본 논문에서는 적외선 파장대에서 렌즈의 변조전달함수(MTF)를 칼날 주사방식으로 측정하는 적외선 MTF 측정장치를 구성하고 평가하였다. 측정장치는 물체부, 평행광을 만들어주는 시준부, 형성된 상을 분석하는 분석부로 나뉜다. 광원으로는 텅스텐 필라멘트 광원을 사용하였으며 중적외선 영상을 검출하기 위해 MCT를 사용하였다. 이 장치를 사용하여 ZnSe 재질의 f 수가 5인 표준렌즈의 MTF를 중적외선 파장대인 $3{\sim}5{\mu}m$에서 측정하고 Zemax 프로그램을 통해 계산한 이론값과 측정값 차이를 비교하여 차단주파수(Cut-off frequency)인 50 1/mm까지 전구간에서 ${\pm}0.035$이내임을 확인하였다. 또한 측정값의 신뢰도를 확인하기 위한 A형 측정불확도를 계산한 결과 MTF의 대표 공간 주파수인 20 1/mm에서 0.002으로 동일한 조건 하에서 측정 시 측정값의 변화가 거의 없음을 알 수 있었다. In this paper, we developed a MTF (Modulation Transfer Function) measurement system using a knife-edge scanning method for infrared optics. It consists of an objective part to generate the target image, a collimator to make the beam parallel, and a detector to analyze the image. We used a tungsten filament as the light source and MCT (Mercury Cadmium Telluride) to detect the mid-infrared(wavelength $3-5{\mu}m$) image. We measured the MTF of a standard lens (f=5, material ZnSe) to test this instrument and compared the result to the theoretical value calculated using the ZEMAX commercial software. It was found that the difference was within ${\pm}0.035$ at the cut-off frequency (50 1/mm). Also, we calculated the A-type measurement uncertainty to check the reliability of the measurement. The result showed only 0.002 at 20 1/mm in spatial frequency, which means very little variation in the MTF measurement under the same conditions.

정부 출연 연구기관 연구원의 경력지향성에 관한 탐색적 연구

본 연구는 정부 출연 연구기관에 종사하는 연구원들의 경력지향성에 관해 실증적으로 분석하였다. 구체적으로 연구원들의 경력지향성에 영향을 미치는 요인으로 나이, 과제경험, 그리고 조직 경험을 고려하였다. 또한, 경력지향성 차이에 따른 업적평가에 대한 선호, 향후 희망직장이나 산학연 협력에 대한 참여의사 등에 대해 검토하였다. 373명의 연구원에 대한 분석결과, 정부 출연 연구기관의 연구원들은 연구 전문가 이외에 다양한 경력경로에 대한 선호를 갖고 있는 것으로 나타났다. 특히, 직급이 올라가고 나이가 들면서 프로젝트 경력경로와 기술사업화 경력경로에 대한 선호가 높아지고 있음을 알 수 있다. 또한, 연구원들의 경력선호도는 연구소의 미션과 수행하고 있는 과제의 성격에 따라서 달라짐을 알 수 있었다. 끝으로 이러한 연구결과에 따른 정책적 시사점을 제시하고, 향후 연구방향과 이 연구의 한계점에 대하여 논의하였다. This study empirically examined the career orientations of researchers who worked for government-sponsored research institutes. Specifically, we considered the individual level's variables of age, project, and organization characteristics as the influential factors of researchers' career orientations and then investigated the relationship between career orientation and work attitudes. The results, based on the survey about 373 researchers, showed that both project career orientation and technical transfer career orientation were higher as grade level or age was higher. Moreover, the preference of career orientation was changed according to the mission of institute and the project type. Finally, the study suggested some practical implications on career development management for government-sponsored research institutes and discussed the limitations and the further research directions on career development of researchers.

연구개발과제의 직후평가항목에 대한 인식도 조사: 기업부설 연구소를 대상으로

This paper addresses three central decision-making problems frequently encountered in developing evaluation checklists for ex-post evaluation of R&D projects at private R&D centers: 1) what kind of evaluation elements and factors should be included in the evaluation forms? 2) how much weight should be assigned to each evaluation factor and element? and 3) could the same evaluation elements and factors with their weights he applied across all the project types(research, development, and engineering)? To answer these questions, we identified the evaluation elements/factors based on the review of relevant literature and measured the perceptions of researchers, R&D managers, and top managements of the three private R&D centers to get the information about the importance levels of the elements and the weights of the factors for each of the three project types, The findings include that 1) all the evaluation elements derived from the literature exhibited high importance levels, and 2) the importance levels of the elements and the weights of the factors were quite varied along the project types. Theoretical and practical implications of the findings for ex-post evaluation of R&D projects are discussed.

중소기업의 녹색성장 참여촉진을 위한 기술개발제품 공공구매제도 개선방안 연구

최근 우리나라를 비롯한 세계적 경제성장 패러다임은 녹색성장전략이다. 이에 따라 국가적으로 다양한 전략 및 지원정책이 수립되고 있으나, 중소기업의 역할과 기회를 반영한 정책은 미흡한 수준이다. 이에 본 연구에서는 중소기업 지원정책의 하나인 기술개발제품 공공구매제도의 현황을 살펴보고, 개선 방안을 제시하였다. 우선, 국내와 주요 선진국의 공공구매제도를 정책목적별, 공공구매 유형별로 포지션을 분석하였다. 이를 토대로 공공구매제도를 활용한 중소기업의 녹색성장전략 참여방안과 필요성을 도출하였다. 또한, 구매조건부 신제품개발사업 대상에 상용화 이전기술 및 제품을 포함하고 추가 R&D를 수행하는 방안을 제시하여, 녹색기술분야에서 중소기업의 기술혁신 역량 제고 및 정책지원이 필요함을 지적하였다. Recently, US, EU and major development countries, including Korea, have set green growth strategy the for national robust economic growth. Green growth strategy was also adopted as economic stimulus policy. Korea also have established some policies for green growth such as Green Growth National Strategy and 5-years Plan. Thought the SMEs play an important role as the innovative driver that can supply material and components for final products, there are few policies for joining green growth strategy. So, the purpose of this paper is to explore the current extent of public procurement for technology-development products and propose the betterment of it. Firstly, we analyzed the public procurement-policies of major countries to kinds of policy-purposes and types including Korea. and then we deducted the needs to policy utilizing the public procurement for joining the SMEs to green growth strategy. Second, we proposed that the objects of purchase conditional public procurement policy be extent to the pre-commercial technologies. The pre-commercial technologies could be performed further R&D by some other compaines or pubic institutes. Considering the natures of green technology-such as quasi-public-, this improvement would be helpful for SMEs which could create initial-marketplace and sales-references.

국책연구개발사업의 효과적인 평가 시스템 구축에 관한 연구

국책연구개발사업 연구개발과제 평가와 관련하여, 효과적인 연구개발 평가시스템이 갖추어야할 구비요건들을 본 연구팀의 경험과 기존 연구결과를 바탕으로 제시하였다. 그리고 효과적인 연구개발과제 평가시스템의 구축방안을 찾고자 정보통신 연구개발사업의 수행 및 평가에 관련된 여러 이해당사자들을 대상으로 설문조사를 실시하고, 그 결과를 과학기술처 (1992)와 상공부(1991)에서 수행한 설문조사 결과와 대비하여 제시하였다. 이와 같은 분석결과와 기존의 연구개발평가 관련 보고서들의 내용을 종합하여, 현행 국책연구개발사업 연구개발과제 평가시스템의 전반적인 문제점을 평가의 실효성, 계속성, 유연성, 그리고 신뢰성 측면에서 도출하였고, 이를 개선하기 위한 효과적인 연구개발과제 평가시스템의 구축방안을 평가시스템의 제 구성요소별로 제시하였다.
