This thesis aims to clarify the need for rational distribution of the authority for port development and management, which is concentrated in the central government, to the port authority or local governments through a literature review and a survey of port-related experts. This study In order to achieve the purpose, this paper analyzes the position of the central government, the position of local governments, and the position of the port authority on port-related authority through previous studies, and argues for each of the three main actors in port development and management. After setting up a research model focusing on key contents and factors, a survey of experts was conducted to derive reasonable distribution standards for port-related authorities. In terms of distribution, distribution criteria such as connectivity with the region, revitalization of the local economy, and locality of ports should be considered more important than distribution criteria such as the uniformity of ports, publicity of ports, and efficiency of resource distribution, which are the existing central government positions. Therefore, it was found necessary to transfer the authority to establish and implement the basic plan for port redevelopment to the authority of the local government.
부산시 해양수도 구현의 수준과 발전방안 -객관적 지표의 분석을 중심으로-

본 연구는 부산시의 ‘해양수도 구현’이라는 목표를 어느 정도 달성하였는지를 객관적 지표를 통해 분석해 보고자 하였다. 그리고 연도별 지표의 전개 양상에 따라 해양수도 구현을 위한 발전방안을 제시하고자 하였다. 본 연구에서 활용한 지표들은 3개 분야의 총 9개 지표들을 사용하였다. 분야별 수준을 분석 결과, 항만물류기반 및 도시경쟁력 분야의 경우는 2015년 및 2014년도부터 향상되고 있는 것으로 분석되었다. 하지만 해양산업경쟁력 분야의 경우는, 오히려 그 수준이 하락하는 경향을 보이고 있었다. 그리고 객관적 지표들의 상태를 시계열적으로 분석한 결과, 대부분들이 지표들이 2015년도 이후부터 꾸준하게 향상되고 있었다. 하지만 해양산업매출액의 경우는 과거보다 오히려 악화되고 있는 것으로 분석되었다. 이러한 분석결과에 따라 부산시의 해양수도 구현을 위한 정책대안을 제시하면 첫째, 해양산업경쟁력분야의 개선이 필요하였고 둘째, 객관적 지표인 해양산업매출액의 개선이 필요하였다. 셋째, 자치단체장의 해양수도 혹은 해양에 대한 관심과 의지가 필요하였고, 더불어 자치단체장의 관심 및 의지와 함께 해양도시의 중추관리 기능이 있어야 가능한 것으로 판단되었다. This study attempted to analyze to what extent Busan city’s goal of “realization of an ocean capital” was achieved through objective indicators. In addition, according to the development patterns of the annual indicators, it was intended to suggest a development plan for the realization of Busan’s ocean capital. As for the indicators used in this study, a total of 9 indicators in 3 fields were used. As a result of analyzing the level of each field, it was analyzed that the field of port logistics infrastructure and urban competitiveness has been improving since 2015 and 2014. However, in the case of the marine industry’s competitiveness, the level showed a tendency to decline. And, as a result of analyzing the state of objective indicators in a time series, most indicators have been steadily improving since 2015. However, it was analyzed that the maritime industry sales are worsening than in the past. According to the results of this analysis, when a policy alternative for the realization of Busan’s ocean capital was suggested, first, improvement in the field of marine industry competitiveness was needed, and second, improvement in marine industry sales, an objective indicator, was needed. Third, the local government head’s interest and will in the ocean capital or ocean was necessary, and it was judged to be possible only if there was a central management function of the marine city along with the interest and will of the local government head.

본 연구에서는 군남 홍수조절지 여수로의 흐름을 FLOW-3D 모형을 이용하여 모의하였다. 기본계획안에 따라, 월류웨어의 방류능력과 접근수로의 안정성을 검토한 결과 여수로 규모가 적절하지 못하고, 접근수로 내의 흐름은 불안정한 것으로 나타났다. 그래서, 문제점올 해결하기 위한 개선안을 마련하였다. 개선안에 따라 여수로의 흐름을 모의하고, 월류웨어의 방류능력과 접근수로의 안정성을 검토하였다. 그 결과 개선된 여수로의 규모는 적정한 것으로 나타났고, 접근수로의 안정성은 향상되는 것으로 나타났다. In this study, the flow in the spillway of Gun-nam flood control reservoir were simulated by using FLOW-3D model. The discharge in the overflow weir and flow stability in approach channel were investigated with the original design plan. The results show that the scale of spillway is unsuitable and the flow in approach channel is unstable. To solve this problem, therefore, the alternative design plan were formulated. The flow in the spillway were simulated with the alternative design plan. The results show that the scale of spillway is suitable and the flow in approach channel is stable.
