각종 여성·인권단체의 활동과 언론보도 등을 통해 우리사회에서 가정폭력의 심각성에 대한 인식은 예전에 비해 많이 확산되었다. 특히, 1997년 「가정폭력범죄처벌에관한특례법」 (법률 제 5436호)과 「가정폭력방지및피해자보호등에관한법률」 (법률 제5487호)이 제정됨으로써 기존에 '집안 일'로 치부되었던 가정폭력에 대한 형사사법적(形事司法的) 개입에 대한 구체적 근거와 절차가 마련되었다. 그럼에도 불구하고 가정폭력은 해마다 계속 증가하고 있으며, 경찰은 가정폭력을 여전히 "사생활 문제"로 인식하는 등 안이한 대처를 하고 있으며, 경찰은 가정폭력을 여전히 "사생활 문제"로 인식하는 등 안이한 대처를 하고 있다는 비판도 끊이지 않고 있다. 이에 따라 가정폭력에 대해 우리 나라 경찰이 대응하고 있는 실태를 살펴본 결과, 경찰의 소극적인 태도를 비롯한 초기 대응 능력의 부족, 현행 임시조치의 실효성 문제, 전문인력 및 조직의 부족과 함께 체계적 교육의 미비, 유관기관과의 협조체계상의 문제점들을 나타났다. 따라서, 가정폭력범죄에 대해 효과적으로 대처하고 경찰의 대응 능력을 제고하기 이를 위하여 가정폭력사범에 대한 현행법 체포 규정 신설 및 경찰이 우선적으로 임시조치를 집행할 수 있도록 관련 법률의 정비할 필요가 있다. 또한, 가정폭력을 전문적으로 처리할 수 있는 가정폭력전담반을 구성하거나 경찰과 지역사회협력시스템 구축함으로써 복잡하고 미묘한 특성을 지닌 가정폭력 문제에 전문적이고 입체적인 대응체계를 확립하여야 할 것이다. 그리고, 피해자에게 필요한 권리·정보를 제공함으로써 실질적인 보호·지원이 가능토록 하여야 할 것이다. Domestic violence refers to the use of force that occurs among family members. In that sense, domestic violence can be considered as on form of familial discord and as forceful acts that are used by family members. Domestic violence has been a social problem that existed for a long time. Up until recent times, however, this type of problem has not been considered as requiring external interventions because it was thought to be a private familial matter. It is only recent times that we have recognized its hazardous nature and rendered it under the control of law enforcement. Reflecting the international trends of prohibiting violence in families, the legislature of Korea formulated "Prevention of Domestic Violence and Victim Protection Act" in 1997. The intended objective of the Act was to encourage the government and related social organizations to actively involve in the treatment of domestic violence with an attempt to guarantee the peace in families and the human dignity of familial members. Under the Act, the police has been given important roles more than other governmental bodies. This is so, because violent acts in families are initially reported to police stations. Despite the new demands, the current practies of the police in the matters of domestic violence require many remedial corrections. It is often observed that the police is still reacting to the reports of domestic violence in passive manners and tends to adopt the traditinal values and conservative attitudes in dealing with such reports. The purpose of this study are to suggest the ways for the police to actively deal with domestic violence and to prepare the directions of efficient enforcement strategy.

우리나라에서 도시지역의 불법주차 문제는 자동차의 급격한 증가와 함께 심각해지기 시작하였다. 문제점을 인식한 정부는 장래의 주차수요에 대비한 대책을 내놓고 있지만 지속적인 자동차 대수의 증가로 불법주차는 증가하고 있다. 불법주차는 주차시설 및 공간의 부족으로 발생하며, 운전자 및 보행자 안전 위협, 거주지 접근 장애, 상업지역 하역공간 부족, 간선도로 소통장애를 야기함으로써 사회적 문제가 되고 있다. 불법주차를 억제하기 위한 전략이나 수단으로 주차장 건설 촉진, 주차단속 강화, 통행차량의 통제 정책 등이 활용되고 있으나 주차공간의 제공이나 도로공간의 활용에 있어 효율적이지 못한 실정이다. 이러한 문제점을 해결할 방법은 다음과 같다. 주차장 수급문제 해결을 위한 주차시설 공급 및 수요 억제 제도 개선, 주차단속 제도 정비, 주차시설·환경 개선, 교통문화 선진화 등 종합적인 주차정책을 통하여 도로활용의 효율성을 높여 제 문제를 해결해야 할 것이다. Illegal parking has been a big problem in Korea. To resolve the parking problem, the city government should provide more parking facilities and at the same time should impose pertinent regulation on illegal parking. They illegally park their cars on the street because of the lack of parking space. This situation causes traffic jam and may cause traffic accidents, thus injuring drivers and pedestrians. Moreover, illegal parking would prevent 911 ambulance vehicles from passing the road and cause another accident. Neighbors are competing fiercely one another to get a parking place. This act destroys the community's cooperative spirit. The illegal parking problem is getting worse as the police officials perform their enforcement of illegal parking. So, lots of drivers ignore traffic regulation. The ideas for resolving these kinds of problems are the following : we need to a lot of parking lot by introducing parking permit for residents. The case of a easy city, seeing a making space is extremely expensive. It is time to change parking culture of citizen and to use parking facilities effectively. So, this study try to find solutions of illegal parking problems with reference books, questioner of several groups, specialists' opinion and etc. Second, I think we need to secure our own parking lot by paying our money and to solve sleeping car's problem in resident area. In case of commercial area, we have restrain parking facilities in the long run and install parking meter machine for cars for a few minutes. Another way is to let the drivers park their cars at the side of principal road at night. Third, we should control illegal parking thoroughly to be kept traffic regulation. We should tow and clamp a illegal car and need to use high teaching such as CCTV. We have to increase fine and introduce system of penalty point. So, let them keep the law. Fourth, we need to introduce parking information system to help convenience of drivers like England and Japan. It makes them reduce the volume of traffic and save their precious times by giving them place and information of parking at and time. And we set up traffic safety facilities such as bollard, hump, chocker and so on to prevent illegal parking .And we should operate general parking information center and let them know parking lot and enforcement information. It will help drivers effectively. Fifth, government should educate traffic safety demage of illegal parking and keeping basic order from the children to getting driver licence for changing parking paradigm and advancement of parking culture. Last, illegal parking matters are complicated problem related with politic economy, society, culture, and environment. These policies including citizen consciousness, parking condition, improvement of parking facilities and parking enforcement. Based on this study, I hope many research will be continued in detail.
