간 수평적 불균형 심화, 셋째, 분권교부세의 내생적 한계 등의 문제점을 도출하였다. 이러한 지방재정분권의 문제점에 대한 개선 방안으로서 본 연구에서는 첫째, 지방이양사업에 대한 체계적 검토 추진, 둘째, 포괄적 보조금 및 차등보조율 제도의 시행, 셋째, 사회복지 교부세 제도의 도입 검토, 넷째, 지방정부 재정능력의 확충 등을 제시하였다. This study aims for descriptive analysis on the present situation and the task for the improvement of local government's welfare fiscal decentralization. These results could show the influence of fiscal decentralization on the accountability of the local governments. But the welfare fiscal decentralization raid the gap of the local finance allocation's rates between the local governments was increased. And another problem was local government's budget couldn't respond to the need of new services. Research findings suggest several policy and practice implication. 지방정부의 민원행정 만족도 조사 연구

지난 10여 년간의 지속적인 혁신에도 불구하고 여전히 기능적 분업구조와 계서적 권위구조를 주요 골간으로 유지하고 있다. 이러한 조직구조는 민원행정의 복잡한 절차, 서류의 과다․중복 요구, 그리고 처리기관 다원성의 근본적인 원인이다. 이러한 구조적 특성은 궁극적으로 처리의 지연으로 나타나고, 민원인에게 불편을 초래하는 것은 물론 부정과 부조리의 원인이 되며, 궁극적으로 민원행정의 합리성을 저해하고 있다. 그리고 이러한 고질적인 문제는 복합민원행정에서 특히 심각하다. 지방정부 복합민원 만족도에 대해서 전화설문 조사를 실시하는 본 연구의 목적은 지방정부의 인․허가 업무를 경험했던 민원인을 대상으로 민원업무 담당 공무원의 친절도, 만족도, 불편부당 등에 대한 전화설문조사를 실시하여, 그 결과를 기초로 민원인의 불편사항을 파악하고 그 개선방안을 모색하여 민원인의 만족도를 제고하고자 하는데 있다. 결론적으로 민원행정 특히, 복합민원행정에 대한 만족도를 향상시키기 위해서는 첫째, 공무원의 전문성 향상 둘째, 부서간 연계 시스템 정비 셋째, 서비스 제공자의 겸손함과 미소 넷째, 담당 공무원의 교육훈련 강화 다섯째, 민원행정 업무환경의 쇄신 등을 제시하고 있다. The purpose of this study was to evaluate civil administrations of local government and to suggest policy alternatives for civil administration services improvement. Finally, the policy alternatives of survey study are as follows. First, To increase of the civil administration satisfactions through more accurate explanation on civil administration affairs, professionalism the public servants must be more improve. Second, A "department -connectin -department system" should require further maintenance. Consequently, one-stop and non-stop service will be possible. In addition, a good communication channels between servant and customer are needed. Third, Many civil customer was make a protest to about "public servant has so much work that he doesn't have time to think about anything else". This means that public servants are needed more modesty and presence of mind. In conclusion, a cognition and attitude about customer must be change. Fourth, Training and education system of public servant have to improve and consolidate. In addition, The patterns of Training and education system must be manifold. For example, distance learning/e-learning, compulsory education, character building education, well-rounded education have to compensate. Fifth, To do away with all kinds of irregularities in all civil affairs administration process and To enhance public trust, local government must be reform public affair practices and atmosphere.

Covid-19 이후 지역주민의 심리회복 방안 연구

(Purpose) The purpose of this study is to analyze the priorities of psychological recovery support measures for local residents after the corona pandemic and to present policy implications. (Design/Methodology/Approach) This study uses two research methods. First, big data analysis related to COVID-19 keywords was performed using 'BIGKinds', a news analysis website of the Korea Press Foundation. Second, a priority analysis of psychological recovery support components for local residents after the corona pandemic was performed. Priority analysis was performed focusing on institutional design, organizational redesign, support targets, and necessary services. (Findings) As a result of the analysis, in the big data analysis, the number of confirmed cases, damage and countermeasures for small business owners, concerns about long-term exposure, concerns about the psychological emotions of local residents such as anxiety or depression, and economic conditions including small business owners appeared as important issues and matters of interest. As a result of AHP (Analytic Hierarchy Process) analysis, support for workers affected by disasters and infectious diseases was the most important, followed by the establishment of an agency dedicated to psychological support, establishment of a cooperative system, and support for contagious diseases. (Research implications or Originality) Based on the analysis results, this study suggested that, first, the establishment of a community-centered mental health service and support system, and second, the need for local governments to appropriately respond to changes in government policy and to enact ordinances for local residents.

인터넷 사용이 가족관계에 미치는 영향

지속가능한 커뮤니티비즈니스 형성요인과 정책과제 - 완주군 CB 사례를 중심으로 -

본 연구는 지역활력과 지역발전의 새로운 모델로 논의되고 있는 커뮤니티비즈니스의 형성요인이 무엇인지를 고찰하고 이를 통해 향후 정책과제를 제시해보는데 연구목적을 두었다. 이를 위해 지역 전문가들에 대해 질문지를 통한 인터뷰를 수행하여 커뮤니티비즈니스 정책 형성과 관련된 주요 특성요인을 고찰하고, 이를 경험적으로 분석하기 위해 완두콩 소식지, 푸드 인 마더쿠키, 떡메마을 등 3가지 주요 CB 사례를 중심으로 커뮤니티비즈니스 형성 요인과 관련된 주요 동인들을  CB의 기본 가치(수익성과 공동체성, 리더의 신념, 지역성과 확산성)  CB의 운영적 측면(교육, 중간지원조직, 조례제정)  지방정부의 강력한 지원 시스템(조직개편, 재정지원) 등의 분석국면과 분석지표를 토대로 FGI 조사와 지역현황 자료와 통계표 분석방법을 통해 살펴보고, 향후 정책적 시사점을 도출해보았다. FGI 질문지 분석결과 커뮤니티 비즈니스는 성과를 어느 정도 창출하고 있다고 볼 수 있으며, 지속성의 확보가 필요하고, 커뮤니티비즈니스 형성의 중요한 요인으로 지역(지역주민)의 자신감과 적극적 참여, 지역활력의 필요성 인식, 주민참여와 네트워크, 특화된 콘텐츠를 커뮤니티 비즈니스 형성 및 발전의 가장 중요한 요인으로 인식하고 있었다. 사례분석결과 커뮤니티비즈니스의 기본적 가치에 대해 수익성보다는 공동체성을 고려하는 재성찰이 필요하며, 지속성을 가져야 하고, 운영적 측면에서 교육과 중간지원조직의 역할과 지방자치단체장의 관심과 법제도적 지원체계 구축 등 지방정부의 강력한 지원시스템 구축이 필요함을 제시하였다. The most important roles of community business are to share local problems, to create new job opportunities, to supplement services necessary in localities, and to provide community regeneration. The objective of this study addresses challenges for policy formation and factors to contribute to overcoming and formulating the policy through the case of Wanju-Gun community business. This case study employs the content analysis method and the CB FGI questionnaire method to three aspects in the policy formation process. The three aspects include CB value side(community value, faith of leader, region spread), the operation side(education, middle support organization, enactment of an ordinance), and the local government support system side(reorganization, support system). The implications are the followings. First, CB creates jobs in the locality, which improves the local vitality through citizen participation. Second, the basic value of CB plays a vital role throughout the process and it further creates an argument for active involvement of government agencies with education service and the role of intermediate organizations. Third, political and administrative leadership play critical roles such as prompting related legislations.
