우리나라 고독성물질 사용저감 규제의 수정 편익-비용분석

청정사회 구축을 위한 독성물질사용 저감규제의 타당성은 사회적 경제성 기준으로 평가되어야 한다. 가장 보편적인 방법론은 편익-비용분석이다. 편익-비용분석은 규제 프로그램 운영에 따른 모든 편익과 비용 항목들을 화폐적 가치로 산정하여 이를 단순 비교하여 평가한다. 그러나 타당성 평가는 경제적 기준뿐만 아니라 정책적 기준도 반영되는 것이 합리적이므로, 항목들에 기준 가중치를 반영하여야 한다. 본 연구는 이를 위한 평가방법론을 개발하고 이를 2020년도부터 시행되는 우리나라 고독성 물질 사용 저감규제 프로그램에 적용하였으며, 연구결과 고독성 물질의 배출 저감규제의 타당성 평가를 위해서는 기존의 경제적 기준뿐만 아니라 정책적 기준도 적용하는 수정 편익-비용분석 기법이 합리적인 대안이 될 수 있음을 발견되었다. The introduction of the Korea toxics use reduction (TUR) program to build a clean society is generally evaluated based on social economic criteria. Among various techniques, benefit-cost analysis is the most commonly used. This method is focused on the calculation and comparison of all the benefits and costs attributable to the TUR program. However, since it is reasonable to consider not only economic criteria but also policy criteria in the process of evaluation, it is necessary to reflect on the criteria weights found in the benefits and costs. This study aims at developing a new evaluation technique to achieve this purpose and apply it to the Korean TUR program to be implemented in 2020. This study selected competitiveness, toxic substances' emission reduction ratio, and health improvement as policy criteria. The Analytic Hierarchy Process (AHP) technique was initially used to calculate the weight and then, based on the results, the concept of information entropy introduced by Claude Shannon was used to eliminate subjective bias. As a result of the study, it was found that the revised benefit-cost analysis considering the weights of the policy criteria, as well as the existing economic criteria, could be a reasonable alternative in evaluating the feasibility of TUR regulations for highly toxic substances.

345[kV] 100[MVA] STATCOM 과도해석 모델 개발 및 동특성 분석

This paper describes the development of the transient analysis model of 345[kV] 100[MVA] STATCOM and the result of the performance analysis. The Korea power utility company, KEPCO began a commercial operation of a 100[MVA] STATCOM(Static synchronous COMpensator) at 345[kV] Migeum substation in Seoul. In order to operate a new control device like STATCOM to the power system, suitable transient model is needed. Therfore, Korea Electric Power Coporation(KEPCO) developed a transient analysis models using EMTDC/PSCAD. The development of this transient analysis model is based on the actual STATCOM S/W algorithm and H/W specification that was provided by its manufacture. Through this model, the transient/dynamic performance of STATCOM at Migeum substation can be analyzed.

웹품질요인이 실버포탈 수용에 미치는 영향에 관한 연구

인구의 고령화 현상과 맞물려 인터넷 이용인구의 연령대별 분포에서도 최근 몇 년 간 중장년층 인구의 인터넷의존도가 급격히 증가하고 있으며, 이들을 위한 실버포탈이 등장하고 있다. 이에 본 연구에서는 40세 이상의 잠재 실버포탈 이용자들을 대상으로 하여 실버포탈의 성공적 수용을 위한 품질요인을 규명하고자 하였다. 또한 인구통계학적 특성(성별)이 실버포탈 품질요인과 이용의도간의 관계에 미치는 영향도 규명하고자 하였다. 이러한 본 연구의 목적을 달성하기 위해, 관련 문헌들에 대한 검토를 통해 실버포탈 품질요인으로 정보품질, 시스템품질, 서비스품질 및 오락품질을 도출하였으며, 성별을 조절변수로 선택하였다. 이러한 연구변수의 정의를 토대로, 본 연구에서는 국내의 수도권 지역에 거주하는 40세 이상의 잠재 실버포탈 이용자들을 대상으로 설문지를 의뢰하여 통계분석을 수행하였다. 분석결과, 정보품질, 시스템품질과 오락품질은 실버포탈 이용의도와 관련성이 있는 반면에 서비스품질은 이용의도와 관련성이 없다는 것을 파악할 수 있었다. 또한 실버포탈의 오락품질과 이용의도간의 관계에 대해 성별의 조절효과가 있음이 밝혀졌다. Senior Internet users have been tremendously increasing for the past few years in line with increase in the aging populations, and silver portals began to provide some sorts of services to them in Korea. Thus, this paper aimed at identifying Web quality factors of silver portal for its successful adoption, and examining the moderating effects of gender on the relations between Web quality factors and intention to use. Information quality, system quality, service quality and entertainment quality were identified as Web quality factors of silver portal based on the intensive review on prior researches. A total of surveys 525 from the potential users of silver portal, who are over 40 years old, were analyzed to verify our research model. The findings show that information quality, system quality, and entertainment quality are related to intention to use whereas service quality has no relationship with intention to use. It is found that gender moderates the relationship between entertainment quality and intention to use.

모바일 상거래 이용자의 개인적 성향과 수용의도간의 관련성 연구

Prior researches related to the acceptance of mobile commerce have tended to focus on individual beliefs such as perceived usefulness and perceived ease of use as drivers of usage intentions, with technology characteristics as major external stimuli. Behavioral sciences and individual psychology, however, suggest that social influences and personal traits such as individual innovativeness are potentially important determinants of adoption as well, and may be a more important element in potential adopters’ decisions. This paper models and tests the relationships among several important variables such as acceptance intention of mobile commerce, social influences, and individual innovativeness. Firstly, multiple regression analysis tells strong causal relationships between the individual innovativeness, social influences and the acceptance intention of mobile commerce. Secondly, analysis of variance reveals the differences of acceptance intention of mobile commerce among four types of personal disposition which can be explained with social influences and individual innovativeness. Finally, additive analysis of variance with the gender and years of age shows these variables have moderating effect on the relationships between the type of personal disposition and acceptance intention of mobile commerce. This paper concludes with some implications for both theory research and mobile commerce practice.

하구의 보존성 오염물질 확산 예측

This study was predicted the diffusion of the conservative contaminant using a two-dimensional hydraulic model. The research area is upper basin of Jakwang river where the possibility where the pollutant of vast quantity will flow is high. Using SMS model, we calculated two-dimensional stream flow. And using this result, predicted the conduct of the conservative contaminant by pollutant transfer diffusion calculation. And also we predicted flow and contaminant diffusion in the near estuary by constructed guide bank. As a result of study, pollutant effect scope of the conservative contaminant was predicted with the fact that will broaden because of interception by guide bank. As discharge was increased from the Jakwang river, The diffusion of the pollutant is accelerated, also the effect scope increases.

비상상태에서의 제주 ±80kV 60MW HVDC 운전 방안 연구

This paper presents the operation strategy of KEPCO(Korea Electric Power COporation) ±80kV 60MW Bipole HVDC system that will be applied between Guemak C/S(converter station) and Hanlim C/S in Jeju island. Unlike intertie HVDC system, this system is located in AC power grid inside. Therefore, the enhancement of system security related with line flow and bus voltages can be major operation strategy. In this paper, in particular, the optimal operation algorithm in the abnormal(not steady state) power system is presented and simulated.

인터넷 필터링(Internet Filtering)에 대한 검토

해외에 서버를 둔 유해 한글사이트에 대한 ISP의 접속차단 행위에 관한 인터넷 이용자들의 최초의 법적 쟁송이 2004. 1. 16. 선고된 서울남부지방법원 2003가단183 손해배상 사건인데 이를 둘러싼 인터넷 필터링과 관련한 논란은 심도 있는 연구를 필요로 한다. 그 형식, 방법, 주체 등에 의하여 여러 가지로 분류되는 인터넷 필터링은 그 필요성 및 당위성에도 불구하고 기술적인 불완전성과 남용의 위험성 때문에 정당성을 의심받고 있는바, 특히 인터넷 내용등급제는 자율규제라는 이상과 사실상의 강제력이라는 현실의 우려가 교차하고 있다. CDA, COPA를 거쳐 CIPA에 이르는 미국의 입법과정과 이에 대한 사법판단의 경과는 이러한 인터넷 필터링의 의미와 규제의 필요성에 대하여 시사하는 바가 크다. 현재 인터넷 필터링과 관련된 국내법으로는 청소년유해매체물의 표시에 관한 정보통신망이용촉진및정보보호등에관한법률, PC 방에서의 인터넷 필터링 프로그램의 설치를 강제한 음반,비디오물및게임물에관한법률 등이 있는데 위 사건에서 국가 및 전기통신사업자가 인터넷 접속차단조치의 근거로 들고 있는 전기통신사업법은 규제방법, 절차적 적법성 등에 있어서 인터넷 필터링의 근거 법률이 되기에는 문제점이 있으므로 신중한 검토가 필요하다. 이와 함께 사이버 스페이스의 법률적 평가와 관련하여 가칭 브라우징의 권리(Freedom of Browsing) 등 인터넷 이용자들의 기본권 정립이라는 새로운 접근방법의 가능성에 대한 논의도 병행되어야 한다. The controversy whether the internet blocking by ISP for exclusion of the foreign sites which have harmful informations in Korean demands us to study profoundly on the issues of “Internet Filtering”. In spite of its need and justification, Internet Filtering which can be classified small groups have problems because of its technical imperfection and possibility of abuse. Especially ‘the Internet Contents Rating System’ has both sides, an ideal of voluntary self regulations and the riskiness of actually compulsory regulations. The legislations of CDA, COPA and CIPA and judicial judgements whether they have constitutionality in U.S.A. are very suggestive for the true sense of Internet Filtering and the need for regulations. Nowadays we have some laws respecting Internet Filtering, such as Act on the Promotion Utilization of Information and Communications Network or Sound Records, Video Products, and Game Software Act, but Telecommunications Business Act in which the government and ISP find reasons for Internet Filtering has some problems, such as the methods of regulation and procedural legality, so we need careful examinations of the way and authority of Internet Filtering. Further, so-called “Freedom of Browsing” can be discussed for establishment of the new scheme of fundamental human rights in cyberspace.

중소기업 정보화의 주요관리이슈와 주요성공요인에 관한 실증적 연구

The purpose of this study is to identify the key management issues and critical success factors of information systems by organizational characteristics in korean small and medium firms, and also to investigate the relationships between key management issues and critical success factors. To accomplish this purpose, we analyzed 110 questionnaires from small and medium companies. The results show that the domestic small and medium firms consider some issues -construction & utilization of communication network, building and effective operation of database, standardization of practices, system integration, etc.- as the important ones, and some critical success factors -support of top management, formalization of standard architecture, user involvement, high quality software, etc.- as the necessary ones. From the research results, we could find that there are relationships between key management issues and critical success factors, and that the relationships differ by organizational characteristics.
