다매체 다채널 시대에 시청자의 복지를 증진시키고, 디지털 격차를 해소하며 다양한 보편적 서비스를 원활하게 제공하기 위해서는 공영방송의 안정적인 재원 확보가 필요하다. 재원으로는 수신료, 광고수입, 정부 보조금, 기타 부대수입 등을 들 수 있으며 정치적 영향력과 광고주의 입김으로부터 자유로운 수신료를 현실화하는 것이 바람직하다. 본 연구에서는 문헌연구와 사례 분석을 통하여 공 영방송의 안정적인 재원으로서 수신료 수입의 적정성 과 수신료의 인상의 필요성을 검토하고, 인상의 폭과 인상절차에 대하여 정치적 영향력을 배제하기 위한 방안으로, 인상의 요건과 절차를 방송법에 규정할 것 과 공영방송의 재정 투명성을 확보하기 위한 위원회를 설치할 것을 제시하였다. 또한 수신료 인상의 장애가 되고 있는 정치권의 불신을 해소하고 수신료를 부담하는 시청자로부터 공감대를 얻기 위한 선행조건인 공영방송의 중립성과 공정성 확보 방안으로, 보도 및 시사 프로그램의 진행 방식의 계량화와 방송권역의 광역화를 통한 경영효율 화를 주장하였다. 그리고 영국의 BBC와 같이 프로그램 판매 등을 통한 재원의 다양성 확보와 디지털 전환 비용처럼 일시적으로 거액의 예산이 필요한 경우에는 국가 보조금도 적절하게 활용할 것을 제안하였다. In an era of multimedia and multichannel, it is necessary for the public service broadcasting that it secure financial stability to foster viewer`s welfare, diminish digital divide and provide dynamic broadcasting service. The fund could be raised up through license fees from viewers, advertising revenue, public-aids and others. Especially, it is strongly recommended that the license fee should be increased up to the level of keeping independence against political power or pressure from advertisers. This paper examines the necessity of license fee increase and its proper level by studying relevant literature and case studies. Based on the survey, this study suggests the cap, terms and conditions of license fee increase should be legislated on the broadcasting law and a special committee preventing the political power and pressure from advertisers should be organized. Moreover, for the purpose of getting consensus from viewers and releasing the disbelief of politicians against license fee increase, we insist that public service broadcasting should promote its business efficiency through expanding broadcasting coverage and scoring the operation of news and current affairs programs to obtain the neutrality and fairness as a public service broadcasting. Lastly, this paper proposes that public service broadcasting should secure various types of revenue source such as selling contents and utilize public-aids when a large amount of funding is needed at a time.

This paper describes the Unified Chassis Control System which improves stability of the vehicle by communicating sensor information of chassis. The Electric Power Steering receives road condition from the Antilock Brake System during quick braking maneuver, the Electric Power Steering automatically corrects Steering angle to guarantee stable straight-line deceleration.
HILS를 이용한 EPS 제어 Logic 의 신뢰성 확보 방안

The EPS(Electric Power Steering) system is superior to conventional hydraulic power steering system in the aspect of fuel economy, environmental preservation and assembly convenience and it is foundation for intelligent vehicle such as electric vehicle, active steering and steer by wire.<br/> In this paper, development of EPS control logic with HILS (Hardware In the Loop Simulation) is introduced. EPS and EPS ECU(Electronic Control Unit) work as real hardware and the other parts of vehicle are simulated as mathematical model. HILS oilers circumstances for efficient development of control logic and reliability of EPS. Simulating dangerous test as substitute for vehicle test, diagnosis and fail-safety function can be 0firmed up and the cause of error can be searched definitely owing to revivability of test. In addition, various tests can be taken efficiently with test automation.<br/>

The EPS system is superior to conventional hydraulic power steering system in the aspect of fuel economy,<br/> environment and assembly convenience but the increase of friction and inertia may cause unnatural steering feeling<br/> especially in on-center range. Therefore, EPS has its own special control logic to compensate it.<br/> In this paper, the study for an objective evaluation method with steering angle, steering torque, lateral acceleration<br/> and yaw rate was addressed to quantify on-center handling of EPS system. Based on this method, the control factors<br/> that affect on-center handling performance was analyzed and test results show that on-center handling can be<br/> improved with adequate returnability control, damping compensation and inertia compensation.
비례압력제어밸브의 부하압력 피드백방법 개선에 관한 연구

The proportional pressure control valve having versatile functions and higher performance is an essential conponent in the open loop controlled rear wheel steering gear of the four wheel steering system in a passenger car. In this study, the authors suggest a new type of load pressure feedback mechanism which can make it easy to change the range of controlled pressure without changing the capacity of solenoid. The concept of suggested mechanism, composed of the pressure chamber with throttles in series, was described. The mathematical model was derived from the rear wheel steering gear consisting of a valve and a cylinder for the purpose of analyzing the valve characteristics. And the programme for computing the characteristic of the valve was developed. Experiments were performed to confirm the performance of the valve and computations were carried out to ascertain the usefulness of the developed programme. The results from computations fairly coincide with those from experiments. And the results from experiments and computations show that the performance of new valve was as good as that of the already developed one and the new valve has advantages such as the easiness of changing the range of controlled pressure and the decrease of power loss at neutral position without the decline of performance.
