This study aims to develop Aging Response Index (ARI) for evaluating current status of Korea ageing response policy, by measuring a level of national effort, policy implementation, and social contexts for preparedness of ageing society. The ARI represents a relative level of the aging response policy via international comparison across 28 OECD countries, as well as represents a trend of positive responding policy development by using time-series data analysis. The ARI is composed of five focal areas of the ageing response policy, such as income, health, employment, social support, and sustainability. This index is multidimensionally assessed by calculating a total aging response scale (compositing the five focal indicators) as well as two subtotal aging response scales (compositing policy-response indicators and policy-result indicators respectively). The finding from ARI analysis of Korea showed that the policy-result index score decreased while the policy-response index score has been increased since 2000. In terms of ARI results from international comparison analysis, two types of national positive ageing response policy, higher scores of the total ARI indicated among the OECD countries, are classified as follow: 1) Ireland scored higher on health and sustainability, and 2) Denmark scored higher on social support and employment.

세계화, 정보화와 함께 조직의 유연성 제고가 중요한 과제가 되고 있고 자발적 비자발적 퇴직이 늘어나고 있다. 이에 비해 평균수명은 갈수록 늘어나 채용관리 못지 않게 때로는 더욱더 퇴직관리가 중요하다는 인식이 확산되고 있다. 그러나 공무원 퇴직관리에 대한 연구는 극히 제한되어 있다. 그나마 고위공직자를 중심으로 한 민간기업 또는 산하기관에 대한 취업경로분석이 주를 이루고 공무원 전체를 대상으로 한 퇴직관리연구는 찾아보기 쉽지 않다. 본 연구는 퇴직공무원을 대상으로 하여 퇴직관리에 관한 탐색적 인식조사를 실시하고 그 결과를 토대로 정책적 제언을 제시하였다. On inauguration, the Kim Dae Jung government pushed forward with far-reaching civil service reforms. Since then, retired civil servants' re-employment has become a social issue because the retirement rate of the civil service tripled to 10.4 per cent, and more than half of the retired were not voluntary in that honored retirement accounted for 37.4% and sacking for 13.9%. This soaring retirement is not a temporal issue in the wake of structural reforms since the 1997 financial crisis. It has become a structural problem because civil service reform based on the ideas of new public management has become a norm rather than an exceptional shocking therapy. It is now clear that the civil service management in Korea aims at labor flexibility in determining employment and wage. Arguing that labor market flexibility should be accompanied by active re-employment policies, this paper ⅰ)examines the perception of civil servants about retirement policy, and ⅱ)suggests policy options to tackle the problem of the growing need but shrinking opportunity for re-employment of civil servants.

Objectives : There were two objectives in this study 1) to investigate the psychosocial characteristics and mental health status of runaway adolescents, 2) to compare mental health status, family environments (family violence, parental conflict, Parental alcohol drinking) by gender. Methods : This was a cross-sectional study done on 151 residents of a runaway adolescent shelter. This study was conducted from 12th May to 24th May 2003. Self-rating questionnaire used include demographic data, SCL-90-R, family adaptability cohesion evalua-tion scale III, conflict tactics scales 2 and children of alcoholics screening test. Results : Most participants were single parent, with low education level. Adolescents in shelters scored significantly high on the somatization, hostility, interpersonal sensitivity, paranoid ideation, psychoticism scales on the SCL-90-R. Female ad01escent scored significantly higher on the obsessive-compulsive, interpersonal sensitivity, and hostility scales on the SCL-90-R. Male adolescents scored significantly higher statistically on the CAST. These results suggest that more systematized and individualized psychiatric intervention is necessary to help them during sheltered living. Conclusion : Runaway adolescent report significant level of psychopathology, family conflict, Parental alcohol problem. These results suggest that more systematized, individualized psychiathc approach is necessary to help runaway adolescent in shelter.
공무원의 퇴직관리 : 실태와 정책적 이슈 the Current State and Policy Issues

1997년 경제위기를 극복하기 위하여 김대중정부는 정부혁신을 단행하여 왔고, 그 결과 3%에 머물던 퇴직율이 3배 이상 급증하여 10%에 달하는 대규모 인력감축이 이루어져 왔다. 이전의 행정개혁과는 달리 신공공관리론에 입각해 시행되는 현 정부의 정부혁신작업은 민간과 정부부분의 장벽을 헐고, 인력의 유동성을 높이는 방향으로 진행되고 있어, 퇴직관리가 인력관리의 중요한 한 부분이 되어야 할 것으로 지적되고 있다. 그러나 공무원의 퇴직관리에 관한 연구와 이론화 작업은 그동안 학자들의 주목을 받지 못하였다. 본 연구는 이러한 공백을 메우기 위해, 정부혁신이후 한국 공무원의 퇴직실태를 파악하고 주요 쟁점을 제시하고자 쓰여진 논문이다. 본 논문의 주요 내용은 다음과 같다. 첫째, 1997년 전후를 중심으로 공무원 퇴직 실태를 시계열적으로 분석한 바, 정부혁신이후 퇴직의 양태가 질적으로 바뀌고 있다. 둘째, 기존의 공식적·비공식적 퇴직관리제도는 민주화와 시장경제로의 전환 속에서 점차 그 실효성을 상실하여 가고 있다. 셋째, 따라서 ‘밀어내기식’퇴직관리에서 ‘상시적·전략적’퇴직관리로의 전환이 필요한 바, 공무원 연금개혁, 공직자 윤리법의 개정, 퇴직연령과 근무시간의 조정 등의 주요 쟁점들의 제시하여 학계의 토론을 유도한다.
공공조직과 시민사회의 사이버 의사소통(Cyber Communication) 활성화 연구 : 서울시 기초자치단체 홈페이지 구성과 내용의 비교분석

With rapid technological developments, the internet became a new communication tool. It is turned out that the internet has great potential of cyber communications, which could be used to improve the participation of citizens in public policymaking and to faciliate the democratic inter-relationship between public agencies and citizens. Relying on Habermas' critical theory, this study analyzed 25 homepages of local governments in Seoul, with an eventual goal to help promote democratic cyber communications between public agencies and citizens. We found that local government' internet homepages contributed to the speedy supply of public goods and to the enhanced responsibility of public servants with increased contacts with their citizens. Nonetheless, we argued that there was more room to convert the internet homepage to a cyber space, in which democratic communications could facilitate participatory democracy. We pointed out that any barriers to the free flow of opinion online should be minimized, and that public debates and e-voting should be encouraged.
