국회 예산심의과정에서 예비타당성조사제도의 정치화에 관한 연구

1999년에 도입된 예비타당성조사제도는 본질적으로 정치적 결정인 공공투자 사업의 선택을 기술적인 접근으로 전환 즉, 탈정치화를 통해 공공투자관리의 효과적인 문지기 역할을 수행하고 있다. 그러나 행정부 중심의 예산편성과정에서 예비타당성조사를 통해 공공투자사업을 탈정치화 시켰다 하더라도, 그 결과는 국회의 예산심의 과정에서 얼마든지 다시 정치화될 수 있다. 본연구는 이와 같은 문제의식을 실증적으로 규명하고자 상임위원회 회의록 분석을 통해 예산심의 과정에서 예비타당성조사제도에 대해 국회의원들이 어떠한 태도를 보이는지를 분석하였다. 또한 사업의 성격에 따라 예산심의 행태가 어떤 차이를 보이는지를 분석하기 위해 국토교통위원 회와 교육문화체육관광위원회의 심의행태를 비교분석하였다. 분석 결과, 예비타당성조사제도에 대한 국회의원들의 심의행태는 제도를 엄격하게 적용하기 보다는 정치적으로 유리한 방향으로 변형하려는 것으로 나타났다. 국토교통위원회와 교육문화체 육관광위원회를 비교분석한 결과, 특히 도로·철도 등 정형사업에서 예비타당성조사제도의 ‘변 형’ 요구가 높게 나타났다. 본 연구는 국회 예산심의과정에서 예타의 정치화 현상을 실증적으로 분석하였다는데 의의가 있으며, 향후 이러한 정치적 경향성과 압력을 완화하기 위해 예비타당 성조사 수행체계의 ‘집권화’와 ‘탈정치화’를 제안하고 있다.

Kimchi is a traditional Korean food prepared by fermenting vegetables, such as Chinese cabbage and radishes, which are seasoned with various ingredients, including red pepper powder, garlic, ginger, green onion, fermented seafood (Jeotgal), and salt. The various unique microorganisms and bioactive components in kimchi show antioxidant activity and have been associated with an enhanced immune response, as well as anti-cancer and anti-diabetic effects. Red pepper inhibits decay due to microorganisms and prevents food from spoiling. The vast amount of biological information generated by academic and industrial research groups is reflected in a rapidly growing body of scientific literature and expanding data resources. However, the genome, biological pathway, and related disease data are insufficient to explain the health benefits of kimchi because of the varied and heterogeneous data types. Therefore, we have constructed an appropriate semantic data model based on an integrated food knowledge database and analyzed the functional and biological processes associated with kimchi in silico. This complex semantic network of several entities and connections was generalized to answer complex questions, and we demonstrated how specific disease pathways are related to kimchi consumption.

혈관내피성장인자에 의한 혈관에서 Interleukin-8 발현

Background: Vascular endothelial growth factor (VEGF) plays an essential role in promoting angiogenesis during tumor development. In addition, VEGF can mediate the inflammatory response in tumors. VEGF increases the level of neutrophil migration by upregulating interleukin-8 (IL-8) in endothelial cells in vitro. However, it is unclear if VEGF can mediate IL-8 production in vivo. Methods: To address this issue, this study examined the effect of VEGF on IL-8 production in vivo using an adenovirus transduction and mouse ear assay. Results: Adenovirus-encoded VEGF (VEGF-Ad) increased the level of IL-8 production in endothelial cells in vitro compared to the control-adenovirus (CTL-Ad). The mouse ear assay showed that VEGF-Ad increased the level of IL-8 production in the endothelium. Immunohistochemistry showed that the IL-8 proteins were expressed in the vasculature within a human glioblastoma, which is known to strongly express VEGF. Conclusion: These results suggest that VEGF can mediate the inflammatory response in endothelial cells in vivo via the up-regulation of IL-8.

인체 유래 환경유해물질 노출에 따른 멀티 오믹스 데이터 통합 분석 가시화 시스템

Multi-omics data is difficult to interpret due to the heterogeneity of information by the volume of data, the complexity of characteristics of each data, and the diversity of omics platforms. There is not yet a system for interpreting to visualize research data on environmental diseases concerning environmental harmful substances. We provide MEE, a web-based visualization tool, to comprehensively explore the complexity of data due to the interconnected characteristics of high-dimensional data sets according to exposure to various environmental harmful substances. MEE visualizes omics data of correlation between omics data, subjects and samples by keyword searches of meta data, multi-omics data, and harmful substances. MEE has been demonstrated the versatility by two examples. We confirmed the correlation between smoking and asthma with RNA-seq and Methylation-Chip data, it was visualized that genes (PHACTR3, PXDN, QZMB, SOCS3 etc.) significantly related to autoimmune or inflammatory diseases. To visualize the correlation between atopic dermatitis and heavy metals, we selected 32 genes related immune response by integrated analysis of multi-omics data. However, it did not show a significant correlation between mercury in blood and atopic dermatitis. In the future, should continuously collect an appropriate level of multi-omics data in MEE system, will obtain data to analyze environmental substances and diseases.

지역사회서비스투자사업의 활성화에 미치는 영향에 관한 연구 : 지방정부와 지역사회 역량을 중심으로

지역사회서비스투자사업은 중앙정부 주도의 복지서비스 제공방식에서 탈피하여, 지방정부가 해당 지역사회의 복지수요를 발굴하고 이에 적합한 서비스를 기획·제공하는 상향식(Bottom-Up) 사업이다. 본 연구는 지역사회서비스투자사업의 지역 간 편차가 발생하고 있는 현상에 주목하여, 지방정부와 지역사회의 역량이 지역사회서비스투자사업 활성화에 미치는 영향을 분석하고자 하였다. 이를 위해 본 연구는 실증분석과 더불어 지역사회서비스 지원단과의 인터뷰를 실시하였다. 분석결과 지역사회서비스투자사업의 활성화에는 지방정부의 재정적, 행정적 역량이 중요한 것으로 나타났으며, 지역사회서비스 지원단 인터뷰 결과에서도 이들의 중요성을 확인할 수 있었다. 이러한 결과를 통해 본 연구는 지역사회서비스투자사업의 활성화를 위해 지방정부가 관련 예산확대와 함께 유사한 목적 또는 대상에게 제공되는 기존의 사업들을 재편해야 함을 주장한다. 또한 사업을 전담하는 인력 및 조직을 신설하거나 서비스 개발 및 집행에 대한 매뉴얼 개발 및 보급이 필요함을 주장한다. The community service investment project is a bottom-up project in which local governments find out the welfare needs of the local community and plan and provide the appropriate services by moving away from the central government-led welfare service delivery system. The purpose of this study is to analyze the effect of local government and local society capacity on the activation of the community service investment project. This study conducted an empirical analysis and interview with community service support teams. As a result, the financial and administrative capacities of local governments are important for the activation of community service investment projects. The results of this study suggest that local governments should review welfare and social service’s overlap and duplication with the expansion of related budgets in order to activate community service investment projects. It also argues that it is necessary to establish a manpower and organization dedicated to the project, and to develop and disseminate manuals on service development and execution.
