Not all that glitters is gold, and not everything that goes by the name is twenty-four karat. Neither are all test which are called language tests necessarily worthy of the name, and some are better than others. This study has attempted to show why we need a good Proficiency Test in this era of global village where English has become the global language. The society demands the educators to produce globally competitive talents who could communicate well. To meet with this demand we must educate our students well to be confident in their English competence, especially in the part of speaking. And to educate well, we must have good evaluating tools. Many language tests that are around us such as TOEIC, TEPS, or TOFLE can be categorized as discrete point tests as they attempt to focus attention on one point of grammar at a time. We need pragmatic tests which can assess a learner's capacity to use many bits all at the same time. This study has show the reasons for the needs to create and develop pragmatic evaluating tools to measure one's ability in oral communication in English, and to enhance the teaching methods.

The purpose of this study is to propose a new theory for the English teaching based on the Simplified Conditions Method (SCM) from the field of Education Engineering. SCM is a method that's used to analyze a task, simplify its conditions, accomplish the goal(S), and provides a practical prescription. In this study, an attempt was made to adopt the theory of SCM to the English education which cultivates the learners competency in communicative ability in English by simplifying the conditions of learning. This new theory suggests that intonation, pronunciation, and repetition should be the main elements of the epitome of this new English teaching method. The study further suggests that the theory should employee effective strategies to motivate the leasers and teach practical and survival English first, instead of teaching bonny grammar first. Further study is warranted to analyze the effectiveness of this new theory.

국제 인력양성을 위한 필수 조건의 하나는 학생들의 외국어 능력을 향상시키는 것이다. 국제적으로 원활히 활도하기 위해서는 외국어를 원어 민과 거의 흡사하게 구사 할수 있어야 할 것이다. 그러나 이 조건을 만족시키기는 매우 어려운 일이다. 아주 어릴때 영어를 모국어로 하는 나라에 가서 살지 않는 이상 성인이 되어서 미국에 이민을 가 10년 이상 생활 한 사람들도 영어를 능숙히 구사 하기는 매우 힘든 일이다. 따라서 성인들의 대학생들이 영어를 일상생활에서 쓰지 않고 있는 한국에서 영어로 원활히 자신의 의사를 소통하는 것은 매우 어려운 것이다. 이에 한국의 많은 대학생들이 정부의 지원을 받아 국제 인력을 양성하기 위한 목적의 하나로 학생들의 영어의사 소통 능력 향상을 위해 영어 몰입 교육울 실시 했으며 앞으로 계속 실시할것 같다. 그러나 그 동안 몰입 교육을 실시한 대학들의 보고서를 보면 그리 만족할 만한 성과를 거두지 못 한 것 같다. 이러한 결과는 다음의 몇가지 이유로 분석해 볼수 있을 것이다. 첫째, 영어강사의 자질 문제이다. 영어를 잘 한다고 다 잘 가르칠수 있는 것이 아니다. 둘째, 교수방법의 문제이다. 학생들의 의사 소통능력을 향상시키는 교수법이 제대로 정리되어 있지 않다. 셋째, 프로그램의 문제이다. 학생들의 학습태도를 긍정적인 방향으로 바꾸기 위해 프로그램의 신선함과 다양함이 필수적이다. 넷째, 의사소통 능력의 평가 방법의 문제이다. 현재 한국에서는 학생들의 영어 의사 소통 수준을 제대로 평가할수 있는 평가 기준과 평가 방법이 없다. 다섯째, 자신감 부족 문제이다. 미국에 유학을 가도 제대로 의사소통을 배울수 없는 것을 몇 주안에 한국에서 어떻게 할수 있을까 하고 자신감이 없는 것이다. 1998년 12월, 부산대학교 국제 인력 양성 사업단에서는 국제 인력을 양성시키는데 가장 중요한 영어의사 소통 능력 향상을 위해 영어몰입교육이라는 프로그램을 하기로 결정하고 그 프로그램을 필자에게 맡겨왔다. 이 논문은 부산대학교에서 실시된 영어몰입 교육에 대한 프로그램의 내용과 성과에 데헤 보고서 형식으로 된것이다. The purpose of this research is to examine the effectiveness of new English teaching methods though an Immerison program. The Korean Ministry of Education has been funding many universities in Korea for these programs, but most of the programs have been reported not successful. Despite this discouraging fact, Pusan National University decided to organize an English Immerison Program in the winter of 1998 designedparticularly for students preparing for international business. It was scheduled for two weeks, withand enrollment of 36 students This program introduced many challenging teaching methods and strategies that had not been introduced in the other programs. The students who participated in the program showed significant improvement in their speaking competence in English. This paper introduces the methods and the strategies that were used in the program and analyzes the results. Although it is very premature to conclude that the methods and strategies used in this program will benefit every immersion program or teaching setting, it offers a positive approach in an area where many other methods and strategies have failed. Further research is warranted for more effective methods and strategies.

상담을 통해 타인을 도와준다는 것은 상응하는 지식과 교육을 갖춘 상태에서도 매우 어려운 과제이다. 따라서 우리 사회에는 이러한 상담도움을 받기가 힘이 든다. 특별히 교육 분야에는 한국의 어디를 찾아보아도 좋은 상담자들을 찾기 힘들다. 더 나아가서 대학 사회에서는 매일 도움이 필요로 하는 학생들에게 좋은 상담을 해 주는 곳이 거의 없다. 이 문제를 해결하기 위해 많은 대학들이 학생상담소와 그리고 학생들을 도와 줄 수 있는 프로그램을 제정하고 있다. 그러나 도와줄 수 있는 상당 기술을 배운다는 것은 쉬운 일이 아니지만 매일 학생들을 상담해야 하는 교수들에게는 반드시 필요한 기술이다. 많은 교수들은 학생들의 문제점들을 도우려고 노력하고 있다. 그러나 그들은 자신들의 전공분야의 전문적인 지식만을 가지고 학생들을 매일 만나고 있다. 불행하게도 그들은 전문적인 지식은 잘 전할지 몰라도 인간적인 면으로 학생들에게 접근하는 것은 매우 결핍 되어있다. 예를 들면 치과의사는 이와 잇몸만 치료하는 것이 아니라 환자들의 이빨 치료에 대한 공포증이나 지속적인 구강관리에 대한 강박감등을 같이 치료해 나가야 한다는 것이다. 교수들은 영어, 역사, 과학 등을 가르치지 만, 학생들은 전공지식 외에 육체적으로, 지성적으로, 사회-정서적으로 성장하면서 많은 어려움을 겪고 있으며 그들은 이 어려움을 해쳐 나가기 위해 직접적으로나 간접적으로 그들이 겪고 있는 문제점들을 파악하고, 이해하고, 풀어나갈 수 있는 도움이 필요하다 하지만 이렇게 학생들이 필요로 하는 도움을 주지 못하는 것은 일부러 도움을 주지 않고자 하는 것이 아니라 어떻게 도움을 줄 수 있는지에 대한 기술이 결핍되어 있기 때문일 것이다. 따라서 이 논문에서는 상담자의 도움기술력을 향상하여 어려운 처지에 있는 학생들을 더욱 잘 도와 줄 수 있는 도움의 기술에 대해 논 해 보고자한다.
