이 논문은 2004년에 활동한 캐나다 브리티시 컬럼비아주(洲)의 시민의회를 소개하고 의미를 분석한다. 2004년 캐나다 브리티시 컬럼비아주 정부는 층화무작위 추첨으로 선발된 일반 시민들로 브리티시 컬럼비아 시민의회를 구성하였다. 시민의회는 주의원을 선출하는 선거법안을 작성하는 권한을 부여받았다. 시민의회는 11개월 동안 거의 매주 모여 토의를 한 후 새로운 선거제도를 확정하고 주민투표에 회부하였다. 현대 역사에서 선거로 선출되지 않은 ``일반`` 시민들에게 중요한 공공 정책을 검토할 권력을 주고, 정책을 바꾸려는 제안의 승인을 시민들에게 맡겼던 민주 정부는 지금까지 없었다는 점에서 시민의회는 민주주의의 민주화에 있어 하나의 혁명적 시도였다. 시민의회의 권고안은 주민투표에서 부결되었다. 하지만 많은 학자들은 추첨이라는 평등한 참여 수단을 통해서 선택된 보통 시민들이 토의를 바탕으로 선거제도 개혁 방안을 결정했다는 사실과, 시민의원들이 편향성에 기울지 않고 진지한 자세를 유지하는 시민의 덕성을 발휘했다는 점을 고려하여 시민의회 실험을 성공한 것으로 평가하고 있다. This article focus on the British Columbia Citizens` Assembly. In 2004, British Columbia Citizens` Assembly on Electoral Reform recommends their province adopt a new voting system, which they call "BC-STV." The mandate of the Citizens` Assembly members was to assess different models for electing members of the Legislative Assembly and to recommend whether a new model should be adopted. In other countries, such a task has been given to politicians or to electoral experts. Instead, British Columbia chose to make history and to give this task to the voters. It`s the first time that a democratic government give the power to review an important public policy to unelected, "ordinary" citizens. The members of the Citizens` Assembly were appointed by a random selection process. They feel exceptionally honoured to have been given this historic opportunity to serve British Columbians on a matter so central to modern democracy. And the Assembly members demonstrated a quality of citizenship that inspired us all.
소형금속판에 고정나사의 삽입시 drilling의 위치 및 각도에 따른 시편의 이동량에 대한 효과

Purpose This study was aimed to evaluate the effect of the location and angle of drilling on the changes of the distance between the two block specimens. Materials and methods In experimental group 1, the screw holes were prepared by drilling in the distal portion of compression part of the plate at $90^{\circ}$. In experimental group 2, the drilling was performed at an angle of $30^{\circ}$ proximal to the miniplate, and in experimental group 3, at $30^{\circ}$ distal respectively. In control group, the drilling was performed to the center of hole at $90^{\circ}$. The fixation screw length was 5 mm, 7 mm, and 9 mm in all groups. The results were as follows. Results 1. In control group, the mean changes between two specimens were 0.01 mm, 0.02 mm, and 0.00 mm in 5 mm, 7 mm, and 9 mm screws respectively. 2. In experimental group 1, the compression part was moved toward the retention part. The range of mean changes were from -0.39 mm to -0.43 mm. 3. In experimental group 2, the compression part was moved toward the retention part. The range of mean changes were from -0.51 mm to -0.56 mm. 4. In experimental group 3, the compression part was moved apart from the retention part and the range of mean changes were from 0.55 mm to 0.56 mm. 5. The changes were significantly different between all groups(p<0.01). Conclusion These results suggest that 0.4$\sim$0.5 mm of compressive effect can be achieved by drilling on the distal area of the screw hole at an angle of $90^{\circ}$ and by the proximal angulation to the miniplate, and the gap between specimens can be increased by distal angulation to the miniplate during drilling.

This study aims to perform the finite element analysis for the laminated structure including cover-plastic materials and evaluate variations in impact resistance properties using the response surface methodology. Recently launched smart devices use the tempered glass as a cover, which has drawbacks such as high prices, manufacturing problems and heavy weight. Cover-plastic materials with high hardness were developed to overcome those and to carry out impact test and process design improvements are needed in order to evaluate impact resistance of the prototype when designing it using that materials. Finite element analysis with impact load was performed for the primary design variables and they were evaluated in view of the cost and the effectiveness. Also aspects of the impact resistance were analyzed by constructing the response surface model.

대퇴 간부 골절에서 골수강 내 금속정 삽입술은 널리 사용되는 방법으로 교합나사의 삽입은 경피하에 삽입하며 특히 원위부는 가이드 없이 삽입하게 된다. 교합나사에 의한 혈관에 대한 합병증은 드물게 생기며 원위부 교합나사에 의해 발생한 지연성 가성 동맥류(delayed pseudoaneurysm)에 대해서는 아직 국내에서 보고된 바가 없었다. 이에 저자들은 지연성 가성 동맥류 2예를 경험하여 문헌고찰과 함께 보고하는 바이다. Interlocked intramedullary nailing is widely accepted for treatment of closed femoral shaft fractures. An interlocking screw is inserted percutaneously, and especially the distal screw is inserted without use of a guide. Vascular complications associated with an interlocking screw in intramedullary nailing are rare. No case of delayed pseudoaneurysm caused by a distal interlocking screw has yet been reported in Korea. We present two cases of delayed pseudoaneurysm caused by a distal interlocking screw several months after intramedullary nailing.
