This study was to perform in order to offer basic data by presenting a policy proposal for understanding a current status regarding sports facilities on exhibition sports fields such as Taekyeon, Dance sport, and mountain climbing on 93th national athletic competition. The results through the data analysis are drawn below. First of all, facilities of main and auxiliary stadium should provide conveniences by securing dressing rooms for players as well as stands for the public by watching games. Second, the safety matters and waiting times for players was gradually amicable, but the dressing room should be provided to players for competitions. Third, there was a positive effect on the accommodation, food, and convenience between stadium and housing, but the excessive profits amassed by wait-staff from other regional teams during festival should be eradicated.

This study was to perform in order to offer basic data for proposing improvement plan about professional sports and promoting development to regular sports after analyzing current status about operating athletic club centrically Taekyeon, Dance sport, and mountain climbing on 93th national athletic competition. The results through the data analysis are drawn below. First, government and enterprise should support players for enhancing their performance. Because financial supports are insufficient for athletic club and they highly depend on their family member or by themselves. Second, instructors have to make an effort not only for training coaching but also for entrance examination and course of business team. Because player’s individual training times is about 1 hour except team training. This result has been increasing at highschool student much more than university student. Third, future vision about training facilities and professional sports is comparatively positive but team manager needs endless efforts for enhancing sports performance and willness for improving facilities.

This study was to perform in order to offer basic data by presenting developmental strategies and grasping the current status of exhibition sports management focusing on Taekyeon, Dance sport, and mountain climbing on 93th national athletic competition. The results through the data analysis are drawn below. First of all, due to the dispersion of recognition regarding players’ participation expenses, it is proper measure that the provincial and municipal sports council as a host of national athletic competition bear the participation expenses in the exhibition sports fields. Second, most exhibition participants expect the transition from the exhibition to the official after 1~2 years of participation, and the difference of the regulation between regional and national is appeared in the term of competition and the number of events. In order to transit to official games, exhibition sports should be managed by enlarging the number and classification of events.

전국체육대회 시범종목 출전선수의 입문과정 배경에 따른 발전방안

This study was to perform in order to offer basic data by presenting a policy proposal for leading to a desirable development and an activation of unpopular event-oriented exhibition sport with the investigation of the actual condition regarding the background of players' entry process in mountain climbing, dance sport, taek-kyeon, on the 93th national athletic competition. The results through the data analysis are drawn below. First of all, the promotion by events and the establishment of infrastructure for exhibition sports should be strengthened by escaping from the school physical education system with considering that players' entry into the event was normally started during the period of their elementary school. Second, there was a significant effect on a family member as a solicitor by the trend toward the nuclear family, and the financial support from family also showed more positive effect on the big city family, so that the sports club activities should be expanded and managed based in town, sub-county with low population. Third, considering the participation to the national athletic competition with 2~3 short-year experience, and the 3 times of winning record in the national level competition, sports organizations should focus on the improvement of players' performance through a variety of new competitions.

세계화 시대의 인간교육에 관한 연구

이 논문은 역사발전의 보편적 현상으로서의 세계화와 이와 힘께 가까운 미래에 펼쳐질 다문화사회가 한국의 인간교육에 어떤 변화를 요구하는지를 맑히고자 하였다. 이를 위하여 먼저 세계화시대, 다문화사회에서 민족주의와 지금까지의 민족교육의 한계를 알아보았다. 그리고 민족교육에서 세계시민교육으로의 전환의 가능성과 당위성을 Kohlberg의 도덕성발달이론과 그의 이론에 영향을 받은 Selman 등의 사회성발달이론에 비추어 모색하였다. 그러나 이러한 방법론적 접근은 현재 진행중인 세계화를 도덕적이고 낙관적인 시각에서 그리고 한국민족의 역사와 국제사회의 현실을 고려하지 않은 채 민족문제를 심리학적 문제로 환원시킬 수 있다고 인식하여 민족교육과 세계시민교육을 통합할 수 있는 대안적 교육으로 열린민족교육을 제안한다.

지방세 공무원 전문성 및 역량 강화 방안

2011년 지방세법이 지방세기본법, 지방세법, 지방세특례제한법으로 분법 되어 전문체계를 갖추게 되었다. 2017년부터는 지방세기본법이 지방세기본법과 지방세징수법으로 분법 되어 4개의 법체계로 구성되게 되었다. 이와 같이 지방세 환경은 빠르게 변화하고 있고, 지방세는 전문성이 더해가고 있어, 지방세를 담당하는 지방세공무원의 역량 향상 방안에 대한 논의가 필요한 시점이다. 본 연구에서는 우선 지방세공무원제도의 문제점을 검토해 보고 이러한 문제점을 해결하기 위한 방법으로서, 지방세 환경의 전문성에 대응하는 방안을 찾는 해결책으로서 지방세 역량 강화 방안을 검토해 보고자 한다. 특히 국세의 역량 강화방안과 비교를 통해서 지방세가 가지고 있는 장점과 단점을 비교하여 문제점을 도출하고 국세의 전문성 강화 방안을 지방세 분야에 적용하기 위한 방안들을 검토해 보고자 한다. 본 연구는 지방세 공무원 역량강화라는 필요성을 지방세 환경변화에 따른 전문성의 사회적인 요구에서 찾고 이에 부응하기 위한 방안으로 지방세공무원 제도의 문제점을 지적하였다. 또한 이에 대한 개선 방안으로 조직측면에서 전문성 강화를 위한 방안과 지방세공무원의 역량강화를 위한 사회적인 환경 조성의 필요성에 대하여 개선방안을 제시하였다. 또한 지방세 공무원이 지방세 전문성을 확보할 수 있도록 하기 위해서는 지방세 전문성을 필요로 하는 외부 환경을 조성하여 개인 스스로 역량 개발 동기를 부여해야 한다는 중장기적인 전문성 강화 방안을 제시하였다. 본 연구의 공헌점은 지방세 역량은 조직적 및 개인적 측면으로 구분하고 현행 지방세 공무원의 구조적인 문제를 분석하고 개선방안으로 전문성 강화 방안을 제시하였다는데 있다. In 2011, the local tax law was divided into the Local Tax Act, the Local Tax Act, and the Local Tax Exemption Act. From 2017 onwards, the Local Basic Tax Act was divided into the Local Tax Act and the Local Tax Collection Act. As the local tax environment changes rapidly and expertise is being added, it is necessary to discuss how to improve the capacity of the local tax officials in charge of the local tax. In this study, we examine the background of the introduction of the local taxation system and the problems of its operation, and as a solution to these problems, we will consider ways to strengthen the local taxation capacity as a solution to find out the measures to cope with the expertise of the local tax environment. In particular, we will compare the strengths and weaknesses of the local tax system with those of the national tax system and compare the results with those of the local tax system. The purpose of this study is to find out the necessity of strengthening the capacity of the local tax officials by looking at the social needs of professionalism according to changes in the local tax environment. In addition, suggestions for improving the organizational aspects and improving the social environment for enhancing individual`s competence are suggested. In addition, in order to enable the local tax officials to secure the local tax expertise, a mid - to long-term expertise enhancement plan has been suggested to create an external environment that requires local tax expertise and motivate individuals to develop their own capabilities. This study divides the contribution of local tax into organizational and personal aspects, and analyzes the structural problems of current local tax officials and suggests ways to enhance their expertise as an improvement plan.
