It has been widely recognized since early ‘90s that the old paradigm of public administration has been replaced to reform public sector with a new approach which is called as the new public management(NPM) or the new managerialism. The new public management approach has a premise that the public sector and public service personnels have not been able to work well and efficiently because of the structural irrationality in public management procedures and practices. Therefore, the new approach recommends that the organizational structure and management styles should be changed in a way that increases their accountability and autonomy and responds to the consumers’(citizen) needs and demands. The Executive Agencies in UK and the Crown Entities in New Zealand are the typical organizational form and managerial styles of the new approach. However, the new public management approach or the new managerialism should not be applied to any other countries which have different administrative culture. This paper aims to review the new public management approach critically in terms of individual capability of each public service personnels, conflicts against other administrative values and the Korean administrative environment. It also underscores the importance of enhancing and empowering the capability of each public service personnels in addition to restructuring organizational structures and reengineering management practices.
