도시정부로서 기업의 사회적 책임(CSR)을 촉진하기 위한 각국 도시정부의 역할을 통해서 볼 때, 기업의 사회적 책임을 구현하기 위한 도시정부 역할의 중요성은 앞으로 더욱 확대 될 것으로 전망된다. 본 연구는 공공조달구매제도를 중심으로 기업의 사회적 책임을 구현하기 위한 서울시의 노력들을 분석해 보고 이를 통해 도시정부 차원에서 기업의 사회적 책임을 촉진시키기 위한 정책대안들을 제시하는 데 목적을 두고 있다. 서울시에 대한 사례분석을 통해서 볼 때, 기업의 사회적 책임제도가 공공조달구매분야와 공공우선구매분야에서 지역사회의 통합과 주민의 삶의 질 제고, 그리고 고용기반 확충과 같은 제도화 방안을 통해 국민경제 발전과 사회적 약자 지원에 노력하고 있는 점은 평가받을 만하지만, 기업의 사회적 책임을 구현하기 위한 기반으로서 법적, 제도적, 인식적 한계가 적지 않음을 확인 할 수 있었다. 도시정부 차원에서 서울시가 기업의 사회적 책임을 구현하기 위해서는 무엇보다도 도시 간 연대를 통한 공동구매를 도입, 확대하고 근로자의 노동권이나 작업환경에 대한 규정 강화와 함께 사회적 책임의 적용대상 및 적용분야를 지속적으로 확대할 필요가 있다. 이러한 정책대안들이 실효를 거두기 위해서는 무엇보다도 기업의 사회적 책임을 “수혜”차원이 아닌 “인권”차원으로 재인식하는 사회문화를 조성하는 것이 무엇보다도 시급하다고 할 수 있다. Recognizing the role of City Governments in each country to facilitating Corporate Social Responsibility(CSR), the roles of City Government will be expected more important than before. This researches purpose that several alternative policies will suggest accelerating and spreading CSR at city levels based on analyzing the roles of SMG(Seoul Metropolitan Government) as a way of encouraging CSR in the field of public procurement system. Based on the case study of SMG, the results show that CSR can contribute to unify the community, raise the quality of citizen life, and support the social weak and national economy through institutionalizing ways such as expansion of hiring base. Research result, however, reveals the legal, institutional and cognitive limitation of CSR, actualizing in real world. Therefore, realizing CSR at the level of city government, SMG, in particular, should introduce a joint purchasing system based on solidarity with other cities and institutionalize work environment and the right to work. In addition, the targets and fields to which apply CSR should expand continuously. In order to making these policies effective, it is a matter of urgency that we need to cultivate social culture that CSR should consider “human right” perspective, rather than “beneficiary” perspective.

현대사회의 특징 중 하나인 교대근무제도는 공공부문에도 광범위하게 도입되고 있지만 공공부문에서의 교대근무제에 대한 연구는 초보적인 수준에 머물러 있다. 본 연구는 공공부문, 특히 서울시를 대상으로 그 동안 간과되어져 왔던 일반행정 분야에서의 교대근무제 운영과 관련하여 직원들의 만족도를 분석하는 데 연구의 목적을 두고 있다. 교대근무자들은 전반적으로 근무여건이나 교대근무방식에 대해서는 대체로 만족하고 있으나 작업환경과 근무 중 휴식제도, 야간 근무 시 지급되는 수당문제, 근무 시 안전대책문제, 일과 가정의 양립문제, 직장 내 복지프로그램, 그리고 개인적 건강에 미치는 악영향에 대해서는 여전히 개선의 여지가 많음을 지적하고 있다. 이 밖에도 교대근무방식을 4조 3교대나 4조 2교대로 전환해야 한다는 의견과 함께 조직 내 의사소통이나 성과관리제도 개선, 직장 내 이질감 및 승진제도의 형평성 문제 등은 해소되어야 할 과제로 제시되고 있다. 이러한 점에서 정책대안으로 보다 다양한 교대근무제도를 도입하고 야간 수당 지급에 최저임금 기준을 적용하며 건강권 담보를 위한 휴일제 도입 및 건강진단 및 상담제도의 도입을 우선적으로 고려 할 필요가 있다. Shift work system as one of characteristics of modern society has been widely adopted in the public sector, but this issue has not been paid much attention as we expected. This research has aim to analyze the job satisfaction of the shift worker in the public sector, which has been overlooked, and this research focuses on the workers, in particular, working in the Seoul Metropolitan Government. The shift worker satisfies with working conditions and the ways of shift works, but this research results also reveal that the shift worker do not satisfy with work environment, recess system during the working time, allowance system for working night, safety policy, the balance between job and family, welfare program, and bad influence of shift work on personal health. In addition, this research results show that the shift working system should be changed to four working group with three shift schedules or four working group with two shift schedules. This research results also reveal that internal communication system, performance management system, alienation in the work place, and inequity problems of promotion should be improved. For supporting shift workers working in the public sectors, introducing diverse types of shift working system and applying minimum wage standard to allowance paying to the shift workers working in the night, introducing mandatory holiday for shift workers, and health examination as well as consulting system about personal issues should be considered with priority.

소득과 인종 등에 의한 공간분리와 교외화로 인한 도심부의 쇠퇴 문제, 그리고 사회적 소외문제 등으로부터 야기되고 있는 사회적 혼란을 해소하기 위한 방안의 하나로 최근 사회혁신이 전 세계적으로 큰 관심을 끌고 있다. 본 연구는 서울시의 사회혁신 성과를 분석하고 서울시가 앞으로 추진해야 할 사회혁신 과제를 도출하는 데 연구의 목적을 두고 있다. 서울시가 추진하고 있는 사회혁신은 기업가 정신을 접목해서 도시경제 활성화를 적극 도모하고 공정, 소통, 참여 및 공유와 같은 사회적 가치들을 시정운영에 반영하려고 노력한다는 점에서 구체적인 도시 문제를 해결하기 위해 실용주의적 접근을 채택하고 있음을 알 수 있다. 이 밖에도, 본 연구결과는 서울시가 혁신적인 시정운영방식으로 시민과 기업, 전문가, NPO와 서울시가 공동 참여하는 협력적 거버넌스를 도입하는 성과 등을 보여주고 있다. 하지만, 이러한 긍정적인 평가에도서울시 차원에서 사회혁신을 지속시키기 위해서는 사회혁신에 대한 방향 설정과 사회혁신을 지속시키기 위한 법·제도 정비, 시민교육의 강화, 1인 가구 등 특수계층에 대한 행정서비스 발굴, 주변지역과의 근린의회 운영방안 모색 및 환경과 에너지를 고려한 지속가능한 도시건설 등과 같은 분야에서의 선제적인 사회혁신 노력이 필요하다. As a way of addressing social disorder issues, which is stemming from declining CBD with suburbanization and space segregation with income and race, social innovation, in recent, has been caught attention on the world. This research has two main purposes; one is to analyze the effects of social innovation initiated by Seoul Metropolitan Government(SMG) and the other is to draw out agenda that is being pursued by SMG in the future. The social innovation taken by SMG is trying to revitalizing urban economy grafting entrepreneurship into urban industries and also to reflecting current social values, such as justice, communication, participation, and sharing concept into urban management system. We, therefore, can notify that SMG takes pragmatism in solving the specific urban issues. In addition, this study reveals that SMG is introducing collaborative governance systems, emphasizing joint participation, such as the citizen, companies, experts, and NGOs as a way of innovative urban operating mechanism. Despite these positive effects of social innovation taken by SMG, following social innovation initiatives should be taken into account in order to sustaining social innovation at the city level of SMG; setting up the future direction of social innovation, improving legal and institutional system, intensifying citizen education, developing new services for emerging special class, such as single households, exploring new types of council, such as joint council with the vicinity area, and developing sustainable cities, which are taking into account environment and energy issues.
